Conservancy ProjectsFor a city in desert area,water resource29、s are crucial for both oil production and living.Karamay is proud of its great water projects such as Baiyang-Karamay channel,Ayikule reservoir,and so on.These projects have supported Karamays economic bloom in recent years,and also made the city more attractive to working labours.For an ambitious n30、ew century plan,more attention and efforts need to be paid on water,especially its efficiency.Searching for New EnergyThough Karamay is a city rich of natural resources,the people are fully aware of the limits of fossil fuels.Since the city is located in a windy and sunny area,development of wind en31、ergy and solar energy,and other forms of sustainable energy has already started.Recently,Karamay became the first national experimental region of sustainability in the Xinjiang area.Facing such challenges and opportunities,we can forsee the vision of a low-carbon Karamay with more efficiency and pro32、fits in its oil and other natural systems giving meaning and purpose to city structure and form.Social the city must be respond to the human condition by providing and organizing land uses in an ordered and leading energy based industries,specifically in renewable energy production and water resources and conservation systems.The goal is to create an integrated urban fabric tha40、t blends water use and recycling together with energy use and production.In the end,forming a city around the core elements that are precious and necessary to sustain and grow a community energy and water.Energy and water Town is suffering from a shrinking population and more than half of the town is currently unoccupied.There are many reasons for this condition due in part to the attractiveness and lure of Old Town and the new districts being developed within the urban core of the city.As the Karamay and 59、Bai Jiantan Town continue to grow and expand,urban infill strategies combined with strategic new development are the most appropriate and efficient ways to generate a smart growth.Core functions still in opera-tions within Sanping Town should be redirected to urban infill areas within South provide clear access and identity into the city.The first is the existing gateway at the intersection of G217 and Yingbin Road.This gateway continues to serve Karamay is(as?)the dominant77、 gateway providing access to the city(north)and the airport and future Ecological Town(south).A second and new gateway is envisioned toward the east in relationship to the future Eastern Central Business the citys development footprint forces additional land development,Karamay must develop a strategy to both balance the effect of urban sprawl and manage increasing energy requirements.Urban growth and Alternative Energy Production ZonesTwo areas within Karama105、y represent the greatest opportunity in achieving balanced growth relative to urban sprawl and managing energy requirements.The first is in Eco Town given its relative low-energy requirements as a low-density residential district and its proximity to existing and future agricultural areas.The specif106、ic strategy for Eco Town is to develop a dual agricultural zone one for human food consump-tion(self sustaining community)and a second to promote the production of agricul-tural crops best suited for biomass fuels.The biomass fuel produced would power thermal generation plants producing electricity 107、and heat energy that can be used for residential district heating.The key to this strategy is the scalability of the system.Proper plan-ning of the facility relative to the incremental needs is essential in order to keep capital costs in sync with demand.As future and more detail planning occurs in 108、this zone,detailed calculations must be developed to estimate the energy needs relative to the initial and incremental scales of the energy plant.With a proper implementation strategy in-formed by a comprehensive cost benefit analysis,Eco Town potentially could target 100%renewable energy usage.The 109、second targeted area is the East CBD.This area poses a greater challenge than Eco Town given a greater diversity in land uses and significantly higher development density.However,because the condi-tions vary from Eco Town,the strategy can be altered as well.In the case of the East CBD,the strategy c110、onsiders other sources of renew-able energy production and rationalizing a measurable but meaningful targeted use of renewable energy.The similarity to Eco Town strategy is in the designation of a combined conservation/renewable energy production zones immediately adja-cent to the development area.T111、he difference is in the kind of renew-able energy to be produced.For the East CBD several options would be recommended for further study including wind farms located in the mountains north of the City recognizing that twice as much wind en-ergy exists in the hilltops of Karamay proper.A second optio112、n includes large scale solar farms within the area currently in oil production be-tween Bai Jiantan Town and the East CBD.The same area devoted to oil production,to produce energy,is recycled in the future to produce a new renewable energy product.In the case of biomass fueling thermal generating sy113、stems or solar production,the parallel concept of geothermal storage from the power plants coincides extremely well with the climatic conditions of Karamay.Geothermal storage is only possible in climatic environments where there is a significant swing in the
