强对塔机司机、信号指挥人员及起重工的管理首先将取得特种作业操作证的司机、信号工、起重工作为一个整体来考虑，选拔和培养一批有上进心、技术高的人员组成相对稳固的班子。塔机司机必须了解机械构造，熟悉机械原理及保养规定，认真做好清洁、润滑、紧固、调整、防腐等工作，及时准确地判断故障。信号工要敢说、敢管、坚持原则、跟随吊物多跑路。当指挥不能看清负载时，应增加中间指挥人员，逐级传递指挥信息。为配合默契，指挥与司机，在上班前、下班后要碰头交换意见，同时离开工作岗位。
