last few years the economic and urban changes in Shanghai have been by any comparison,quite extraordinary.From a lar4、gely industrial base,the city has been transformed into a modern service economy and with it the quality of life and the expectations of the Shanghainese have grown faster than anywhere else in China.The development of the Suzhou River Xi is an exciting opportunity and represents the next step in th5、is transformation and evolution for one of Chinas most prosperous cities.The Suzhou River frontage will be an integral launching point for the redevelopment of precincts to the north of the river zone.A design for a modern,cosmopolitan precinct that encompasses new development as well as the careful6、 reuse and celebration of existing architecture will enable an exciting and quite unique precinct to emerge.The development of the master plan proposal focuses on one main investigation zones,with a greater detail study to the centre of the site.The linking of this zone just to the north of the Peop7、les Park and the busy Nanjing Xi Lu streetscape,enables satellite links to be made to key tourism precincts and further unite and integrate the urban fabric of Shanghai.The project,unlike many other key development areas,affords an exploration into the retention of culturally and architectural signi8、ficant examples of early 20th century architecture and their adaptive re-use into a series of modern mixed use buildings.The opportunity exists to bring the city back to the people with a development proposal that will re-invigorate the old city quarters of a fast paced Shanghai.1.1 DEVELOPMENT OBJECTIVESThe key objective for the study as outlined in the design brief is the resurgence,redevelopment,rejuvenation of the precinct while maintaining the original street pa12、ttern and integrating with the urban environment.The study seeks a plan that allows adaptive reuse of heritage areas while implementing a new open space network that integrates the site.Strategies as to how important buildings are reused are central to the plan.A overall master plan for the precinct13、 is required together with a detailed exploration of the central zone between Wu Zhen Road and Zhejiang Bei Road.Six key objectives have been identified:-Suggest landscape solutions for the treatment of the riverfront and flood walls-Provide a continuous 10m wide landscape zone along the water-Intro14、duce new small open spaces and squares within the study area-Review the location of a major open space identified in previous planning studies-Identify strategies for dealing with traffic problems on Suzhou Bei Road-Develop infrastructure conceptsThe aim will be to unite the precinct and transform i15、t into one of the best waterfront addresses in Shanghai.INTRODUCTION前言7基地状况SITE CONDITIONS2.1 SITE LOCATIONThe study area lies along a 1.4 kilometer length of the northern bank of the Suzhou River between the Inner Ring Road Road and He Nan Road.The central zone between Zhejiang Bei Road and Wu Zhen16、 Road has been nominated for more detailed development of the plan.Suzhou Bei Road along the river marks its southern edge with Tian Tong/Qi Fu Road forming its northern boundary.Qi Fu Road will be extended to the west(Qi Fu Xi Road)to connect to the major north-south Inner Ring Road.The overall sit17、e area is 18.43 ha with the detailed study area some 8.26 hectares.2.2 EXISTING LAND USEAs once an important trading and warehouse area,the Suzhou River is a mix of large waterfront buildings with predominantly residential behind.Like most of Shanghai,retail uses on the ground level line the major r18、oads.The low rise residential areas in the precinct follow the traditional alley and lane pattern seen throughout old Shanghai.These areas however,differ in quality.A large zone around Shen Xi Road is reasonably poor quality while a pocket to the east of Zheijiang Bei Road having been built as manag19、ers housing is worth of retention.While there are some new commercial uses on the south side of the river,new high rise developments within the study area are mostly residential.Retail uses with a focus on office supplies and computers has developed in the old warehouses south of Tibet Road.Areas in20、 the north of the study area are a mix of unstructured low rise residential of little architectural interest.2.2 基地位置本次规划基地是位于河南路和南北高架路之间一段沿苏州河北岸绵延1.4公里的地带。规划中对位于乌镇路和浙江北路之间的中心区域将提出详细设计方案。基地南至苏州北路,北抵曲阜路、天潼路,曲阜路向西延伸与南北高架路相交。基地总面积18.43公顷,其中详细规划区域面积为8.26公顷。112.3 OPEN SPACE Other than a few pockets of landscaping along the River edge,there is no public open s22、pace within the precinct.Some private open space is provided in the newer developments and in the planned housing off Zhejiang Bei and Fu Jian Roads,the alleyway network works by default as open space for those residents.There are a few small open spaces located in pockets on the river edge.2.4 ACCE23、SSThe site is lineal in form and it is intersected by a number of major north-south roads that lead to bridges crossing the River.There is a narrow waterfront road(Suzhou Bei Road)and the sites northern boundary is defined by Tian Tong Road and Qi Fu Road(and its future extension to the Inner Ring R24、oad).Tibet Road which links to Peoples Square some 600m to the south crosses through the centre of the site.The future extension of Qi Fu Road will significantly improve car access to the precinct.Traffic on Suzhou Bei Road particularly around Wen An Road and the retail area has been identified as a25、n issue.There is existing subway access at Xin Ja Road(no1 Line)to the south of the river and two new stations will be located on new subway lines on Tian Tong and Qi Fu Roads to the north of the study area.SITE 交通基地总体呈线型,与几条跨越苏州河的南北向主干道相交。南侧有一条沿河的狭窄小路(苏州北路),而基地北侧边界则由天潼路和曲阜路及其未来延伸段(曲阜西路)构成。西藏路横贯整个基地的中心,与基地以南约600米的人民广场相连。曲阜路的未来延伸段将会极大的方便车辆进入基地内区域,故意义重大。苏州北路的交通,尤其是文安路段和其它路边摊贩聚集路段,已被列为规划中亟待解决的一个问题。基地周边现有位于苏州河以南的地铁一号线新闸路站,未来新的地铁线将在天潼路和曲阜路另设两个地铁站。112.5 HERITAG27、EThe Suzhou River has fulfilled an import role as Shanghai first developed as a trading port in the 19th Century.The narrow width of the river however meant that the industrial development in Shanghai through the 20th Century focused on sites along the deeper and more readily navigated Huangpu River28、.As a result,both sides of the Suzhou River are lined with warehouses that date from the late 19th Century to the mid 20th century and these reflect the developments in construction technology and the types of goods stored over the years.The changes in goods handling(containerisation in particular)a29、nd the increased use of road rather than water transport has seen most of these buildings adapted for new uses or simply left empty.The existing site area,whilst filled with the everyday happenings of a prosperous Shanghai,has become a congested series of overcrowded streetscapes and dark alleyways.30、Where the majestic 1930s courtyard housing once provided accommodation for one family,it now houses between four and five families in living conditions that are not considered current with todays expected standard of living.The alleyway housing adjacent the architecturally rich 1930s housing styles,31、similarly retains a level of romanticism to its architecturally and urban quality,though this perhaps presents more of a removed vision of what life is like in reality.The general concepts of close living quarters and shared public spaces are those that ring true to most urban planning models today,32、however not to the degree to which it presently exists.Crowds gathering in the winding streets to play the traditional mahjong fill the narrowing pathways and labyrinthine streetscapes,with distant echoes of the ever present car horn and market hustle.The extensive market stalls,complexes,retail sho33、ps and road vendors that line the main 2.5 roadways,avenues and river edge are also 35、reflective of the way that the area has grown and developed over time.In the absence of a clear structure of how the precinct might successfully maintain or achieve a similar density,not unlike the present situation,the situation of congestion and chaos is likely to worsen with more and more key nod36、al areas falling into a seemingly permanent state of disrepair.The opportunity for the adaptive re-use of the existing heritage building fabric brings with it a chance to bring order back into the urban plan and with it a renewed respect for the traditional models of housing and public scale buildin37、gs.2.6 FLOOD PROTECTIONWith so much at stake,Shanghai has embarked on a program to raise and consolidate flood defences around the city.Along both the Huangpu and Suzhou Rivers,protection is generally by means of flood walls and embankments.Where direct access to the water is needed,reinforced gates38、 allow access to wharves,jetties and ferry stops.The protection extends back along creeks and rivers entering the Huangpu River to flood gates which are occasionally opened to flush dirty water from the system.Several key levels have been set in the development brief:High Tide Range RL1.27-3.11100 Y39、ear Flood Level RL5.25(west)-5.7(east)The 1000 Year Flood Level set for Shanghai along the Huangpu River is generally RL6.9Xi Zang Road varies from RL 5.8m in the west to RL 5.7 in the west.It drops lower at the new bridge on Tibet Road where it dips below the bridge approaches.Newer development alo40、ng Shanghais waterfront has used a variety of techniques to encourage access to the river including landscape elements as embankments and in a few SITE CONDITIONS基地状况2.6 in some cases Xi Zang Road is almost below the 100 year flood level.2.7 PLANNING CONTEXTThe Suzhou River has been identified as a key redevelopment z43、one within the context of the whole Shanghai Waterfront renewal.A major study leading to the rezoning of the Huangpu River waterfront was undertaken in 2000 and building off this strategy,a concept plan for the Suzhou River was prepared in 2002.The study by Hong Kong landscape architects EDAW,identi44、fied 5 key principles for the redevelopment of the last 6 kilometres of the Suzhou River:-A series of major green nodes along the River-A number of minor green nodes along the waterfront-Green space along the waterfront-Urban links from the river back into the city-Preservation of key buildings with45、in the precinctWithin the current study zone,the strategy recommends-2 major green nodes-one in 2.7 east and one in the west of the study area-Minor green nodes on the waterfront at Jin Yuan Road and Wen An Road-A waterfront Green link along the foreshore-2 Urban green links back to the north from the major node at Fu Jian Road and from the minor node at Wen An Road.A new zoning48、 plan has been prepared for the site that reflects these principles.It identifies large areas of open space in the east and west of the site,commercial and entertainment uses in the centre of the precinct around a large green space and new multi storey residential through the north of the area away 49、from the water.There are pockets of commercial/entertainment in the western half of the site and on He Nan Road on the eastern edge.The challenge with this existing zoning will be to create defined and meaningful open spaces within the precinct and manage new development at an appropriate scale.The 50、distribution of open space does not help activate the waterfront and does not create links back to the potential of the site as a living and working environment.Opportunities-The Suzhou Rivers unique iden52、tity and its potential for residential,retail and entertainment uses-Increasing disposable income of people in Shanghai-East west orientation of site allows good solar response-Future access to Shanghais north-south elevated road-The potential to create a village character on the small,contained sit53、e.-Numerous cross river connections-Proximity to Nanjing Road and Peoples Square-Existence of heritage buildings on the site-Construction of 2 new subway stations on the sites 1982,the Aker Brygge site in Oslo Norway has,since 1985,been transformed into one of Europes most successful mixed-use waterfronts.As a new town area in Oslo with access to a waterfront,p59、reviously closed to the public,Aker Brygge offers office,residential,retail,leisure and cultural activities.In a model increasingly employed around the world,it is a managed environment where many tasks that are normally done by the city have been taken over by Aker Brygge itself.The precinct has be60、come one of Oslos most popular destinations with areas free of traffic noise and with adventures for the people that want to visit the 65 shops and restaurants or the other 3.1 开发先例奥斯陆的AKER Stan StockholmStockholms old city(Galma Stan)lies on one of the citys 14 islands is a remarkably intact precinct of Renaissance and 18th Century buildings built on a network medieval alleys.Once the center of Stockholm,Galma Stan is now filled with shops and restaurants sque64、ezed into the many laneways.Its relationship to the water and its rich history make it one of Europes most popular tourist destinations.Its rich history is celebrated(Stortorget for example,Stockholms oldest square was the site of a bloodbath where in 1520,in a royal power grab,most of the town aris65、tocracy was beheaded)and there are numerous heritage walks with printed,visual and guided tours enrich the visitors experience.Galma Stan has many bars,restaurants and nightclubs making it a popular destination River,Boat Quay was once one of the main cargo handling areas in the port and the architecture is that of small warehouses that front the waterfront.The river edge is marked by a series of steps that once allowed access at all times of the day and at73、 all river levels.The pedestrianisation of the street fronting the river quickly saw the conversion of these buildings into bars and restaurants.The tropical heat means that their most active time is through the evening however the proximity to the CBD workforce has been essential in generating week74、day trade at conditions lead to a des88、ign response of discreet urban space within the broader framework of the Suzhou River and Shanghai city master plan.Traditional Chinese courtyard housing and public space architecture,responds to the need for distinct green spaces in a celebration of small moments in time.A traditional landscape app89、roach for a Chinese garden,as distinct from that of a western approach,would be to have several smaller garden spaces of differing themes,than one general open space.Here the series of sinuous pathways and through connections that are at once grand and public whilst being private and discreet in oth90、er areas are linked as a common greening approach to the master plan.Key gateway zones are established as an affirmation of the importance of the laneway and threshold in Chinese architecture.The design proposal,in its appreciation of the success of the historical precedents seen at Oslo,Stockholm,N91、ew York,Sydney and indeed Shanghais own Xintiandi,focuses on a fusion between the essence of traditional architecture and the need for the contemporary intervention.The proposal accepts the model of an integrated precinct which has something to offer the visitor as well as the local as being a signi92、ficant contribution to the vibrancy of Shanghai from both a cultural and commercial viewpoint.The Suzhou River precinct has a long association with the local arts scene with fashion,architecture,interior design and photography studios all having a place here throughout the areas recent history.The p93、roposal seeks to involve the burgeoning local Chinese arts community and establish the Suzhou River commercial,residential and institutional architectu96、re with this proposal being no different,however to unite these elements with that of a progressive arts scene enables an exciting result.The existing fashion houses,theatres and streetscapes,inlaid with a level of intricacy and hybrid co-existence,lead the design for a master plan proposal of an ar97、tists laneway.4.2 PLANNING STRUCTUREThe planning model,as featured in its purest of diagrams,is a clear system of pathways and green spaces,appropriately dividing and re-uniting disparate spaces along the length of the master plan proposal.The diagram enables a strong connection back to the Suzhou R98、iver though a strong landscape treatment,whilst also overlaying a strong network of pathways and building voids to further enhance the winding connection.In a similar manner to the experience of the labyrinth in the 1930s city,the master plan follows a language of discovery as it rounds corners,enab99、ling pocket gardens,contemplative spaces,links to other zones.In this highly urbanised city,sites with this degree of waterfront access are rare.New road and public transport opportunities will also serve to increase the potential of the site.The overall structure responds to these opportunities thr100、ough the creation of a strong waterfront experience with links back to new residential areas and strong public transport connections.This structure facilitates access to the river for residents.By DESIGN RESPONSE 规划对策4.2 development of green links back to the North Bund area through the study area.-The creation of a new civic square on the waterThe water and green links represent a significant opportunity to enhance the precinc105、t and to activate the riverfront.The plan responds by focussing new buildings towards the green spaces and the river and creating interest and activities in human scaled buildings.4.3 LAND USEWith very little new or committed development,there is enormous potential for urban renewal at a large scale106、.In order to create a viable precinct and an active waterfront along the Suzhou River,a range of complementary uses and different types of activity are proposed.The plan responds to the access opportunity by focussing residential uses west of the new expressway and commercial and ACCESSGood and efficient access is the key to the success of the precinct.The construction of two new major elements a new subway with 2 stations on on Qi Fu/Tian Tong Roads and upgraded bridge links towards Nanjing Road significantly improves access to this site.Its proximity to Peoples112、 Square and to Nanjing Road to the south over the River makes this site one of the most accessible on Shanghais waterfront.The right mix of access and uses means that it has the potential to become a major destination.Public TransportThe new subway stations planned on the northern edge of the site w113、ill mean real citywide access to the precinct for the first time.While not yet started,the 2 Suzhou River stations would significantly improve access to the waterfront.There is also existing access to the No 1 Line across the River at Xin Zha Road in the west of the site.Pedestrian access is a prior114、ity of the plan and efforts have been made to increase east west permeability across the site.While the expressway will limit movement in the west of the site there is the potential to create links back from the river to Qi Fu/Tian Tong Roads Road.RoadThe congestion that currently occurs along Suzho115、u Bei Road is a point of major concern in the study area.Management of this traffic has been a catalyst to undertake a full review of the function and necessity of roads through the precinct.The change of uses in the plan and the possible full or after-hours pedestrianisation of the areas of the wat116、erfront requires a new solution to access and servicing.While the main north-south roads with links across the river must be maintained,there is some flexibility in the minor road system and the potential to introduce new access points behind the line of 4.4 along the River.It is also important that a strong pedestrian connection is created from Qi Fu and Tian Tong Roads towards th119、e water and the closure of Wen An Road will allow it to be developed as a central spine leading into the heart of the entertainment and retail zone.PedestrianIn the new plan it will be possible to walk the length of the precinct in a dedicated pedestrian corridor.This network is a fundamental elemen120、t in the creation of a united precinct and lined with low-rise buildings,its human scaled will be a major element in the identity of the area.The closure of parts of the waterfront will also extend the public domain.Parts will be permanently closed while other areas will be closed at night allowing 121、service access through the day.A pedestrian link along the waterfront will be set at a low level to increase contact with the river and these hard paved zones may be flooded in the 1 in 50 or 1 in 100 year flood.ParkingAs car use in Shanghai grows,so will the demand for parking grow throughout the c122、ity.This is especially important at entertainment and retail destinations.The Suzhou River is no exception and adequate parking will need to be provided.Not all of it need be provided within the precinct however.There is the potential for new parking in the areas to the north and in particular top t123、he south where there are a number of new developments where after-hours parking can be accessed.Coordination of these facilities will be an essential element in the development and the operation of the commercial and retail areas on the Suzhou discouraging of through traffic reduces the impact of the car.Within this setting,the challenge is to create a common built form that will reinforce this image wh129、ile maintaining opportunities for diversity and variety within each part of the precinct.This strategy will help to protect the values of the master plan and provide the ability for variation in building concepts within the context of
