INTEGRATIVE FRAMEWORK GRID SYSTEM AND RESORT ISLAND CHAINThe stage one Master Plan for the Shan11、ghai Crescent Development depicts a variety of urban and landscape zones within the project area.Recognizing the importance of the role it plays in the area,water is utilized as the central organizing element of the plan.The plan is intended to maximize use of the reclaimed land contained within the12、 secondary protection barrier.By focusing the bulk of the initial development in this area,it facilitates early generation of capital for airport commerce related uses that do not warrant the creation of large-scale public amenities for their success.As the development matures,land reclamation would13、 occur in limited amounts within the Inner Basin and would be dedicated to amenity focused uses maximizing the recreational value of the water and minimizing construction within this zone.The site is organized into several distinct districts each of which has a unique relationship town滨海旅游，通常30、会与“3S”概念挂钩，即沙滩sand、阳光sun和海水sea英文单词第一个字母。而当今正在热议的旅游城话题，也正在对“3S”的概念进行重新审视。除了阳光沙滩海水，一个活力而成熟的滨海旅游城，还应当具备哪些特征，才足以支撑一个成功的开发项目？我们面对如此巨大尺度的一块基地，需要从一个长远的、有机的、可持续性的角度看到这样一个城的概念。这个全新的视角，是将3S的传统滨海度假概念延伸到整个城镇概念的拓展，是对一个可持续性的旅游之城的探索，同时也是对一个具有灵活开发和运作的休闲之城的尝试。中国历来人文书香，乃生活隐于休闲，休闲融于生活。纵观中国历史，各大名园均以人文的闲情雅致品书论经为高尚，如历史上的31、颐和园，桃花源，避暑山庄，均不仅仅是游山玩水，更是育乐于学，育作于游的儒雅之境。而如此一块滨海宝地，更是离上海市民最近的一片世外桃源。因此，我们力图打造新月港湾，是休闲的Shanghai
