2、根据苍南县马站镇供电所地质状况及勘察研究院工程地质勘察报告。 3、国家现行的技术政策，技术标准，施工及验收规范、工程质量评定及操作规程。 4、根据中华人民共和国建筑法，建设部颁布的建筑工程施工现场管理规定以及省、市、县及公司的有关文件，文明标化工地的创建要求办法及其它指导文件。 5、本公司内部文件，管理制度以及国家的ISO9002质6、量认证体系程序文件。 第二节、工程概况 即将兴建的苍南县马站镇供电所办公楼，建筑面积2465m，框架结构，五层，总高度21.8m。该工程采用框架结构，基础为机械钻孔灌注桩，桩径为600mm，有效桩长L=22m。基础混凝土为C30，梁板柱混凝土为C30。 1、地面：150厚道渣或碎石加砂夯实，70厚C15素砼垫层同质地砖面。2、楼面：营业大厅为同质地砖，办公室、会议室为硬木楼面。3、屋面：屋面防水等级为级,耐用年限10年，30厚1:3水泥砂浆找平层，采用憎水珍珠岩保温并找坡3%，20厚1:3水泥砂浆找平层，1.2厚高分子防水卷材一层，反光涂膜保护层。4、填充墙：0.000以上墙体采用200厚Mu7、7.5混凝土空心砌块，M7.5混合砂浆。基础砌体采用Mu10混凝土砌块灌芯，M10水泥砂浆，C20细石混凝土灌实。外垟面：15厚1:2砂浆刮糙，10厚1:2水泥砂浆粉面，彩色高级外垟涂料，喷涂一底二度。 内垟面：8厚1:1:6混合砂浆底，8厚1:1:4混合砂浆面压光,刷乳胶漆二度面。 5、门窗：窗：均为白色铅合金推拉窗。 门：采用木门及铅合金平开门。第二章 施工目标及实施措施 第一节、工程主要管理目标 马站镇供电所办公楼是一座综合性大楼，本工程我公司将以一流的管理水平，一流的工程质量，一流的施工速度，献给业主单位。我们将决心完成以下工程主要管理目标： 1、质量目标：按国家建安工程质量标准，一次8、性验收达到合格，确保优质工程。 2、工期目标：本工程施工控制总工期为210日历天，基础50天，主体95个日历天，屋面工程25天，内外装饰工程35天，打扫5天，外垟装饰与内装饰穿插进行。合计工期210天完成。 3、安全生产文明施工目标：在整个工程施工中杜绝重大伤亡事故，创建出一流的文明工地。力争苍南县安全文明“标化”现场。管理目标：发扬本企业“团结、务实、从严、创新”精神，科学管理，精益求精，广泛采用建设部推广的“十项新技术”和其它先进的施工工艺，新方法 ，提高工程质量，加快工程进度。 第二节、实施措施 一、组织措施： 本工程在组织实施中，将把该工程列为我公司创优工程，无论在组织上、思想上、物质9、上都高度重视，马站镇供电所办公楼工程项目部自始至终掌握着工程的每个环节和动态，定期或不定期召开会议，参加工程的指挥和协调。在公司范围内对管理人员、劳动力、机械设备、周转材料平衡调配，优先满足本工程的施工需要。 马站镇供电所办公楼列为公司创牌工程，由公司直接负责工程全过程的实施，充分发挥公司的优势，满足工程对各项资源的需要，确保工程的顺利进行。我公司在长期施工的经历中，承担了多项难度大、要求高、责任重的工程项目，是一个技术过硬，作风正派，工作硬强，善打硬仗的施工企业。近来承建了一系列，学校、商场、保龄球馆、公共场所、工业厂房及民用建筑。我们完全有信心、有决心、有能力把该工程保质按期建设好。 我公10、司决定成立一个素质好、技术高、责任心强的现场管理班子。由项目经理李日化同志担任该项目的项目经理，技术员付光敏同志担任项目技术负责人。项目部主要管理人员简介详附表。在施工过程中，项目部自始至终掌握着工程的每个环节和动态，定期或不定期召开会议，及时有效的解决施工中的各类问题。在组织上确保工程目标的实现。 二、保证措施： 1、目标的管理： 我公司将严格按照ISO9002质量体系以及国家和省、市及公司有关规定对各项目标进行管理，健全各项管理制度，做到目标的层层落实，并在实施过程中进行调控，运用动态控制的原理，对工程的全过程进行控制，以确保本工程各项目标的实现。 2、劳动力管理： 目标，项目班子和主要工11、种处在待命阶段，可随时组织充足的劳动力随项目部要求工程的需要进场。其次，公司劳动人事处可随时在公司内组织好经过培训、施工经验丰富、技术力量强的各工种劳动力，确保满足本工程需要。项目部根据工程各阶段进展和实际需要，合理计划各分部分项工程所需劳动力，列出计划表，以便及时调集劳动力，保证工程进度，减少窝工，降低不必要的成本支出。 3、材料管理： （1）根据ISO9002质量体系材料采购程序文件，做好材料进场的管理工作，严格按照施工场地布置图进行材料堆放，做到材料分类堆放整齐，材料标识明确，杜绝乱堆放的现象，以确保整个施工场地整齐、清洁。在工程施工过程中，按每月编制的作业计划，精确计算出计划材料需要量12、，填好材料采购计划表，经项目部批准后，报业主材料主管部门和公司材料部门安排材料采购，确保材料供应充足、及时。 （2）我公司材料部门在长期的工程材料管理工作中积累了丰富的经验，掌握大量的材料信息及货源，具有极强的材料组织能力。这为本工程施工中的材料管理和材料组织打下了坚实的基础。 4、协调管理： 在施工过程中要处理好各分包单位和项目内外大量的复杂关系。我公司将制定详细的组织协调措施，以保证项目目标的实现，充分调动工作人员的积极性，提高项目组织的运转效率。 在协调管理过程中，首先要处理好项目内部关系，明确项目内部人际、组织和需求关系，保证项目的正常运转。其次，要协调好与建设、设计、监理、专业分包和13、材料供应商等近外层的关系，以确保工程的顺利进展。第三章 施工总部署 第一节、施工准备工作： 1、定位测量： 本工程施工人员立即进场按照总平面图的要求定出角柱及轴线位置，并在场内选择合适的位置控制主轴线基准线，设置控制标高的水准点，数量不少于2个，该水准点在整个施工过程中予以保护，不受损坏。对整个轴线系统进行全面复核，并设立永久性标志，作为向上传递轴线的依据。 2、图纸交底：本工程签订工程合同领取工程设计图纸后，立即组织有关施工管理人员认真熟悉图纸，并在此基础上组织图纸自审，并根据先后开工顺序及建设单位和设计单位图纸交底时间。 3、修建临时道路：根据施工场地布置图的要求，定出堆放材料位置，施工道14、路和临时设施，做好整个施工现场的混凝土硬化工作。并应符合文明施工、安全生产技术措施中的有关要求。 4、敷设施工临时用电线路： 根据不同阶段的施工要求，按规定铺设临时用电线中，具体铺设要求详见有关施工用电的章节。 5、敷设施工临时用水管路：根据不同阶段的施工要求，敷设施工临时用水管路，管布置详见平面布置图，水管穿越道路时，应有一定的埋置深度，并穿套管保护，冬季施工外露水管应做好管道保温工作。 6、临时生活、生产用房的搭设： 根据不同施工阶段的需要搭建临时生活、生产用房，考虑到现场具体情况，生活区与生产区分开，具体布置详见施工平面布置图。搭设要求除满足生产生活的要求外，还应符合文明施工的要求，具体15、搭设要求详见文明施工、安全生产技术措施中的有关要求。 7、消防设施的设置： 在不同的施工阶段均应按有关规定及实际要求配备必要的消防设施和器具，配备要求详见文明施工、安全生产技术措施中有关消防管理的要求。 8、编制劳动力需要量计划，按照开工日期和总工期要求编制劳动力需要量计划，组织各相关工种进场，安排好进场职工生活，并做好入场施工的教育工作，通过教育增强安全、防火防盗和文明施工意识。 9、编制材料计划。根据施工计划要求和进度先后编制建筑材料和制品需要量计划（包括甲供材料）。按时、按质、按量组织进场，并按现场施工平面布置图要求堆放整齐，打一个有充分思想准备之硬仗。并根据规范规定要求进行各种材料的检16、查、试验，以保证工程质量的进度要求。 10、编制施工机械计划。根据工程施工需要，编制施工机械计划，按使用先后组织，按施工现场平面布置图机械设备位置，做好设备基础，就位安装，以满足开工需要。 11、场地绿化计划。开工前据平面布置图做好绿化工作，准备花木草皮的来源，并做好地皮硬化工作。 12、建立现场的治保组织。为了加强治安保卫工作，现场安排二人专职治保员。以保证施工过程中不发生意外事件。 13、办理有关部门规定的工程施工所需的一切相关手续。 第二节、施工总体部署 根据本工程的结构特点和施工周期的实际情况，组织强有力的项目班子，投入精干能打硬仗的施工班组，采取集中劳动力和设备周转材料攻抢主体结构工17、程的原则。在主体施工阶段组织二班制工作，在每个工作班子均有项目管理人员值班，确保对每个环节施工质量的控制。上部结构施工时配备二套半模板体系，以提高支模速度。配备足够的支模钢管和性能优良的垂直运输设备，合理调度各工程垂直运输任用时间，穿插各工种的操作工序、有效地控制计划的落实时间，做到计划部位不拖延，上道工序推迟的时间由下道工序抢回来。在基础施工阶段与建设单位、设计院、质监站、监理公司和各分包单位密切配合，及时组织对各项隐蔽工程验收，以利达到抢工期的目的。为了缩短施工工期主体结构分阶段进行验收，创造工作面，把室内一般装饰在主体结构施工阶段进行穿插施工，结构结顶经质量验收后首先组织层面防水专业队伍18、进场抢做层面防水工程，以免雨水进入影响装饰工程的质量。 在结构验收后及时跟紧开展设备管道、电气安装及内墙粉刷，并预先组织好门窗的加工，及时安装门窗框。外墙装饰根据建筑造型和外墙装饰材料的分类，待结构验收前先进一个粉刷班作为外垟粉刷贴饼等各项准备工作等结构验收通过后，公司组织充足的劳动力做外垟粉刷，主楼部分自上而下进行，外架也随之拆下。在本工程施工中，结构阶段进行分项串插，安装装饰阶段立面分层交叉，组织合理地工序搭接，流水作业，均衡施工，在确保工作质量、安全的前提下，加快施工进度，缩短施工工期。 第三节、施工组织 一、工程项目施工管理人员组织 建好马站镇供电所办公楼工程对企业自身的意义是深远的。19、工程由公司直接领导，严格按照项目法组织施工，执行全面责任承包制。协调好与分包单位的工作，行使总包职权，在项目部配置人员上将配齐所有的职能部门人员，确保整个工程在施工全过程的连续性，从而实现全面管理，全面控制和全面协调。为创造工程的高质量高速度提供条件。 第四节、原材料、半成品的采购供应 原材料半成品采购及时与否，质量的优劣是直接影响施工进度和工程的重大因素，必须认真地搞好这项工作。工程的材料采购供应主要有二种计划：甲方供应和乙方自行组织采购，但不论是哪种形式，都要从质量上、单价上、供应能力上把关，严格遵照ISO9002质量体系程序文件进行组织采购。 第五节、土建工程施工主要机械设备配备计划机 20、械 名 1、确保场内道路22、畅通，满足施工及材料堆放场地的要求，减少二次搬动和场内运输。 2、满足安全、文明施工达标对场地的要求生活区和生产区要有明显的隔离。 3、符合施工现场防火零散要求和城市环境卫生的要求。 4、符合施工现场安全用电零散要求。 5、场地布置中，要避免土建、安装、装饰单位相互干扰，还要满足甲方的有关要求。 第二节、施工现场平面布置 马站镇供电所办公楼工地，经现场勘察后，我公司经综合考虑，施工现场分办公、仓库、车间，材料堆场和施工作业区。其它车间、仓库和堆场根据各个施工阶段相应调整，详见施工现场平面布置图。第三节、施工临时用电的布置 一、用电负荷计算：本工种施工用电负荷主要在主体结构施工队伍，根据现场“施23、工机械配置计划”表，用电荷载计算如下：P=1.05（KP1/COS+KP2+KP3+KP4）=46其中:P为供电设备总需容量（KW）P1电动机额定功率（KW）P2电焊机额定功率（KW）P3室内照明容量（KW）P4室外照明容量（KW）K1=0.6 K2=0.5 K3=0.8 K4=0.1 COS=0.75钢筋电渣压力焊、电焊机用电考虑错峰作用。甲方应配备电容量为50KVA，应基本满足现场配置机械设备用电量。 二、配电线路布设 根据现场实际情况，为确保安全生产，室外部分采用电缆敷设在地缆沟内，过道路处电缆加套钢管保护。临时设施内固定用电器电缆穿在护套管内，不得外露。本工程施工现场专用的中性点直接接24、地的电力线路中必须采用TNS接零保护系统，室外临时照明线路采用三芯橡胶电缆。 三、配电箱及开关箱：施工现场设置总配电间，电架空线路送至总配电箱。配电箱和开关箱须由专业生产厂家生产，并有合格证明。现场施工用电实行三级配电，三级保护。配电箱应尽可能放置在干燥通风处，室外电箱要有挡雨措施。配电箱、开关箱应安装端正，牢固，移动式配电箱、开关箱应装在的牢固的支架上。固定式配电和开关的底距地面应大于1.3m，小于1.5m.移动式配电箱、开关箱底距地面应大于0.6m小于1.5m。分配电箱应设置在荷载较为集中区域，分配电箱距开关箱的距离不大于30m。开关箱与控制的用电设备的水平距离不大于3M，配电箱和开关箱和25、周围应有二人可同时工作的空间，不得堆放其它物品。配电箱、开关箱内的工作零线应与接线子板连接，并应与保护零线端子板分设。配电箱、开关箱的金属箱体、金属电器安装板以及箱内电器的不应带电的金属底座、外壳等必须作保护接零，保护零线应通过接线端子板子连接。配电箱、开关箱内的连接线应采用绝缘导线，接头不得移动，不得有外露有电部份。配电箱、开关箱导线的进出口须设在箱体的下底面，进出线应加防护套，导线束不得与箱体进出口直接接触。移动式配电箱和开关箱的进出线必须用橡皮绝缘电缆。动力配电箱与照明配电箱应分别设置。所有配电箱应标明编号，名称用途，并作分路标记。所有的配电箱门应配锁，由专人负责。 （一）总配电箱：总配26、电箱应装设总隔离开关和分路隔离开关，总熔断器和分路熔断器。本工程分路隔离开关设置三路，在钢筋对焊机和塔式起重机分别设置，其它分一路。并装设漏电保护器，若漏电保护器同时具备过负荷和短路保护功能则可不设分路熔断器。总开关电器的额定值应与分路开关和相适应。总配电箱漏电保护器，其额定漏电动作电流不得大于75ma，额定漏电动机作时间应小于0.1s。（二）分配电箱：分配电箱应安装总隔离开关和分路隔离开关以及总熔断器和分路熔断器。分路隔离开关的数量应由该分配电箱控制用电设备的数量来决定。分配电箱和各分路应安装漏电保护器，其开关的额定值应与开关箱额定值相适应，分配电箱漏电动作电流不得大于50ma，额定漏电动作27、时应小于0.1s。（三）开关箱：每台用电设备应有各自专用的开关箱就近设置，距用电设备水平距离不大于3m。做到一机一闸一保护，并设有过载保护装置，禁止用同一个开关电器直接控制二台或二台以上设备。开关箱内的开关电器必须能在任何情况下都可以使用电设备与电流实行隔离。开关箱中必须装设漏电保护器，其开关的额定值与设备相适应。开关和漏电动作电流不得小于30ma。额定漏电动作时间应小于0.1s。照明用开关箱应单独设置，也应实行一闸一保。四、用电机械设备和手转电动工具： 施工现场所使用的电动机械设备和手转电动工具均应符合国家标准、专业标准和安全技术规程，且要有产品合格证和使用说明。用电机械设备安装须由专业民工28、负责安装。非专业人员不得装安装和拆除用电电器设备。电动机械要做好保护接零，但其电源线必须选用无接头的多股铜芯橡皮护套软电缆，其中黃/绿双色线在任何情况下只能用于保护零线或重复接地线。电焊机进线处必须设有防护罩。 五、照明： 现场施工用照明须装设单独的照明开关箱，不能与动力箱混合使用，施工区照明采用橡胶电缆。生活、办公区照明用护套线或用铜芯线加套管及串墙用套护管套，灯头线可用绞织线。 （一）施工区照明：在主体结构施工阶段，在井架上安装二盏3.5KW镝灯，用于大面积照明。局部照明采用1KW碘乌照明，增加光照明度。主体结构完成后，砖墙和粉刷阶段采用碘钨灯照明。室内上、下从楼梯通行等通行照明均采用3629、V安全电压照明，且灯头选用橡胶防爆灯头。（二）办公、生活区照明：职工集体宿舍照明，在夏季考虑到天气炎热，职工宿舍内防暑降温需要，采用220V电压照明，每个宿舍设一只插座，作电扇之用。在其它季节，职工宿舍改用36V安全电压供电，可有效防止使用除照明之外的其它用电器。办公室、仓库等均采用220V电压作照明，每间装设一只插座。 六、施工现场的修理和维护： 施工现场用电由项目专业电工全面负责管理和维护。所有配电箱、开关箱应标明名称用途、统一编号，在配电箱内标明分路标记，方便维修。所有配电箱、开关箱门均应上锁，配电箱由专业电工负责，开关箱由用电设备操作人员和电工负责。施工现场停止作业一小时以上或下班时，30、应将开关箱断电上锁。 配电箱、开关箱应保持清洁，不得放置任何杂物。每只配电箱、开关箱须建立检查维修记录本，并每月进行检查、维修一次，并登记在卡，检查、维修人员必须是电工。检查、维修时须按规定穿戴绝缘鞋、手套，且须将前一级相应的电源分闸断电，并悬挂停电检修标志牌，严禁带电作业。 第四节、施工用水布置施工临时用水量确定：本工程施工临时用水为工程施工用水、施工机械用水、生活用水四个部分。由于本工程规模并不大用水量并不多，甲方能提供水管2寸管进入施工现场就能满足施工要求。施工用水布置详见施工平面布置图。 第五章 工种测量方案 第一节、测量设备选用 根据施工总平面施工图和马站镇供电所办公楼主控网络坐标进行工程定位，并在场内或附近建立本工程控制网格和网点，网点必须设置在基坑挖土影响不到地区，一般离开30M以上，并加以保护，以便在施工各阶段进行复核。工程定位后，须经城市规划部门进行复核，经复核确认后才能进入下部工作。工程网点要经常32、进行复核校正，发现移位要及时恢复。以保证网点的正确性。 第三节、基坑施工阶段测量： 基坑测量以主楼设置的网点定位。土方开挖和围护监测可以利用这些设定网点进行测量。轴线标高分土方、垫层和基础三个阶段进行控制。垫层施工阶段利用外设网点控制，用经纬仪把控制点移至场内，控制垫层施工。基础施工前，在防水层垫层面上，重新利用场外网点，用经纬仪把轴线、标高引入垫层面。指导基础施工。基础浇捣完成后，利用外设网点，用经纬仪和水准引入轴线、标高到基础底板面，形成建筑物轴线，标高的内控体系。 第四节、上部结构测量 当基础底板轴线、标高自控网点建立后，上部结构按此进行内控。轴线上移采用在一层楼面设三个测量点，测量点设33、钢板控制轴线交汇点，利用经纬仪把轴线引测到施工层，得到楼层的控制轴线平面，利用该平面轴线进行楼层施工。 建筑物标高控制利用50M钢卷尺从底层标高控制基点引测向上，标高控制点各楼层柱边。 第五节、内、外装饰测量 内部装饰的平面位置和标高在结构施工阶段已经确定，应根据结构施工阶段确定的轴线来引测。外墙装饰垂直度控制，在结构施工阶段，每层的轴线、标高已在施工阶段逐层弹出，但在楼层施工中，是逐层进行的，而外墙装饰必须从上至下全长控制，使垂直线贯穿于整个墙面，提高外墙的装饰效果。 第六节、沉降测量 当建筑物结构向上施工，重量增加将发生沉降，施工过程沉降量观测给建筑物今后的监测提供初始依据，在测量时必须做34、到正确。 当底层柱结构施工时，根据施工图设计位置，埋设沉降观察点，沉降观察点埋设必须牢固，做好保护措施，防止冲撞引起变形影响数据正确。 沉降观察由项目测量员进行，水准仪采用SQ3。沉降观察每一个结构层观察一次，装饰阶段每月一次，竣工时再测量一次，对每次测出数据做好记录，进行统计分析，直至完工后一年。第六章 基础工程施工方案 第一节、土方开挖措施本工程承台底标高-2.2m，承台高度1m，垫层厚度0.10m，则开挖深度为暂定0.5m，总共挖土方量约172.9m3。 根据支撑方案要求：严格遵守操作规程，及控制地面荷载。严禁超挖，在施工时要及时控制标高。在挖至标高控制点人工开挖平整。进行信息化施工，即35、根据监测资料及变形情况来挖土。每层土开挖，须考虑基坑内采用明沟排水方案，即临时明沟，盲沟结合集水井的方案。各操作工人员严格遵守安全技术规程，设总值班长一人，负责全面协调，技术、安全、卫生工作。做好卫生保洁措施。 第二节、基础砼结构工程施工 开挖达到设计标高后，应尽快进行垫层的施工。但必须做好地基土的验槽验收后方可进行。（1） 地基土验槽：由建设单位会同设计院、勘察院、质监站到现场验收，符合设计对基土的要求并办理签证手续。（2） 质量验收：由建设单位会同设计院、施工单位、勘察院、质监站到现场验收，符合设计和规范要求，并办理隐检和签证手续。（3） 片石垫层：150mm，面上用碎石找平。块石垫层上有36、泥土应清除干净间灌注黄沙。铺块石注意减少对原状土的拢动。（4） 浇捣C10、100mm厚砼垫层时，侧边要立模，垫层面作平整。 C30基础承台及基础梁砼施工。 （1）模板：拼装时模板竖缝要错开，以增大整个基础模板刚度。用铁丝作围令，用对穿铁丝及木料以保证基础梁的厚度。靠模板外侧一端固定662.5cm小木块，搭设水支撑和斜支撑并把基础梁与桩承台连成整体。拆模后挖出木块，立模时应先立好一侧模板待基础梁板钢筋扎结完毕，验收合格后，再封另一侧模板。（2）砼浇捣：由于基础梁与基础桩承台一次性浇砼，需要设计好砼铺料程序。采用人工手拉车运输砼来配合。考虑到砼面不得出现初凝，应采用斜仓铺料方式浇捣。当浇捣到承台37、处基础梁垂直相交，又有柱插筋，此外钢筋厚密，砼下料震捣困难，这时要特别仔细，并用小直径震动棒仔细震捣，确保砼质量。浇砼时要注意不要随意踏踩桩承台上钢筋，尤其是负弯距钢筋。面上用木刷板抹平，砼面按规定时间内做好养护工作，防止水分散发而出现干缩裂缝。在施工现场，设立一个专门指挥班子，专人负责调配现场及后台指挥。 第三节、施工排水及土方回填 1、基坑土方回填须在基础结构经业主组织初验合格后方可进行。 2、不可用淤泥，建筑垃圾回填，回填应用机耕土或矿渣、块石等材料，在基坑干燥情况下分层夯填。 第七章 主体结构工程施工方案 第一节、概况本工程主体结构五层，楼层高度为21.8米，系钢筋砼框架结构，抗震按六38、度设防，梁板柱砼均采用C30，0.000以下采用MU10混凝土砌块灌芯,M10水泥砂浆,C20细石混凝土灌实,框架内填充墙采用200厚MU7.5混凝土空心砌块,M7.5混合砂浆砌筑。 第二节、钢筋工程 质量控制（1） 钢筋采购依照 ISO9002质量管理体系材料采购程序组织采购。 （2）钢筋在使用前，必须对钢筋随机抽样进行机械性能复试和焊接性能试验，合格后方可使用。 （3）成品钢筋根据不同规格做好待检标识，经复检合格后，标上合格标识，以示区分。对于有焊接接头的钢筋，根据施工规范要求抽样进行试验，试验合格后方可使用。钢筋制作 ： 根据实际情况，钢筋在现场增设加工车间进行加工。 钢筋工程由项目钢筋39、翻样，根据施工图和规格要求进行翻样，经项目技术负责人审核后，方能进行加工。 钢筋加工必须根据翻样料单和施工规范要求进行加工，钢筋加工的形状，弯钩尺寸和焊接接头同时满足有关规定与抗震设计要求。 钢筋连接： 钢筋连接必须按现行施工规范执行，焊接接头截面积符合设计和规范要求，焊接接头要按规范规定进行抽样试验。（1） 竖向连接：对于柱竖向钢筋直径16以上者，采用电渣压力焊焊接。施工方法参照相关工艺。直径小于16mm采用搭接接头。（2） 水平连接：钢筋在车间内加工的，直径在10-25间，均采用闪光对焊焊接，考虑到运输困难，不能连接太长，可采用现场二次连接，连接方法可采用闪光对焊或电弧焊。 钢筋绑扎 钢筋40、绑扎顺序：柱钢筋绑扎框架梁钢筋绑扎楼板钢筋绑扎。 钢筋绑扎施工时，钢筋接头要互相错开，搭接长度和钢筋截面积比率，钢筋的级别，直径、根数和间距均应符合设计规定和施工规范要求。结构洞口和钢筋加密处按图纸要求绑扎。柱中插筋按规定布置。对于易变形钢筋做好固定。钢筋绑扎后扎好保护层垫层，并做好看护工作，在混凝土施工时，有钢筋工配合看护。 框架柱与砖墙拉结筋在浇砼时插入钢筋、伸入柱外100mm（或采用角钢预埋），以后在砖墙时处用电弧焊接至设计要求长度，并浇筑50厚C20细石砼。 钢筋工程质量保证措施（1） 在钢筋制作到绑扎完成，由项目钢筋翻样主要负责。施工员、质量员进行抽查，绑扎完成后，组织进行全面复核，41、进行隐蔽工程验收，并做好隐检记录。（2）钢筋加工后，由加工车间质量员进行检查，并挂上合格标识牌。 （3）钢筋接头焊接前，必须根据同施工条件进行试焊，合格后方可正式焊接。（4）冬期、雨天钢筋焊接时，要做好相应保护措施，以保证焊接质量达到规范要求。（7）钢筋绑扎完成后，要做好钢筋保护和看护工作，在浇捣时要有专人看管。（8）相关部门质量职责。部 门 措 施 备 注技术员编制现场详细的作业方案，在实际施工中监督的执行，及时解决施工中遇到的问题，把好质量关材料员根据ISO9002质量体系相关程序文件组织采购材料，钢材要有出厂合格证，按规范检查外观质量，保证规格和质量无误施工员合理组织施工，搞好工序搭接，42、监督施工，复查钢筋翻样图和料单钢筋翻样根据施工图纸、规范要求编制，翻样图和加工料单，检查和指导班组施工。班 组根据施工图、料单和规范要求进行制作，绑扎，把好操作过程质量关，减少返工。 第三节、模板工程 模板工程是主体结构质量的重要保证，将直接影响混凝土质量和施工进度，在主体结构施工阶段占用工期最长成本最高的分项工程模板配制方案必须从质量、进度、成本和可施工性方面综合考虑，在保证质量、安全进度的前提下，减少周转材料的投入、降成本。模板采用钢框竹胶模板。配制成定型模板，对于楼梯留孔洞等复杂部位用18mm厚多层胶合模板。模板支撑体系，采用钢管支撑。为保证模板的施工质量和加快进度，本工程将根据施工进度43、要求，柱、梁板竖向模板配二套、梁底板三套。 柱、梁板模板施工： 柱、梁板模板以胶合板为主，木材搁栅和扣件钢管支撑。对现浇大梁，钢管承重架的纵横间距及牵杠道数等均需经过计算确定。并按规范要求起拱。 所有模板均由木工翻样图，经施工、技术人员复核。模板在木工棚车间内加工预制，现场实地拼装，现浇梁反式楼盖结构制模，重点是梁与柱节点的制模质量，大梁底和侧边模板，应整块与柱搭接，镶接点必须设在梁中， 样可避免梁柱节点缩径，保证梁柱节点尺寸准确，框架梁高超过500，梁高的中部样加一根12对拉螺杆。楼梯模板施工：楼梯底模采用胶合板，踏步侧模板和踏步档板采用50厚木板，踏步面为使踏步尺寸准确，棱角分明，在踏步砼44、浇捣后用木板封闭。由于浇捣砼时将产生模板上顶力，在施工时要加强对螺杆控制变形。 模板拆除： 竖向模板拆除：待自身强度能保证不变形，拆措时不掉角不缺棱方可拆除。水平模板拆除：在浇捣砼时，制作一组控制拆模时间用试块，与实际同等条件养护，通过试块试验结果，根据结构跨度来确定。模板拆除后随即进行清理、修整、集中堆放以便周转。 模板工程质量保证及注意事项 （1）模板需要通过设计计算，满足刚度、强度和稳定性要求，能可靠的承受所浇混凝土重量，侧压力及施工荷截。 （2）施工前由木工翻样绘制模板图和节点图，经施工、技术人员复核，方可施工。安装完成后，经项目部有关人员复核验收。 （3）模板施工前，对班组进行技术交45、底。拆模要有项目施工员签发拆模通知书。（4）浇捣砼时，要有专人看管。 第四节、混凝土工程： 砼一个楼层一次浇捣完毕，不留施工缝。混凝土质量保证措施及注意事项。（1） 严格执行混凝土浇捣令制度，浇捣前要进行交底。（2） 注意高、低等级混凝土交接处施工配合，使交接面质量得到保证。（3） 振捣柱、墙高度过大时，应用串筒或槽下料，避免离析，混凝土浇捣必须严格分层作业，控制沉时间，对于钢筋密集或困难部位，尽可能避免交接班或在此停歇，采取有效措施，确保混凝土的质量。（4） 混凝土完成后，由专人负责混凝土养护，施工员、质量员负责进行监督。 浇混凝土操作规程前，必须对模板作一次全面检查，模板内杂物和建筑垃圾必46、须清理干净，模板缝隙超过2mm的应堵塞，模板及老混凝土必须浇水湿润，施工缝处须套浆操作。 梁板、柱子新老混凝土交接处，将老混凝土浇水湿润，铺50厚与混凝土配合比的水泥砂浆，然后分层浇筑，每层浇筑高度控制在500以内，在混凝土浇捣过程中不得留施工缝，当遇到特殊情况必须留设施工缝时，施工缝设计和规范要求留设。 楼梯混凝土浇筑，楼梯段混凝土自下而上浇筑，先振实底板混凝土，达到踏步位置与踏步混凝土一起浇筑，不断连续向上推进，并随时用木抹子抹平踏步面，楼梯施工缝根据情况留设在楼梯1/3处或休息平台以上（以下）三步上，施工缝应垂直梯板设置。每次混凝土浇筑前施工缝的处理同柱子新老混凝土处理。 浇筑混凝土时派47、钢筋工和木工观察钢筋和模析，预留孔洞、预埋件、插筋等有无位移变形或堵塞情况，发现后应立即停止浇筑并应在已浇筑的混凝土初凝前修正整完毕。 混凝土浇筑完成后，应在12小时以内加以覆盖，并浇水养护，夏天加盖湿草包或塑料薄膜养护，养护进间不得小于7天，对掺有缓凝剂和抗渗要求的结构，不得小于14天。冬季做好防冻保暖工作，以避免混凝土在初凝时受冻而便结构存在隐患。 第五节、砌体工程 本工程为全现浇钢筋砼框架结构。框架内垟为空心砌块填充。利用井架垂直运输至施工层，再用手推车水平分散，砂浆在现场集中搅拌。 施工程序：抄平、放线立皮数杆摆砖墙（铺底）砌头角、挂线铺灰砌砖作缝、清理墙面。 砌筑工艺与具体要求： 砌48、筑砖和砂浆应符合设计及施工验收规范要求，灰浆按设计强度要求由试验室提供配合比，砌筑用砖要提前浇水湿润。砌筑前，先根据砖墙位置弹出墙身轴线和边线。开始砌筑时先摆砖样，排出灰缝宽度。摆砖时应注意门窗位置及砖垛、构造柱等对灰缝的影响，同时要考虑穿间墙的组砌方法及非整砖的位置，务使各皮砖的竖缝相互错开，在同一墙面上各部分的组砌方法应统一，并使上下一致。砌砖前须进行皮数杆的技术复核工作，皮数杆时要用水准仪进行抄平，使皮数杆的楼面标高线位于设计标高位置上。 本工程框架结构的填充墙砌筑时必须做好砌体与墙柱的拉结。在砌筑前，将柱杆筋焊至设计要求长度，砌体顶部与框架梁底交接处必须用竖砖斜砌挤紧。木砖的规格、数量49、，过梁的搁置长度等均须满足设计要求及施工规范规定。为避免拉结筋漏埋、移位而造成拉结效果不能满足砌体要求的情况，要做到以下二点： 1、浇筑钢筋混凝土柱前应标明拉结筋的位置。这样即保证拉结筋不漏放，又可使拉结筋与砖体水平灰缝一致。 2、严格拉结筋的检查验收。验收柱内钢筋时，同时检查验收拉结筋的预埋情况，并做相应隐藏工程验收记录，不符合要求的，应在整改并重机关报验收合格后才允许浇筑。在砌体施工前加强土建与安装的协调工作，一般尽量先预留管线，后砌筑墙体，避免凿槽，凿洞。在卫生间、女儿墙等浸水部位的墙下钢筋混凝土楼板，在结构混凝土浇筑时预先向上翻起180mm高素混凝土墙脚，防止这些部分由墙脚处外向渗水。50、针对目前外墙渗水质量问题比较常见的情况，砌体施工时，外墙的砌筑质量必须特别注意。在保证水平灰缝砂浆饱满度的同时必须重视竖缝砂浆的饱满度，墙、柱拉结筋应严格按上术要求设置，框架梁底与墙体接缝处用砂浆塞实，防止外墙沿砌体竖向灰缝、构造柱与墙身交接处、框架梁底等薄弱部位渗水。附图七-1 屋面防水施工质量54、直接影响工程能否正常使用，是质量评定的一个重要分部工程，在施工阶段，必须引起高度重视，确保防水工程施工质量，并做好蔽水试验记录。基层施工：在基层施工前，将结构层表面将物体、垃圾、积水清理干净，做出水平标志，用1：3水泥砂浆找平。防水卷材施工：（1） 铺设前基层硬化干燥，表面干净，留设排气道，分格拼排。 （2）铺块时根据坡水方向和坡度拉麻线，铺设要铺平垫稳。在排气道位置，铺设好已准备好的管道，管道要畅通不得有起鼓现象。 找平层施工（1） 清理基层。（2） 按排坡度，做好标记，水泥砂浆找平层分块进行分格缝隙应用小木条嵌缝，同一块内一次成活，找平层在转角和高出屋面管道处做成圆角。（3） 基层施工完成55、后，进行喷水养护，保证找平层质量。 防水施工： 防水层施工程序：基层表面清理 喷、刷基层处理 节点附加增加处 定位、弹线、试卷材 收头处理、节点密 清理、检查（1） 找平层硬化、表面干燥、清理干净。 （2）防水层施工时，应先做好节点，附加层等的处理，然后再进行大面积铺贴。 防水层质量控制措施 （1）防水层施工前要进行技术交底。 （2）防水层基层表面要清洁，干燥，在涂刷基层处理剂前，要经施工员，技术员检查。 （3）为铺贴时平直，在基层面上弹线，方便施工。在铺贴时要加热均匀，接缝严密，特别在节点，转角收头处更加注意。 （4）铺贴施工时，项目部要有专人监督。 （5）防水层要有产品合格证，在施工前要进56、行复试。第九章 装饰工程施工方案第一节、 内墙粉刷施工： 操作工艺流程： （1）做护角：为方便大面积粉刷，室内墙面的阳角、柱面的阳角和门窗洞口的阳角，应用1：3水泥砂浆打底与所抹灰饼打平，待砂浆稍干后，嵌铜或塑料护角条，其高度不应低于2m，每侧宽度不小于5cm。门窗口护角做完后，应及时用清水刷先门窗框上的水泥浆。 （2）根据设计图纸要求，按基层表面平整垂直情况，吊垂直、套方、找规矩，经检查后确定抹灰厚度，但最少不应小于7mm。墙面凹度较大时要分层衬平（石灰砂浆和水泥混合砂浆每层厚度宜为7-9mm），操作时先抹上灰饼再抹下灰饼；抹灰饼要根据室内抹灰的要求，以确定下灰饼的正确位置，用靠尺板找平和垂57、直与平整。 （3）墙面浇水：抹灰前一天，应用胶皮管自上而下的浇水湿润。 （4）墙面冲筋：用与抹灰层相同的砂浆冲筋，冲筋的根数应根据房间的宽度或高度决定。 （5）抹灰：用清水将墙面湿润，尘土、污物冲洗干净，根据已感想好的灰饼冲筋，抹1：3水泥砂浆底杰，抹好后用大杠刮平。木抹子搓毛，第二天抹面层砂浆，面层砂浆用1：2.5水泥砂浆压光。抹灰时先薄薄地刮一层，接着分层装档、找平，再用铝合金尺垂直、水平刮长一遍，用木抹搓毛。然后全面检查底子灰是否平整，阴阳角是否方正，管道处是否抹平，墙与平顶交接是否光滑平整，并用托线板检查墙面的垂直与平整情况。抹灰后应及时将散落的砂浆清理干净。 （6）抹预留孔洞、电气箱58、槽、盒：当底灰抹平后，应设专人把预留孔洞、电气箱、槽、盒周边5cm的石灰砂浆刮掉，改抹1：1：4水泥混合砂浆，把洞、箱、槽、周边抹光滑、平整。 应注意的质量问题：（1） 门窗洞口、墙面、踢脚板、墙裙上口抹灰空鼓裂缝： 门窗框两边塞灰不实，墙体预埋木砖间距过大或木砖松动，经开关振动，将门窗框两边的灰震裂、震空。故应重视门窗框塞缝工序，应设专人负责。基层清理不干净或处理不当：墙面浇水不透，抹杰后砂浆中的水分很快被基层（或底层）吸收，影响粘结力，应认真汪理和提前浇水，使水渗入砖墙里面达8-10mm即可达到要求。基层偏差较大，一次抹灰过厚，干缩产生裂缝，应分层衬平，每层厚度为7-9mm。 配制砂浆和59、原材料质量不符合要求：应根据不同基层采用不同的配合比配制所需的砂浆，同时要加强对原材料和抹灰部位配合比的管理。 抹灰面不平、阴阳角不垂直、不方正：抹灰前应认真挂线，做灰饼和冲筋，阴阳角处亦要冲筋、顺杠、找规矩。 踢脚板、窗台板等上口出墙厚度不一致，上口毛刺和口角不方正：操作时应认真按规范要求吊垂直，拉线找直、找方，对上口的处理，应待大面抹完后，及时返尺把上口抹平、压光，取走靠尺后阳角抿子将角拖成小圆。 管道后抹灰不平、不光、管根空裂：应按规范安放过墙套管，管后抹灰应采用专用工具。在管道安装前将该部位的抹灰先施工完。 结顶、接地阴角处不顺直：抹灰时没有横竖刮杠，为保证阴角的顺直，必须用横杠检查底60、灰是否平整，修整后方可罩面。 第二节、水泥砂浆地面施工： （1）基层处理：先将基层上的灰尘扫掉，用钢丝刷和錾子刷净、剥掉灰浆皮和灰渣层，用有10%的火碱水深溶液刷掉基层上的油污，并用清水及时将溶液冲净。 （2）洒水湿润：用喷壶将地面革层均匀洒水一遍。 （3）抹灰饼和标筋：根据房间内四周墙上弹的+50cm标高水平线，确定面层抹灰厚度（不小于18毫米），然后拉水平线开始抹灰饼之间，宽度与灰饼宽相同，用木蟹拍抹成与灰饼上表面相平一致，做成标筋。注意：铺抹灰饼和标筋的砂浆材料配合比均与抹地面的砂浆相同。（4） 铺水泥砂浆面层12厚，用铁抹子压平，24小时后洒水养护，保持湿润，待面层达到强度后，用金钢石61、磨光机磨光，达到标准要求后，统一清洗。 应注意的质量问题（1） 空鼓、裂缝： 基层没有清理彻底，使面层与基层形成了一层隔离层，致使上下粘结不牢固，造成面层空鼓。因此，在铺水泥石子浆之前必须将基层上的杂物彻底清除，并认真进行清洗湿润。 第三节、外墙涂料施工 外墙涂料施工时，按基层处理、设置标筋、底层刮糙、弹线分格、喷涂外墙涂料的工序进行，基层表面清理干净，浇水湿润，墙体空隙用水泥砂浆填实补好，剔凿砼基层突出部分，光面要凿毛，做灰饼、冲筋，底层刮糙应分层抹平，二遍成活，表面要用铁抹子或软刮尺压光。外墙水平分格线采用有机塑料条子预埋形成深色分格线，个体位置、深度、宽度按设计要求。外墙涂料刷前先将基层62、表面的灰砂、污垢和杂质铲刮平整，再用清水把基层表面的洞和缝刷湿，然后用腻子补平，如洞、缝较大、较深，应用水泥砂浆补，嵌补腻子要做到内实外平，四周干净，粘结牢固。罩面涂料应做到喷涂均匀，无漏刷透底、流坠等缺陷，在同一视线下的作业面上，以同一人操作为宜，自上而下，按顺序涂刷，不应有排笔等花印，各面各人、上下排架子交接处，要注意接头，不应留正点明显的接槎。第十章、垂直运输及安全设施方案 第一节、组合井架搭设 1、该现场拟搭设一台组合井架，做到有搭拆专项方案，经审批验收合格后使用。井架基础做到地基夯实，浇300厚C20砼，8只型钢轧桩锚固。立杆采用型钢柱落地，组合井架与建筑物必须有牢固可靠的刚性连接，63、组合井架采用标准安全型吊篮。并采用电脑、电视监控。 2、井架设安全停靠装置。井架顶部设菱形支撑，天梁下部设八字撑。 3、卸料平台采用50mm厚以上木板铺设，绑扎牢固。卸料平台两侧设上下二道防护栏杆，并绑扎脚手片，用安全密网封闭围护，卸料平台出口设1.1米高防护门，用红白相间油漆漆好。 4、井架进料口设自落门，进料口上方及两侧搭设双层防护棚，高度3米，棚宽进料口侧3米，两侧2米，并朝上折边1米高。吊篮设安全门，吊篮限载0.5吨。严禁乘人。 5、井架设避雷针，接闪器高度2米以上，用14的镀锌圆钢做，有接地引下线，接地电阻符合要求。 6、卷扬机安装平整，前后打锚桩和后拖桩。卷扬机操作棚搭设在视线良好64、，距架体15米以上，位置设专用配电箱，地面用砼浇平，卷扬机棚用砖砌筑，有门关闭，层面用彩钢板覆盖，上面并有防砸措施。内设操作规程牌，卷扬机钢丝直径14mm。卷扬机钢丝绳设过路保护。二侧用红砖砌筑好，用砂浆粉刷。上铺混凝土盖板，并设检查口。 第二节、脚手架搭拆施工方案主体结构施工外架及外装饰脚手架，层采用落地式钢管脚手架，同时严格按有关要求和规定做好安全防护（围护）措施。 本工程内、外脚手架均采用外径48、壁厚为3.5mm的钢管搭设。在搭设设前，钢管均重新刷黄色油漆，地面底部架子立杆，屋面外侧扶手栏杆和上下斜道立杆、扶手栏杆均刷黑黄相间油漆。 外脚手架管理、维护外脚手架搭设完毕后，在施工过程中难65、免会遭到损坏，必须由专人进行检查、维修、保养。始终保证外脚手架安全可靠是非常必要的。项目部由安全员负责，配合二名架了工对外架子隔2天检查一次，确保安全。 第三节、通道口安全隔离设置 本工程在施工中设置三个安全出入口，即二台电梯的出入口和进楼层的出入口，三个出入口用通道连通，在三个出入口处上搭设安全棚，用双层脚手片铺设，两侧用脚手片绑扎，并用安全密网封闭。 在塔楼施工过程，为防止高空附落物发生意外，每隔二层设置一道脚手片隔离层。 第四节、“三宝四口”防护： 1、进入施工现场必须戴安全帽，扣好帽扣。每人1顶。安全帽按工种分颜色戴好，办公室备用安全帽15顶。 2、二米以上高处作业必须系好安全带，现场66、备安全带12副。 3、井架三面围安全网，外架张拉全封闭密目安全网。 4、根据高作作业“四口”临边防护要求，对“四口”临边的不同情况采用上中下三道防护栏杆。防护栏杆高度上道离地1.2米，中间道离地0.7米，下道离地0.3米，并竖向加扎脚手板。对预留洞口采用严密的封盖措施。对通道口采取搭设防护棚，棚宽大于通道口、防护棚高度3米以上，正面与两侧折边向上翻1米。对电梯井口层层设置棚栏门，高度1.2米，电梯井内采取层层水平封隔的措施。 第五节、底层通道防护 因本工程场地狭窄，裙房四周通道大部份在外架以下，为此必须做好底层通道防护工作。 1、外架第一排脚手片采用双层竹制脚手片，用12#铅丝四点绑牢。 2、67、在上述基础上，在所有外架下的通道上铺一层九夹木板，以确保行人的安全。 搭设钢管采用脚手钢管。 立杆横距1米，纵距1.5OM ，步高1.8米，里立杆距墙0.3米。 外挑架转角处设剪刀撑。 斜杆出墙杆与冲天立杆连接处用双扣件。 每隔二个开间与柱立筋避雷接地连接。 脚手架与建筑物按水平方向不大于7米，垂直方向不大于4米设一拉结点。钢性拉结，拉结点应保证牢固，防止起移动变形。 有关安全围护和封闭见施工组织设计（七、安全生产保证措施） 安全技术措施： a、加强安全技术交底，做好书面纪录，落实各项安全规章制度。 b、分段验收，验收合格方可使用。 c、安全使用要求： *外排架在使用期间，原则上不得堆放建筑材68、料和周转材料。（实在困难时只允许模板上翻时过渡，随拆随运，不准过夜。） *外排架所有连接线丝未经质安员和施工员同意，不得任意拆除。 *专人对外排架进行日常检查、保养和整修，落实责任制，日常检查每日一次。若遇强风或雷雨季节，在台风和雷雨过后要认真检查，发现问题整修后方可使用。第十一章、季节性施工措施 鉴于本工程施工周期特点，因此有的分部分项工程均为跨季节性施工，因此针对不同季节气候，我们将采取不同措施进行指导施工，以确保工程质量。 第一节、夏季施工措施 温州地区，夏季气温较高，且空气湿度较大，因此夏季施工应以安全生产为主题，以“防暑降温”为重点，只有抓好安全生产，才可确保工程质量。 1、保健措施69、 （1）对高温作业人员进行就业前和入暑前的健康检查，凡检查不合格者，均不得在高温条件下作业。 （2）炎热时期应组织医务人员深入工地进行巡回和防治观察。 （3）积极与当地气象部门联系，尽量避免在高温天气进行大工作量施工。 （4）对高温作业者，供给足够的合乎卫生要求的饮料，含盐饮料。2、组织措施 （1）采用合理的劳动休息制度，可根据具体情况，在气温较高的条件下，适当调整作息时间，早晚工作，中午休息。 （2）改善宿舍，职工生活条件，确保防暑降温物品及设备落到实处。 （3）根据工地实际情况，尽可能高速劳动力组织，采取勤倒班的方法，缩短一次连续作业时间。3、技术措施 （1）确保现场水、电供应畅通，加强对70、各利机械设备的维护与检修，保证其能正常操作。 （2）在高温天气施工的砼工程，抹灰工程应适当增加其养护频率以确保工程工程质量 （3）加强管理各分部分项工程坚决按国家标准规范、规程施工，不能因高温天气而影响工程质量 第二节、雨季施工措施 1、雨季施工管理目标 （1）雨季施工主要以预防为主，采用防雨措施及加强排水手段确保雨季正常地进行生产，不受季节性气候的影响。 （2）加强雨施工住处反馈，对能发生的问题要采取防范措施设法排除。 2、雨季施工准备工作 （1）施工场地 场地排水：对施工现场及构件生产基地应根据地形对场地排水系统进行疏通以保证水流畅通，不积水，并要防止四邻地区地面水倒入场内。 道路：现场内71、主要运输道路两旁要作好排队水沟，保证雨后通行不陷。 （2）机电设备及材料防护 机电设备：机电设备的电闸箱采取防雨、防潮等措施，并安装好接地保护装置。 原材料及半成品的保护：对木门、窗、口、石膏板等以及怕雨淋的材料要采取防雨措施，可放入棚内或物内，要垫高码并要通风良好。 （3）大小设施检修及停工围护 临时设施检修，对现场临时设施，如：工人宿舍、食堂、仓库等应进行全面检查，对危险建筑物进行全面翻修加固或拆除。 对一般不进入雨季施工的工程，力争雨季前完成到一定部位，同时考虑防雨措施。 3、雨季施工管理 （1）钢筋混凝土工程 根据多年来的气象资料表明，苍南暴雨、台风季节多发季节在8-10月份。而混凝土72、在雨季施工中坍落度偏大，能及雨后模板，钢筋插铁锈混较多，影响混凝土质量。因此，我们将昼避免混凝土浇捣在雨天进行，如无法避免，则采取混凝土开盘前根据砂石含水率，调整配合比，适当减少加水量，合理使用外加并剂等一系列措施，确保工程质量。（2）装修工程 装修施工在结构施工同时要提前插入，必须作好上层地面，并封闭好窗口及电梯井口，各层楼梯间作好挡水埂。 外脚手架要设挡脚板，并随时清理架子上的污物，防止雨水溅污墙面。 高级外饰物及一般外墙涂料，面砖等雨施过程中要采取如塑料薄膜的保护措施。 已作好的屋面要及时将雨水管作好接地工作，防止雨水沿雨水沟流至墙面而造成污染。（3）安全工作脚手架的拖拉绳需补齐绞紧，脚73、手架要加扫地杆。 露天使用电气设备，要有可靠防漏措施。（4）消防工作 消防器材要有防雨防晒措施。 对化学品，油类，易燃品应设专人妥善保管，防止受潮变质及起火。 冬施用草帘的存放处要防雨、防潮，保持通风。 第三节、冬季施工措施 1、冬季施工目标 （1）加强冬季施工准备工作，提前做好热源准备。 （2）加强冬季施工准备工作，提高冬施工作质量水平。 （3）提高人的素质，为适应冬季施工管理的要求。对冬季施工管理人员进行系统培训。2、冬季施工准备工作 （1）生产准备 结合施工特点将冬季施工准备所需的劳动力，材料等均纳入生产计划。 对冬施停工工程应进行围护与保管。 临时设备与设施越冬维护，对现场搅拌机棚，卷74、扬机极棚，消防设施及管道部分进行越冬维护，保证冬季正常使用。（2）技术准备 结合冬季施工原则及工程特点编写施工方案。 在冬季施工前对技术干部进行专业培训。 3、冬季施工管理（1）常温转入冬季施工温度控制 低温施工：当大气温度低于10C时，即转入冬季施工。 当室外日平均气温连续5天低于5时，一节施工项目即转入冬季施工。 冬季施工转常温：凡次年初春连续7昼夜不出现负温时即转入常温施工。（2）砌筑工程 为保证砌筑质量，砌体砂浆应饱满灰缝平直,上下错缝,内外搭接。 转入冬季施工后，砌砖不浇水，要适当加大砂浆徟度，一般控制在10- 12cm。 砌筑砂浆标号应按设计院要求配制，一般不再提高标号。 冬季施工75、用混合砂浆，采用热砂浆，水加热温度控制在60C-80C， 上墙温度不低于5C 。（3）抹灰工程 室内抹灰转入冬施后，应采取热做法，环境温度保持5C以上，门窗， 楼梯出入口封闭好。 室内抹灰后加强管理，并保持5C 以上室温养护，15天方可停止供 热。 室外抹灰多采用冷做法施工。砂浆内可掺入各种防冻及时性复合防冻 剂，但必须具有出厂合格证和使用证明，并检验合格后方准使用。（4）水、电、风管工程 凡竣工工程内不通暖，卫生设备试水后须把其内部及返水弯中的水放 净。 铸水管水泥捻口时应在正常温度下操作。（UPVC管接口应用胶封闭）（5）钢筋混凝土工程 本工程如按拟订日期开工，则砼施工阶段正值气温低时期进76、行。因此作好冬季施工尤为重要。 加强与气象部门联系，争取在寒潮来临之前做好混凝土浇捣工作。 施工中所使用的混凝土骨料必须清洁，不得含有冰雪等冻结物及易开裂物质。 合理地使用外加剂，外加剂使用符合现行国家标准及产品说明书的规定。 对原材料加热，搅拌，运输，浇筑及养护等应进行热工计算，并以施工。 （6）消防、安全管理 以预防为主，加强对职工的安全教育工作，并严格执行安全生产责任制。 严格执行消防部门的有关规定。 易燃品及时清理并远离施工地点堆放。第四节、台风季节施工措施 1、加强台风季节施工时的反馈工作。收听天气预报，并及时做好防范措施。台风到来前进行全面检查。 2、对各楼层的堆放材料进行全面清理77、，在堆放整齐的同时必须进行可靠的压重和固定，防止台风来到时将材料吹散。 3、对外架进行细致的检查、加固。围网增加绑扎固定点，外架与结构的拉结要增加固定点，同时外架上的全部零星材料和零星垃圾要及时清理干净。 4、台风来到时各机械停止操作，人员停止施工。5、台风过后对各机械和安全设施进行全面检查，没有安全隐患时才可恢复作业 。第十二章、质量保证技术措施方案 质量保证措施要着眼于如何加强对工程质量的宏观控制及常见质量通病的防治，明确工程的质量控制要点以指导具体施工，确保工程质量目标的实现。 第一节、质量保证技术措施 1、建立严格的工程项目质量保证体系，明确项目经理是工程质量第一责任人，项目设置在工程78、专职质量员，实施质量控制提供组织保证。（项目部质量保证体系图附后） 2、实行目标管理，将工程总目标分解成各施工阶段的质量目标。道德要确保主体工程的质量达到优良，装修阶段通过样板间的制作明确各工种的施工与验收质量目标，将阶段目标分解成各分项、各工种、各专业和目标，通过目标的层层分解来保证总目标的实施。（具体目标另详） 3、开展质量管理小组活动，做好质量预防。结合项目管理实践，成立多工程质量管理小组，围绕工艺改革，新技术推广，现场管理实践等方面，运用企业质量管理思想和方针，渗透于项目管理全过程。通过质量管理目标规定，质量缺陷调查分析，制定对策，措施实施，效果检查，总结提高等一系列质量管理方法，对质79、量管理点和工序控制点实行预控，把质量缺陷消除在施工形成过程中，使每通过一次循环，质量缺陷均明显减少。周而复始，不断进行P、D、C、A循环，工程质量不断改进，不断提高，使土建安装各个分部达到一次成优。 4、实行全过程控制，依据ISO9002质量体系标准要求，建立项目工程质量管理系统程序图，从质量目标确定施工准备、过程控制（基础、主体、装饰）质量检查、成本管理，信息管理，竣工前质量管理要素进行系统管理，实行预控。使项目经理部做到均衡施工，有条不紊。 （1）认真编制施工组织设计和施工方案，做好技术交底。 （2）严格把好原材料进场检查和试验，过程检验和试验及最终检验和试验三个关口，严格控制不合格材料进80、场并转入下一道工序。在最终检验的试验中，严格执行建设部关于建筑安装工程竣工验收五条标准（工程项目按设计、规范要求全部完工；建筑物窗明地净，水通灯亮；采暖通风调试完毕，设备试运转达到设计、规范要求，数据准确有效；建筑物四周2m之内场地全部清理完毕，质量保证的技术资料齐全，符合标准。）以此来规范项目部施工行为，强化过程控制，工程资料与工程完全同步，确保工程如期完工。5、积极推广十项新技术，工程根据自身工程情况积极推广十项新技术。本工程采用了粗直径钢筋电渣压力焊技术，胶合板模技术，轻质墙体砌筑，涂料及卷材防水技术，现代化管理体系和计算机管理技术等。 6、为实现我公司所承诺的质量目标，在本工程施工我们81、将采取如下质量保证措施： （1）由公司技术处负责图纸会审工作。严格按设计图纸、图纸会审纪要及工程变更联系单和国家有关规范进行施工。认真学习图纸，把不清楚的问题归类，在设计交底和图纸会审中解决。对重要部位，难度大的分部分项施工，要编制详尽的实施施工方案。在建设监理认可后方可施工，并对操作的全过程进行质量控制。 （2）在工程质量管理中建立三级质量保证体系，配备专职质量员，负责工程质量管理，各工程配备兼职质量管理制度和责任制，每月考查一次，严格执行我公司的“质量否决权制”。 （3）施工中开展全面质量管理活动及班组QC活动、质量升级活动，上下工序交接制等，提高全员的质量意识，把好每道工序关。作业班组及82、人员实行挂牌制，责任落实到人。将质量与经济挂钩，发现质量问题立即责令停工整改；对责任班组及个人，严肃处罚。 （4）虚心接受建设监理、设计和质监单位的质量监督，对有关质量的意见及时整改反馈。 （5）对测量定位的质量控制，测量定位所使用的经纬仪，水准仪须经过鉴定合格。总标高控制点引测，必须闭合测量方法，以确保引测精度。轴线测定位桩要严格保护，在施工期间要定期复核，检验定位桩是否位移。 （6）认真控制混凝土的坍落度、配合比和砂浆配合比，严格按规定制作混凝土、砂浆试块和按规定进行试压，拌混凝土浇筑前要精确计算每次混凝土的浇筑数量，连同强度等级与抗渗等级，认真级配拌和。泵送混凝土施工前做好泵送混凝土输送83、管安装与支架固定，平锹、振动、抹面等人员的布置准备工作，混凝土撑拌站在搅拌混凝土时应随时校核有关资料、试块报告、原材料质保单和材料复试报告。 （7）认真做好原材料的复验、钢材、水泥、砖等均需有原材料出厂合格证和试验报告无合格证的材料严禁在工程使用。钢材焊接均按规定载取试件进行试验，合格后再投入使用。焊条出厂应有合格证电焊工必须持证上岗。建设单位指定采购的产品，也要有严格的验收制度，把好产品质量关。 （8）钢筋的制作，绑扎均严格按设计和规范要求施工。在自检合格后，及时填写验收单，并通知有关单位组织人员进行验收，验收出示有关资料提供检查，验收合格后方可浇筑混凝土。 （9）现场拌制混凝土和砂浆，应实84、行挂牌制度并严格实施，“三过磅”制度，确保砂浆和混凝土强度达到设计要求。 （10）现场技术负责人认真做好质量、技术交底工作和技术复核。对重点部位、新工艺、新材料等施工前落实技术措施，以书面形式对作业班组进行交底，施工完成时进行技术复核，不合格不能进入下一道工序施工。 （11）认真做好规范规定的各项测试工作并及时做好记录和签证。在挖土期间和地下室基础施工中，注意对周围场地和民房进行沉降观测，并在地下基础底板设置温度观测点，对各观测点进行定期观测并做好观测记录。 （12）对一此特殊的工艺需要由专业施工队伍进行操作，应由专业队伍编制专门施工方案，并由项目部技术负责人编制相应配合工作施工方案，经公司总85、工审定，建设监理主和设计单位认可后才可施工。项目部负起总包监督责任，对工程质量严格把关。签定总、分包合同时必须明确质量、安全职责及应负的经济责任和奖罚措施。 （13）土建与安装工程做好协调工作，对穿插梁板的管道，设置套管，给排水管道位置严禁渗漏。土建方对穿屋面及楼板的管道位置按有关施工方案进行重点处理。详见屋面工程和装饰工程部分章节。 （14）施工后成品保护尤其重要，成品保护应立足于以预防为主，综合治理，要制定专门的成品措施，对班组进行教育与交底，明确成品保护的重要性，同时，项目部派专人负责监督与检查，发现有故意破坏者，项目部对其进行罚款与批评教育。 根据工程施工组织设计，结合本工程特征和现场实际情况，（工程概况见施工组织设计）。按施工组织设计的要求，该现场作为力争文明施工现场“标化”样板工87、地争取县标化工地，特制订以下文明施工、安全生产技术措施。 第一节、文明施工 一、场容场貌 1、施工现场生产区、生活区有明显隔离，场内道路、外脚手架底部、材料堆场全部采用砼硬地坪，空余部分布置绿化，做到整洁、美观，在施工中保持道路畅通。现场设排沟，做到无积水、无滴流水和长流水现象。外架第一步、楼梯扶手栏杆、临边防护栏用红白相间油漆漆好。外架立杆外四周设排水沟。 2、施工现场实行全封闭管理，围墙砌筑高度为1.9米，上做压顶，工地大门设铁门，高2.6米，宽11米四开。大门正面写“温州跨越建筑工程有限公司”，大门两侧写安全生产文明施工标语，大门顶部采用拱形写“进入施工现场必须戴安全帽”。进入大门左侧醒88、目位置挂设一图六牌。3、现场保持场容场貌整洁，依照场地平面布置图，归类堆入整齐，砂、石堆场三面围护，做到材料有分类标识，建筑垃圾集中堆放及时清运。现场垃圾桶（有盖）。施工现场管理人员和作业人员佩戴证明其身份的证卡。 4、做好落手清工作，施工现场始终保持清洁。现场内、施工楼层、外架脚手架上做到及时清理。 二、生活卫生 1、按施工组织设计的内容和位置设置生活、办公设施。建立健全工地的各项卫生制度。做到有专（兼）职人员负责，并有二人清洁工负责清扫工作，保持场地清洁卫生。施工现场有茶水、盆景装点，美化现场环境。2、现场设置办公室，室内卫生整洁，办公用品摆放整齐、有序。内外粉白。外书写文明施工、安全生产89、标语。办公室内用镜框悬挂项目奋斗目标，进度计划，场布图和管理人员职责等。3、仓库按标准搭设。有仓库管理制度，设有货架，分类堆放，材料有标识，仓库保持清洁。三、环境保护 1、遵守国家、省市有关规定，采取有效措施，控制方程式现场的各种粉尘、废水、固体废弃物及噪声振动对环境的影响。 2、施工现场50米区域内保证无建筑垃圾，场内做到清洁卫生。施工废水、水泥浆沉后排入下水道。 3、在施工中做到采用效措施，减少噪声扰民。严格控制夜间施工和加班加点，必须夜间施工时经有关部门审批。 4、进入施工现场的车间，做到清洁出场，不污染马路。散装水泥桶水泥出口有防水泥飞扬的措施，在散装水泥周围用砖墙围护，墙面粉光刷白。90、四、文明建设 1、坚持两个文明一起抓，建立宣传教育制度。现场设宣传栏、黑板报，宣传安全生产、文明施工、国家大事、社会形势、企业精神、好人好事等，做到第十天更新一期。 2、坚持以人为本，加强管理人员和班组文明建设。教育职工遒纪守法，提高企业整体管理水平和文明素质。 3、做到主动与有关单位配合，积极开展共建文明活动，树立建筑行业和企业形象。 五、消防管理 1、现场建立消防管理制度，建立消防领导小组，有专人负责。落实消防责任制和责任人员。做到思想重视、措施跟上、管理到位。 2、定期对有关人员进行消防教育，落实消防措施。 3、临时设施按消防条例有关规定搭设，做到标准、规范。 4、办公室、仓库、宿舍、食91、堂、木工间、施工楼层、总配电室按规定设置灭火机和消防砂箱。对违反消防条例的有关人员进行严肃处理。 5、施工现场动用明火做到严格按动用明火规定执行，审批手续齐全，并有监护人和消防措施。 6、专项措施本工程在消防管理上必须严字当头，防患予未然，同时，要按建筑施工现场消防规定，做到措施落实。本施工现场，在易燃物品堆放区设立消火在每层上下道口设有1211型灭火器和消防砂箱。 六、治安管理 1、现场建立治安保卫领导小组，有专人管理。 2、进入场的人员做到及时登记，并且有暂住证、身份证、劳务证、计划生育证明。对证件不全的人员严禁现场工作。严禁使用童工。 3、施工现场严禁打架、赌博、斗殴的事件发生。 4、按92、照治安管理条例和施工现场的治安管理规定搞好各项管理工作。
