node for interaction between various components of the parallel layers,runni12、ng east-west.This configuration prevents the concentration of any particular urban fabric.Cumulatively,the layers form a stack of different and juxtaposed types of space,each varying in terms of architectural typology,density,and landscape.The layering is not unlike the experience of a high-rise bui13、lding,with its superimposed floors all capable of supporting different merely as the periphery of Shenzhen,but rather as a new center.As such,a 3.4km diameter circular loop delimits the Qianhai Bay and relates to Shenzhens other center.At the same time,it is the glue of the city;it consolidates infrastructure,transport15、ation,and circulation to provide connection between the stacked layers.Within its 250m width,the circle contains a vast,continuous park and program benefiting from proximity to moments within the site are strategically used to further bind the layers.New trajectories are also introduced,running north-south,which transect the layers perpendicularly and in the most efficient World.To achieve distinctiveness and an42、 optimal market position,it is proposed to enhance the program with high end healthcare and educational components.The introduction of these elements further enables Qianhai to become a platform for strategic and economic cooperation between Hong Kong and Shenzhen.The proposed program mix is concent43、rated around the main program elements:healthcare,education and modern logistics.The three anchors are closely related through innovation and research.Other program elements are introduced to support the anchors,provide the basis of viable urban life,and establish a feasible long term development pl44、an.It is envisioned that Qianhai will become the new port for healthcare,education and modern logistics in China and Asia.The symbiosis achieved between the anchors and support program will attract the best healthcare and educational facilities in the region and establish Qianhai as an international45、ly competitive center.The program components are distributed in 8 distinct formations following the design logic of the master plan.These formations overlap and weave tightly with each other to generate a rich and number of students in the world leaving to study abroad.In Shenzhen,cross-border students commute on a daily basis to Hong Kong.Other regions in Shenzhen have outlined development plans for higher education,and educatio52、n is touted as a priority industry in China,yet no distinctive,international education hubs have emerged outside Beijing and Shanghai.At the same time,due to its changing economic position in the world,education in China has become more attractive for international students.In response to the demand53、 for quality education in China,it is proposed to create the first port of education of China in Qianhai.It is envisioned that Qianhai will accommodate world renowned educational institutes from Asia,Europe,and the US.Institutions from Hong Kong,suffering from a shortage of land to expand,will also 54、establish branch campuses within the port of education.These institutes will collaborate closely towards the exchange of knowledge,combination of expertise,and innovative technology outreach and research.The port of education can become the first concentration of educational facilities in the world 55、where institutes of all over the world will work together.This concentration will also catalyze the growth of the other program anchors in Qianhai and skill-based service industries in the Pearl River the largest of its kind globally,where institutes from all over the world can exchange knowledge,conduct research,and benefit from the in60、novation and labor force of Southern China.The port of healthcare in Qianhai is strategically located in the heart of Asia and will be able to accommodate large hospital,research,and pharmaceutical institutes to enhance healthcare knowledge and new treatment methods.The health facilities could forge61、 a close relationship and overlap with the educational components in Qianhai through a teaching hospital or shared research laboratories.This facility will also address regional opportunities and demand for quality healthcare.Metrics indicate that despite the highest per capita income in China,Shenz62、hen faces a general shortage of hospital beds,physicians,insurance coverage,and health care infrastructure.Many Shenzhen residents travel to Hong Kong,Shanghai,or Beijing for medical help.Furthermore,no neighboring regions in Shenzhen or the PRD have announced plans to specialize in the provision of63、 healthcare services.The port of healthcare in Qianhai would also attract Hong Kong medical expertise and provide a platform for joint ventures involving Hong Kong institutes.It is clear that such a facility could address both local conditions and global
