Shenzhens prosperity has brought great opportunities and lured people from all over China and the world. It has also brought great challenges to making livable environments for the resi-dents and workers who support local and global economies. The challenge is to revitalize 10、urban centers to combat development sprawl tendencies beyond Shenzhens urban edges by: 1) providing quality residential, office, hotel, retail and enter-tainment choices; 2) utilizing the capacity of the infrastructure investment (including the new subway and transit system); 3) creating environment11、s for social vitality and safety; 4) retaining urban culture and businesses; and 5) increasing amenities and access for the public.This plan fulfills the challenge by promoting the world-class iden-tity for Shenzhen. It transforms a currently underutilized, lacklus-ter district into a vibrant mixed-12、use district that centers on a high-quality, identifiable open space. To find this new and internation-ally unique civic space, a signature tower locates its position in the Citys skyline. The plan also calls for filling-in and “tightening” the not-so urban spaces, as well as linking to and respecti13、ng the surrounding areas. It does present some hard choic15、es to be made with change, including the extent of redevelopment. It also puts forth that in the life of cities, public space is timeless, and once created, can seldom be relinquished. The plan is respectfully submitted with the belief that Shenzhen is at the dawn of its perpetual life. This rapidly-growing cit18、y has benefited greatly from the economic develop-ment focus on the area. With the establishment of the “Special Economic Zone” in 1980, Shenzhen has prospered, due in part to its emphasis on innovative city planning, transportation and infrastructure systems, booming technology industry, and cultur19、al attractions.The CATIC Zone Master Plan focuses on promoting a coherent planning framework for creating a vibrant, mixed-use district. The objective for this document is to help define the Citys expectations, provide predictability and allow flexibility through value-added design quality for the C20、ATIC Zone (Zhonghang Yuan) for the developer, and for the people and government of Shenzhen. The immediate goals are:1. To ensure a quality, feasible project that can be imple-mented;2. To capture the Development Potential of CATIC Zone through master planning;3. Directly fronting the prime east-west commercial thoroughfare, Shen Nan Road, it is the last prop-erty of the Old City as it fronts Central Park. A smaller city govern-ment center is located three major blocks to the east. Bounded by Zheng Hua Road to the nor25、th, Zhong Hang Road to the east, Shen Nan Road to the south, and Hua Fu Road to the west, the study area for CATIC Zone is situated at the western edge of the Old City. This 10 - hectare study area consists of 13 city blocks and is in close proximity to the Civic Center District. In addition28、, the Shenzhen Planning Bureau has created urban design studies of the area. The CATIC Zone is bounded by Hua Fu Road to the west, Zheng Hua Road to the north and Zhong Hang Road to the east. In addition, Zheng Zhong Road is located halfway between Shen Nan Road and Zhen Hua Road. This area was b38、uilt predominantly in the 1980s as a series of housing and industrial space and is starting to be redeveloped. The CAITIC Zonearea is the “Last Piece” of the Old City that stretches to the Shenzhen train station on the east. It fronts Central Park to the west and an active retail and commercial area39、 is directly to the east. The new east-west subway line will provide a station entry on the south east corner of the site under Shen Nan Road.Pedestrian Environment: Walkable Futian DistrictPedestrian movements are created and reinforced through safe and quality environ-ments and choice of indoor an40、d outdoor paths. Landscaped pedestrian spaces (not park-ing areas) help create vital streets. Primarily pedestrian traffic should be focused at the ground plane where the highest visibility and floor value exist. Second, development should reinforce the B1 pedestrian retail-entertainment system. Connections with existing roads and pedestrian paths will help to define the circulation system through the district. While the majority of these paths go through the area,44、 some paths may terminate on places of emphasis, such as a special building or an entry.Streets and CirculationEstablishing a clear hierarchy of roads will serve the functions of addressing, servicing, pedestrian movement, commerce and through traffic. streets through the district allow for “porosit45、y” to accom-modate the urban vehicular movements. Secondary streets will ease congestion on main arte-rial streets. Clear circulation patterns and way finding help orient and direct traffic through area. The CATIC Zone internal park allows for public use, and may be programmed for day an48、d night activities, including performances, temporary markets and outdoor cinema. The opening is sur-rounded & framed by the Retail & Entertainment Complex. Trees canopies provide shade and help define a “living ceiling” above this outdoor “urban room.” Water features help create a pleasant envi-ron49、ment in the daytime as well as at nighttime through visual interest, cooling microclimates and screening ambient noise.Development FrameworkThe development framework is the result of economic and spatial opportunities and constraints. The framework can be separated into three zones: the building pod50、iums, the towers above and the building space below the ground. Building podiums help frame the space between buildings, creat-ing distinct places for the public experience, while containing retail and mixed use program. Tower buildings contain offices and hotel and service apartment programs. Ingress DiagramThe site has excellent access, due to its location on Shen Nan Road to the south, a main arterial road in Shenzhen. However potential improvement of ingress should especial61、ly are sug-gested coming from the south and the southwest.Egress DiagramWhile egress to the north & east are very good. Potential for southward egress should further be explored.车流线路多对单向车道有助于车流明确而快速地通过地块,遇到更少的交叉点, 进入更大的道路系统.位于中航苑中心的环路为单向车道,以帮助减少中航苑中心地段的交通压力。入口地块有良好的入口,是由于其南侧为深南路,深圳的主干道.因此,建议南面和西南面的入62、口应该有所改进.出口北面和东面的出口较好.面向南面的出口的潜力应该进一步探究. 20地区规划 The District Plan中航苑区城市设计和规划概念 CATIC Zone (Zhonghang Yuan) Urban Design / Planning Concept前门正街/服务后巷明确区分前门正街和服务后巷。这不仅能使他们相互之间不发生冲突,增加土地使用价值,而且作为服务用途的后巷小街仍然可作为良好的人行环境。我们可以通过视觉感较强的外型设计,加上繁忙的车流人流,强化“主要轴线”,使得面临深南路上的前门正街的商业机会大大增强。卸客/停车在区域内需要有清晰合理的上落车及停车场位。明确的63、线路安排可疏散该区域的交通,保持主干道通畅。Drop - off / Parking Clear logical drop - off to parking and parking to pick up areas are desired. Clear paths will help distribute traffic throughout the area and keep traffic off the arterial roads.Addressing / ServicingMake addressing roads and service roads separate and dis64、-tinct. As Shenzhen grows, the great challenge lies in the methods of retaining its “memories.” A dichotomy exists whether the city should be remembered in spirit or in physical form. A great place to begin in121、vestigating Shenzhens history is at the Shanghai Hotel site. From there, one can explore deeper and broader into the past of the once tiny fishing and agrarian village. The history of Shenzhen is far beyond any particular building, structure, or place can imply alone. The more effective way to prese122、rve this piece of Chinese history is to capture the spirit not as a part of an old building, but as a “time capsule” where the “memories” are captured and recorded for posterity.The Shanghai Hotel may be symbolic of the old Shenzhens last frontier, beyond which lies the gateway to the 21st century t123、o the west. This does not mean the older part of the city gets left behind; on the contrary, it becomes part of a growing organism and receives rejuvenation.
