and within the given time,suppliers must establish part delivery process,so as to ensure accurate and timely delivery of parts in accordance with the order of Changan Ford and avoid emergent transportation and unapproved excess delivery.供应商在厂内仓库和重庆地区的中转库,应有清12、晰且有效执行的库存管理流程,真实记录所有的进出库数据、库存的转移和每月的零件盘存纪录,并有明确标识的库存识别区域。Suppliers in-plant warehouses and their 3PL warehouses in Chongqing area should be provided with clear and effective inventory management process,record all actual inbound and outbound data,transfer of inventory and monthly part cycle account 13、record,and be provided with Department of Changan Ford should carry out annual MMOG/LE review on suppliers,involving supplier self-assessment and t16、he appraisal of Changan Ford.6 信息反馈信息反馈信息反馈信息反馈 Information feedback 供应商应及时向长安福特提供最新的组织机构图、联系人、电话、传真和紧急联系方式等。Suppliers should provide Changan Ford with the latest organizational structure,contact,telephone,fax,emergency contact,etc.我们要求供应商的工作时间和联系方式覆盖长安福特的一切生产时间。任何由于人为原因造成的联系中断或沟通不畅,都可能严重影响长安福特的正常生产17、。同时,任何不能完成的交货要求或可能对交货计划有影响的潜在风险,供应商有责任提前通知长安福特,否则造成的后果将由供应商全权负责。Suppliers must be working and be able to be contacted at the production time of Changan Ford.Any interruption or non-smooth communication arising from human factors may cause severe influence on the normal production of Changan Ford.Sup18、pliers should inform Changan Ford of the delivery requirements unable to meet or the potential risks that may influence the delivery schedule in advance,otherwise suppliers shall take all consequences.电子商务平台电子商务平台电子商务平台电子商务平台 E-business platform 我们要求供应商每日登陆到福特全球供应商网页(网址:http:/)查询订单。该订单包含两周内的日订单(Ship19、ping Release,每日更新)和6个月内的周计划(Planning Release,每周更新)。发货通知,即电子ASN(Advanced Shipping Notice)也在此平台内提交发送。Suppliers should check orders at http:/ every day,which should include the shipping release within two weeks(daily update)and the planning release within 6 months(weekly update).In addition,delivery no20、tice,i.e.electronic ASN(advanced shipping notice),will also be issued through this platform.供应商必须建立ERP物料管理系统,包括财务功能、原材料采购及生产计划自动生成的基本模块;Suppliers must establish ERP material management system,including the basic module automatically generated for finance,raw material purchase and production plan.供应商21、的ERP必须通过传统EDI与长安福特进行电子数据自动交互。7 Suppliers ERP must carry out automatic electronic data interchange with Changan Ford via traditional EDI.供应商是否具备硬件设施和操作能力完成上述要求,是我们前期评估供应商的重要指标之一。Whether the supplier is provided with hardware capacity and operational ability to meet the 由于汽车制造业的动态性,我们需要迅速反映市场需求,及时调整生产计划,满足终端消费者的需求。供应商对此应给予积极配合,并采取相应的措施将调产所带来的损失及额外费用控制到最低。The dynamic nature of automobile manufacturing requires us to make an imme23、diate response to the market demand,adjust the production plan in time,and meet the requirements of end consumers.Suppliers should provide active support and take appropriate steps to minimize the loss and additional cost arising from production adjustment.重庆区域以外的供应商需要在长安福特指定交付地附近设置中转库(工厂提货项目除外),且该中24、转库必须满足长安福特30分钟紧急拉动原则,即从中转库将零件装车到抵达长安福特指定交付区并完成卸货的整个操作在30分钟内完成。供应商必须根据网上订单在重庆中转库保持7个工作日所需的库存,然后由中转库根据日订单向长安福特配送零件。重庆区域内的供应商需要保持3个工作日所需的库存。此外,供应商应定期监控其原材料、半成品和成品的库存,跟踪在途物料,加强分供方管理。Non-local suppliers should set up 3PL warehouses(not required for Ex-works suppliers)nearby the delivery place specified b25、y Changan Ford.Those transit warehouses must meet the emergency transportation principle of 30 minutes,namely that the whole operation from the loading at the 3PL warehouses to the unloading in the specified delivery area of Changan Ford will be completed within 30 minutes.Suppliers must keep 7 work26、ing days inventory at Chongqing transit warehouses according to online orders,and then the transit warehouses will deliver parts to Changan Ford in accordance with the shipping release.Local suppliers should keep 3 working days inventory.Besides,suppliers should also regularly monitor their raw mate27、rials,semi-finished and finished product inventory,track those materials in transit,and enhance sub-supplier management.8 所有外协分装零件的库存都属于长安福特,外协总成供应商对零件的保管必须符合长安福特库存管理的要求,具体内容请参阅外协件质量问题处理流程、外协件质量拒收流程、外协分装零件的库存确认作业指导书。All consignment parts belong to Changan Ford,thus suppliers must keep them as per th28、e inventory management requirements of Changan Ford.Please see the Outsourcing Part Quality Problem Solving Process,the Outsourcing Part Quality Rejection Process,and the Outsourcing Sub-assembly Part Inventory Confirmation SOP for details.产能规划产能规划产能规划产能规划 Capacity planning 供应商必须将现有资源(原材料供应、设备加工能力、人29、员规划等)与客户的长期、中期和短期的需求进行比较;必须有流程确保任何可能影响运作的风险发生时,能够快速和客户沟通。Suppliers must compare the current resources(raw material supply,equipment working ability,personnel planning,etc.)with the long,medium and short-term demands of customers.Necessary process must be provided to ensure immediate communication wi30、th customers in the case of potential risks that may influence the operation.一旦发现产能问题,请立即与长安福特采购部和物流部联系。If there are any capacity problems,please promptly get in touch with the Purchase Department and the Logistics Department of Changan Ford.9 2.零件交付要求 2.Part delivery requirements 供应商应按照日订单将所需零件送达长安31、福特指定交付地点。供应商交付条件需满足供应商商务条款规定。在此说明的有关零件交付的要求有助于供应商更好地理解其交货责任。Suppliers should deliver the required parts to the specified delivery place of Changan Ford in accordance with the shipping release.Supplier delivery mode should match with supplier commercial rules.The part delivery requirements herein not32、ed will help suppliers learn their delivery Changan Ford according to CAF supplier broadcast information,33、parts payment is based on the assembly vehicle offline qty.按日定单862交付:供应商按照862日订单把零件交付至指定收货地点(RDC或车间收货平台),按CAF接受数量支付货款;Delivery as per 862:Parts delivered to RDC or TCF receiving point according to CAF 862 order,parts payment is based on parts receiving data.工厂取货:由长安福特指定承运商从供应商处直接提货,按CAF接收数量支付货款。Ex-w34、orks:Parts collected from supplier plant by CAF assigned carrier,parts payment is based on parts receiving data.订单订单订单订单 Order 我们根据销售计划,结合物料供应、制造生产能力以及售后需求,在CMMS3系统发布订单,供应商可以通过WEB-EDI、传统EDI和EDDL(电子直接数据连接)查询。We will issue orders via CMMS3 system in accordance with the marketing plan,the material supp35、ly,the manufacturing capacity,and the after-sales demand.Suppliers can check those orders via WEB-EDI,traditional EDI and EDDL.10?周订单830,未来6个月周需求预测(12 周+3 月);?Planning release 830:weekly demand forecasting for the next 6 months(12 weeks+3 months);?日订单862,未来14天日交付需求预测(接下来的14天)。?Shipping release 862:d36、elivery demand forecasting for the next 14 days(the following 14 days).提交电子提交电子提交电子提交电子ASN Submission of electronic ASN 供应商在发货前需提交电子ASN(Advance Shipping Notice),电子ASN将通过网络传送到长安福特物料管理系统CMMS3(Common Material Management System),便于在途物料监控,简化收货程序。准时、准确地提交电子ASN是提高供应链管理有效性的重要方式,电子ASN是评估供应商交货绩效的重要指标之一。Suppli37、ers should submit electronic ASN(Advance Shipping Notice)prior to shipment.Electronic ASN shall be delivered to CMMS3(Common Material Management System)of Changan Ford via internet,so as to monitor the materials in transit and simplify the receiving procedure.Timely and accurate submission of electr38、onic ASN will help improve supply chain management effectiveness.Electronic ASN is an important index for the evaluation of supplier delivery performance.发货发货发货发货 Shipment 供应商应考虑运输时间,备齐货物,制作电子ASN并提交发送成功后,打印装箱单并随货物一并送达长安福特指定地点。ASN和装箱单是长安福特收货人员开箱验货、签收和长安福特财务付款的重要凭据。Suppliers should take transportation39、 time into account,get goods ready,make and submit the electronic ASN,print the packing list,and then deliver it along with the goods to the place specified by Changan Ford.On the basis of ASN and the packing list,the consignee of Changan Ford will check and sign for the goods and Changan Ford will 40、make the payment.11 包装要求包装要求包装要求包装要求 Packaging requirements 供应商交付零件的包装必须与长安福特确认的1121表中的信息一致(参阅零件包装设计、验收管理流程)。The packaging of parts delivered by suppliers must be in conformity with the information listed in Table 1121 approved by Changan Ford(see the Part Packaging Design and Acceptance Management 41、Process).供应商必须防止发货差异,即ASN数量、标准装箱量、装箱单与实物不符。零件交付的准确性对保证生产的顺利进行至关重要,而且每一次发货差异都可能造成额外的库存或超额运费,长安福特将对供应商造成的开箱差异进行严厉的处罚。Suppliers must avoid delivery discrepancy,i.e.,discrepancy between actual objects and ASN quantity,standard unit package quantity and packing slip.The accuracy of part delivery is very 42、important for smooth production.Delivery discrepancy may result in additional inventory or premium freight.Changan Ford will give severe punishment for delivery discrepancy.工程变更旧状态零件的最后一次交付,以及售后零件的交付,供应商需要在装箱单上明确标识(参阅装箱单制作规定)。For the last delivery of old parts prior to engineering change and the del43、ivery of after-sales parts,suppliers should make a clear mark on the packing slip(see the Regulations for Packing List Making).3.供应商账户审计 3.Supplier account auditing 供应商在收到福特全球供应商网页账户审计通知时,需要在规定时间内按要求完成相应操作,否则账户将被锁定,无法查看订单和发送电子ASN。如果因供应商原因导致账户审计无法完成,供应商应对产生的后果负全部责任。Upon receiving the web account audi44、ting notice,suppliers should complete the required operation within the given time,otherwise their accounts will be locked and they can not read orders and send 12 electronic ASN.If account auditing fails for the reason of suppliers,suppliers shall take all consequences.4.零件工程变更 4.Part engineering c45、hange 供应商需详细了解变更内容,按照PD、STA及采购部要求及时填写并返还QOP和SP,使工程变更流程顺利关闭。供应商在收到工程变更批准通知前不得擅自改动模具。Suppliers should learn all change details,fill in and return QOP and SP in time as per PD,STA and the requirements of the Purchase Department,so as to make the engineering change process draw to a smooth end.Suppliers46、 shall not arbitrarily change molds before the engineering change request(ECR)is received.工程变更批准后,供应商在 STA 指导下按照 SP 签署 PSW,准备新件。对于共同变更的零件,供应商需要向 STA 确定旧零件的交付总量并按要求生产出足量的旧零件之后才能修模。对于外协件的变更,总成供应商应在得到长安福特物流部的工程变更通知(ECR)之后,严格按照工程变更通知规定的时间和内容进行变更。After the engineering change is approved,suppliers shall s47、ign PSW as per SP under the guidance of STA and prepare new parts.For the parts with coordinating engineering change,suppliers should confirm the total delivery volume of old parts as per STA and trim molds after sufficient old parts have been produced.For the change of consignment parts,assembly su48、ppliers should strictly conform to the given time and content of ECR to make the change upon receiving the engineering change request from the Logistics Department of Changan Ford.当供应链向供应商确认旧件交付总量和新件准备情况时,供应商应在规定时间内答复。供应商应确保履行向长安福特物流部提前告知旧件交付总量和新件预计交付时间的义务,严禁供应商在没有提前确认上述信息的情况下,告知旧件已消耗完毕必须马上切换新件,同时供应49、商必须严格按照确认的交付总量完成旧件交付。如果供应商没有执行上述规定,并因此对长安福特的生产造成影响,供应商应承担全部责任。When the supply chain confirms the total delivery volume of old parts and the preparation situation of new parts with the suppliers,the latter should give a response within the given time.Suppliers should 13 inform the Logistics Departmen50、t of Changan Ford of the total delivery volume of old parts and the estimated delivery time of new parts in advance.Suppliers must not declare that old parts have been used up and new parts are required abruptly without confirming the above information in advance.Besides,suppliers must complete the 51、delivery of old parts strictly conforming to the confirmed total delivery volume.If suppliers fail to perform the above regulations,they shall be responsible for all the related adverse influences on the production of Changan Ford.对于需要在厂内进行功能和装配测试的零件,供应商应根据供应链的要求按时提供测试件。如果测试失败,供应商需要积极配合 PD 和 STA 进行整52、改。For the parts requiring function and assembly tests in factories,suppliers should provide test pieces in time as per the requirements of the supply chain.In case of testing failure,suppliers should actively make improvement as per PD and STA.工程变更执行后,POP 或外协总成供应商必须记录新零件变更后首辆车的车辆识别代码(VIN),将信息及时反馈给长安53、福特制造部。After the implementation of engineering change,POP or assembly suppliers must record the first vehicles VIN(after change)and promptly feed back information to the Manufacturing.5.优化供应链 5.Supply chain optimization 供应商应不断优化供应链,缩短前置期(lead time),以提高自身竞争力。在最短的时间、以最低的成本满足客户生产调整的需求。Suppliers should c54、ontinuously optimize the supply chain and shorten the lead time to improve their competitiveness and meet the production adjustment demands of customers in the shortest time and at the lowest cost.当零件出现强制变更或者其他原因造成的订单下降而引起零件报废,长安福特承担的最大报废品责任为:For obsolete parts caused by mandatory change or decline 55、of orders for other reasons,Changan Ford shall take the main responsibilities on the basis as below:14 3周成品累计需求量和6周半成品(或者原材料)的累计需求量。3 weeks cumulative demands for finished products and 6 weeks cumulative demands for semi-finished products(or raw materials)该赔付通则是最大赔付量,供应商应在此基础上对采购周期进行优化。长安福特将根据供应商所在地56、理位置和实际采购周期进行核算,且不接受超出赔付通则外的报废品或超额运费。This basis is considered as the highest compensation,based on which suppliers should optimize the purchasing lead time.Changan Ford shall make the calculation in accordance with the location of suppliers and the actual purchasing lead time and shall not accept the57、 obsolete parts out of the compensation rule or premium freight.6供应商交货绩效评估 6.Supplier Delivery Performance Evaluation 长安福特物流部按照供应商交货绩效评估流程在每个月的月初对供应商上月的交付绩效进行评分,月度交货绩效是 Q1 供应商评定的重要指标之一。In each month,the Logistics Department of Changan Ford shall evaluate the previous months delivery performance of s58、uppliers according to the process of the Supplier Delivery Performance Evaluation.Monthly delivery performance is an important index for Q1 supplier assessment.以下为供应商交货绩效评估指标(具体评分标准见供应商交货绩效评估):The delivery performance evaluation indexes are as follows(see the Supplier Delivery Performance Evaluation59、 for details):1)供应商交货联络 1)Supplier delivery contact ASN 是否准时准确上传;Whether ASN has been uploaded in time and accurately 缺件信息是否有反馈;Whether there is information feedback for missing parts 15 是否出现如下问题:包括承诺事件未达成、重大问题联系失误、当月重复缺件被催货、整改计划不完整或行动延迟、未及时反馈订单查询故障、未及时在 DDL 更新联系信息、不提交 MMOG 自评或延迟提交等;Whether there ar60、e problems like promise unfulfilled,communication mistakes on key issues,repeated declaration for missing parts,incomplete rectification plan or action delay,delayed feedback for order inquiry faults,delayed renewal of contact information on DDL,no MMOG self-evaluation or delayed submission,etc.2)供应61、商交货绩效 2)Supplier delivery performance 是否按照订单准时准确地交付正确工程状态的零件;Whether the parts of correct engineering status have been delivered in time and accurately as per orders 是否因为供应商的原因,造成长安福特停产/生产风险/生产紧张,如调产、使用替代件、补装等。若出现上述情况,除交货绩效被扣分外,我们还将对供应商提出索赔;Whether there is production stoppage/production risk/produc62、tion tension(such as production adjustment,use of replacement parts and retrofit)in Changan Ford caused by suppliers?If any,we will reduce the delivery performance rating and make a claim against suppliers.包装(一次性包装、周转箱、料架、标签)是否得到长安福特确认且严格按照确认的包装标准交付零件;Whether the packaging(expendable packaging,retur63、nable packaging,rack and label)has been approved by Changan Ford and whether the parts have been delivered as per the confirmed packaging standard?交货累计符合度是否填写正确;Delivery cumulation disagreement;是否有交货差异,如交货数量与 ASN 不符,零件号错误,实物与外包装件号不符等;16 Whether there are delivery discrepancies like inconformity betw64、een delivery quantity and ASN,wrong part number,inconformity between actual objects and package number,etc.?是否出现如下问题:包括无订单交付,包装不良、包装标识不良、运输单据不完整(无装箱单、无标签、无零件号标识、无车牌号)等;Whether there are problems like delivery without an order,deficient packaging,faulty packaging identification,incomplete transport d65、ocuments(without packing list,label,part number identification or license plate number),etc.?安全库存是否达到要求(重庆供应商需保持 3 天的成品安全库存,外地供应商需在重庆中转库保持 7 天的成品安全库存);Whether the safety inventory meets the requirements(local suppliers should keep 3 days finished product safety inventory while non-local suppliers sh66、ould keep 7 days finished product safety inventory at Chongqing transit warehouses)?是否遵守窗口时间交付零件;Whether the parts have been delivered as per the window time?7.供应商延迟交货索赔 7.Delay claim 供应商未按规定时间和数量交付零件,造成长安福特停产、补装、调产、向第三方订货,供应商必须赔偿一切损失。If suppliers fail to deliver parts as per the given time and quan67、tity,which makes Changan Ford suffer from production stoppage,retrofit,production adjustment and order placed with a third party,they shall compensate for all losses.供应商延迟交货索赔金额计算公式:The compensation calculation formulas for delivery delay:停停停停产产产产
