本工程采用“半定向、半苜蓿叶组合型、三层互通立交”形式。桥梁部分共包括两条主线桥（东西向的红旗路主线桥梁、南北向的海港路主线桥梁）、13条匝道线，A、F、G、3、H、I、J、K线为桥梁结构；B、C、D、E、L、M线为路基结构。总桥面积为134014.1m2。 红旗路主线桥梁：起始点K4+729.838K6+256.496，全长1494.66m，左右幅共计32联；标准横断面具体为：0.5m（防撞护栏）+19.5m（车行道）+0.5m（防撞护栏）+9m（分隔带）+0.5m（防撞护栏）+19.5m（车行道）+0.5m（防撞护栏），全宽50m；桥梁面积为67928.1m2； 海港路主线桥梁：起始点K3+692.698K4+351.758，全长657.06m，左右幅共计12联；标准横断面具体为：0.5m（防撞护栏）+16m（车行道）+0.5m（防撞护栏）+3m（4、分隔带）+0.5m（防撞护栏）+16m（车行道）+0.5m（防撞护栏），全宽37m；桥梁面积为31205.4m2；A匝道桥：全长367.86m，共计3联；全宽17m；桥梁面积为6214.9m2；F匝道桥：全长997.5m，共计9联；全宽9m；桥梁面积为9320.1m2；G匝道桥：全长374.43m，共计4联；全宽8m；桥梁面积为29847m2；H匝道桥：全长826.16m，合计8联；全宽9m；桥梁面积为7920m2；I匝道桥：全长421.43m，共计4联；全宽8m；桥梁面积为3360m2；J匝道桥：全长321.43m，共计4联；全宽8m；桥梁面积为2617.7m2；K匝道桥：全长301.43m5、，共计4联；全宽8m；桥梁面积为2463.9m2。2、气候、地貌、地质条件 1）自然气候条件 天津属于受冻地区，年平均气温1112，最冷月平均气温在-4-8之间。年平均降雨652.5毫米，一日最大暴雨量304.4毫米，最大积雪深度29毫米，夏季6月中旬至9月中旬为雨季（汛期），本地区最大冻结深度为67厘米，冻结期为130天，霜冻期可达187天。 根据历年气温数据，工程所在区域气温低于城市市区34度，12月1月为年气温最低月份，一般不宜安排砼施工。 2） 地形地貌 拟建场地原为盐酸荒地，局部为鱼塘。勘察时，场地地势略有起伏，标高介于4.151.50m。 3）地质：根据岩土工程技术规范（DB29-6、20-2000）第3.2节、附录A即本次勘察资料，该场地地埋深75.0m深度范围内地基土按成因年代可分为以下9层，按力学性质可进一步划分为15个亚层，现自上而下20米范围内土质基本为三种：人工回填土、粉质粘土、淤泥粘土。地层具体情况大致如下： （1）人工填土层（Qml）: 全场地均有分布，层厚1.003.60m，层底标高为2.930.39m，主要由素填土（地层编号1）组成，呈褐色，软塑状态，黏土、粉质黏土质。局部为淤泥、杂填土。人工填土填垫年限小于十年。 （2）全新统上组陆相冲积层（Q43al）：待勘。 （3）全新统中组海相沉积层（Q42m）：层厚14.90m18.70m，顶板标高为2.93-7、0.39m，该层土从上而下可分为3个亚层： -1粉质黏土（地质编号3a）：厚度一般为1.104.30m，呈灰色，流塑状态为主，有层理，含贝壳，属高压缩性土。局部夹粉土、黏土透镜体。 -2软黏土、淤泥质黏土（地质编号3b）：厚度一般为10.8014.60m 呈灰色，流塑软塑状态，有层理，含贝壳，属高压缩性土。局部夹粉质黏土、淤泥质粉质黏土透镜体。本亚层土质较软，强度较低。 -3质黏土（地质编号3c）：厚度一般为0.702.80m，呈灰色，软塑状态，有层理，含贝壳，属中压缩性土。局部夹黏土透镜体。本层土水平方向上土质较均匀，分布较稳定。 （4）全新统下组沼泽相沉积层（Q41h）： 厚度0.90m28、.980m，顶板标高为-14.49-16.63m，主要由粉质黏土（地质编号4）组成，呈黑灰浅灰色，可塑状态无层理，含有机质、腐植物，属中压缩性土。局部夹黏土透镜体。 本层土水平方向上土质较均匀，分布较稳定。 （5）全新统下组陆相沉积层（Q41al）： 层厚5.80m9.70m，顶板标高为-15.93-18.19m，该层土从上而下可分为2个亚层： -1粉质黏土（地质编号5a）：厚度一般为2.308.30m，呈褐黄色，可塑状态，无层理，含铁质，属中压缩性土。局部夹粉土、黏土透镜体。 -2粉土（地质编号5b）：厚度一般为1.005.50m，呈褐黄色，密实状态，无层理，含铁质，属中（偏低）压缩性土。局9、部夹粉土黏土透镜体。 本层土水平方向上土质较均匀，分布较稳定。三、劳动力组织计划为顺利完成桥面防水粘层施工，项目部成立了桥面防水粘层施工领导小组(见下表)，并进行了相应的职责分工，对相关施工人员进行了详细的施工技术、质量、安全保证措施等方面的交底，确保桥面防水粘层施工顺利完成。桥面防水粘层人员配备表序号职 务姓 名人数主 要 职 耙把若干良好五、施工准备1、工作面清理对要施工桥面防水粘层的工作面，事先用强力清涮机彻底凿除水泥混凝土面上所有的浮浆、松灰、土、砂以及其它杂物予以清扫干净。11、若必须用水车对桥面进行冲洗时，必须等水分蒸发干后才可以浇洒改性沥青的施工。凿除深度应符合以下要求：（1）凿除深度控制在36mm;（2）浮浆凿除后表面应露出混凝土骨料面，露出的骨料面积经目测约占全面积的40%以上；（3）浮浆凿除后需进行清理，清理完成后桥面混凝土应纹理均匀、坚硬、洁净、无杂质。2、原材料准备改性沥青等进场原材料必须经试验室检验合格后，方可以使用，否则不得进场使用，对已经进场的材料则坚决清理出场。SBS改性沥青喷洒量1.82.1kg/m2。改性沥青的主要技术指标符合下表的规定：桥面防水层改性沥青的主要技术指标要求试 （Mpa）300PAV后-15弯梁蠕变速率0.3改性沥青的输送应尽可能采用对乳液搅动少的泵，以免破坏乳液的稳13、定，影响质量。改性沥青储存罐应保证分品种独立储存，当不能保证分品种储存时，应对储罐进行彻底清理，不同品种的沥青绝对不可以混装。罐存的改性沥青应每天进行一次搅拌或循环，尤其在出库前，应进行检验，以保证罐顶和罐底的改性沥青含量一致。由于天气或其它原因，罐车中的改性沥青不能及时用完而需要放置几天时，应用泵抽吸循环或放出，以保持罐车中的改性沥青上下密度的一致。在洒布车罐中的改性沥青，如果放置1 天以上，可采用每天进行10min循环的方式来保持改性沥青的稳定性和均匀性。对于长距离运输改性沥青，对改性沥青的动稳定性有充分的考虑，对到达目的地的改性沥青进行筛上剩余量检测；还可以进行颗粒分析试验，当检测结果符14、合要求后才可使用。桶装的改性沥青，在使用前，应该进行翻滚；若需长时间储存，则应定期进行翻滚，例如每两周倒桶一次，从而保证改性沥青的稳定性、均匀性。3、工序准备同步碎石封层车的计量控制系统在施工前已进行了严格的计量标定工作，对改性沥青进行单位输出量的标定。施工前检查用于洒布工作的所有设备是否正常运转，按照各个桥面防水层的设计宽度进行画线；提前做好对桥梁内外侧护栏和伸缩缝的保护工作，避免污染桥梁结构。4、现经现场实际试洒，桥面防水层改性沥青用量为2kg/m2，10-15mm碎石的用量8 10Kg/（覆盖率为5060%），洒布车行驶速度宜控制在2.5Km/h。六、施工工艺1、撒布改性沥青防水层，以下15、情况不得施工（1）气温低于10；（2）雨天、大雾、五级或以上风天；（3）桥面铺装层刚完成后或雨后，桥面未干燥。2、洒布改性沥青和10-15mm碎石（1）改性沥青和碎石采用同步碎石封层车进行洒布，喷洒时沿桥面（路基）纵向匀速喷洒，从横向来看，先洒布靠近中央分隔带的一个车道，由内向外，一个车道接着一个车道喷洒，下一个车道与前一个车道原则不重叠或少重叠，但不能露白，露白处需用人工机械喷洒设备补洒。（2）沥青喷洒温度不应低于185，撒布量每平米1.82.1kg/m2.沥青撒布量确定后撒布精度应为2%，满铺桥面，改性沥青应均匀撒布，厚度均匀，无露白、无油团堆积。（3）在沥青撒布起步、终止部位，采用铺设彩16、条布或土工布，接多余沥青，防止对路面、伸缩缝等结构污染。（4）碎石撒布同步进行，10-15mm单粒径碎石撒布均匀。碎石撒布由边至中，路测边缘2030cm不撒布碎石。碎石占施工面积的5060%,每平米8.510kg,不可过低或过高，以现场看可露出底层沥青，车辆或行人行走不粘带，不接触为判断标准。（5）同步碎石封层车喷洒时控制车速在2.5km/h左右，匀速行驶，保持洒布量稳定。如果有泛油现象，及时在泛油地方补撒10-15mm碎石，并仔细均匀，过多的浮动矿料扫出路面外。（6）纵向接缝处在先做防水粘层一侧暂留1015cm宽度不撒布碎石，待做另一侧封层时沿预留沥青边缘进行同步碎石撒布。（7）喷洒完一段立17、即用轮胎压机进行碾压2遍，碾压过程压路机不得随意刹车或调头。碾压完成后应安排人员用扫把将局部多余碎石清出防水层。（8）桥面防水层完成后，在地袱、防撞墙的阴角、转角等部位人工涂刷改性沥青。（9）泄水孔边缘和内部需涂刷改性沥青，内部处理深度10cm以上，沥青厚度22.5mm。（10）喷洒沥青防水粘层后封闭交通，严禁车辆通过。七、质量保证体系及措施1、建立安全生产保证体系成立全面质量管理小组和创精品、优质工程管理小组，第一管理者亲自抓，配齐专职质检工程师和质检员，制定相应的对策和质量岗位责任制，从组织措施上使创优计划真正落到实处。质量保证体系框图强化全员、全过程、全企业管理突出组织、计划、目标工作落18、实要求、措施、检查制度经济保证体 F40-2004）。八、安全保证体系及措施1、确定安全管理目标和安全防范要点 根据业主和公司的要求，结合对我项目的重大危险源和重大环境影响因素进行的辨识和分析，结合本项目的具体情况确定了本项目的安全管理目标具体如下： （1）无重大伤亡事故，无重大设备、火灾、管线、交通等事故。 （2）争创天津市安全标准化样板工地。2、建立安全生产保证体系建立、健全在公司领导下的项目安全生产管理网络和管理体系，充分落实安全责任制，在所有参加施工的人员中贯彻“安全第一”的思想，切实做到“安全生产，预防为主”，确保安全达标，无事故21、。安全领导小组组长：项目经理 （1）建立健全安全生产管理机构，成立以项目经理为组长的安全生产领导小组，全面负责并领导本项目的安全生产工作。主管安全生产的项目副经理为安全生产的直接责任人，项目总工程师为安全生产技术负责人。 （2）经理部设安全总监、安全质量室，安全质量室下设安全组，安全组下设专职安全员。施工队设安全室，22、配置专职安全员。 （3）本项目实行安全生产三级管理，即：一级管理由经理负责，二级管理由专职安全员负责，三级管理由班组长负责。 （4）完善各项安全生产管理制度，针对各工序及各工种的特点制定相应的安全管理制度，并由各级安全组织检查落实。 （5）建立安全生产责任制，落实各级管理人员和操作人员的安全职责，做到纵向到底，横向到边，各自作好本岗位的安全工作。 （6）项目经理部保证检查制度的落实，确定检查日期、参加检查的人员。经理部每10日检查一次，项目队安检部门每5日检查一次，作业班组实行每班班前、班中、班后三检制，不定期检查视工程进展情况而定，如：施工准备前、施工危险性大、采用新工艺、季节性变化、节假日23、前后等进行检查，并有领导值班。对检查中发现的安全隐患，建立登记、整改制度，按照“四不放过”的原则制定整改措施。在隐患没有消除前，必须采取可靠的防护措施。如有危及人身安全的险情，必须立即停工，处理合格后方可施工。 （7）针对工程特点，定期进行安全生产教育，重点对专职安全员、安全监督岗员、班组长及从事特种作业的起重工、电工、焊接工、机械工、机动车辆驾驶员进行培训和考核，学习安全生产必备的基本知识和技能，提高安全意识。 （8）未经安全教育的管理人员及施工人员不准上岗。未进行三级教育的新工人不准上岗。变换工种或参加采用新工艺、新工法、新设备及技术难度较大的工序的工人必须经过技术培训，并经考试合格者才准24、上岗。 （9）特殊工种的安全教育和考核，严格按照特种作业人员安全技术考核管理规则执行。经过培训考核合格，获取操作证方能持证上岗。对已取得上岗证者，进行登记存档规范管理。对上岗证按期复审，并设专人管理。3、主要施工安全技术措施(1） 施工前，了解周围环境的情况，熟悉施工范围内的电力、电信、通讯、给排水和架空高压电线走向及其架设高度，并采取防护措施，做到不明情况不施工，以免造成重大事故。施工中如发现危及到地下管线、地面建筑物或有危险品、文物时，立即停止施工，待处理完毕后方可施工； 加强现场治安工作，禁止无关人员进入施工现场。进入施工现场的人员必须按要求穿戴防护用具。 （2） 施工机械的安全技术措施25、1） 各种机械操作人员和车辆驾驶员，必须取得操作合格证，不准操作与证不相符的机械，不准将机械设备交给无本机操作证的人员操作，对机械操作人员建立档案，专人管理；2） 操作人员按照本机说明规定，严格执行工作前的检查制度和工作中注意观察及工作后的检查保养制度；3） 驾驶室或操作室保持整洁，严禁存放易燃、易爆物品，严禁酒后操作机械，严禁机械带病运转或超负荷运转；4） 机械设备在施工现场停放时，选择安全的停放地点，夜间有专人看管；5） 用手柄起动的机械注意手柄倒转伤人。向机械加油时严禁烟火；6） 严禁对运转中的机械设备进行维修、保养、调整等作业；7） 指挥施工机械作业人员，站在可让人了望的安全地点，并明26、确规定指挥联络信号；8） 使用钢丝绳的机械，在运转中严禁用手套或其他物件接触钢丝绳，用钢丝绳拖、拉机械或重物时，人员远离钢丝绳；9） 起重作业严格按照建筑机械使用安全技术规程（JGJ-86）和建筑安装工人安全技术操作规程规定的要求执行；10） 定期组织机电设备、车辆安全大检查，对检查中查出的安全问题，按照“三不放过”的原则进行调查处理，制定防范措施，防止机械事故的发生。4、安全应急预案 （1）目的 安全施工应急预案以努力保护人身安全为第一目的，同时兼顾财产安全和环境防护，尽量减少事故、灾害造成的损失。 预案是发生紧急情况时的处理程序和措施。 （2）人员组成 项目经理部安全生产领导小组：由项目经27、理、主管安全生产的副经理及相关部门人员、工区队长组成，安全室是项目安全生产领导小组常设办公机构。1）事故现场抢险组人员组成：由项目部安全负责人任组长，作业队负责人、专业工长等相关人员组成。2）事故现场救护组人员组成：由项目部领导任组长，相关人员组成。3）事故现场保护组人员组成：由项目部骨干任组长，现场保安人员组成。4）事故现场通讯组人员组成：由项目部行政负责人任组长、现场其他应急小组负责人组成。 （3）工作要求1）相关人员必须服从统一指挥，整体配合、协同作战、有条不紊、忙而不乱。2）必须确保应急救援器材及设备数量充足、状态良好，保证遇到突发事件时各项救援工作正常运转。3）各应急小组成员必须落实28、到人，各司其职，熟练掌握防护技能。 （4）项目部安全领导小组必备的资料与设施：1）数量足够的内线和外线电话、或其它通讯设备；2）危险品数据库：危险品的名称、数量、存放地点及物理化学特性；3）救援物资数据库：应急救援物资和设备名称、数量、型号大小、状态、使用方法、存放地点、负责人、及调动方式；4）现场人员个人防护用品使用情况；5）结合工程特点制定安全事故应急救援实施方案；6）各专业小组人员联络方式、现场员工名单表、各宿舍人员登记表；7）上级安全生产管理机构、应急服务机构的联系方式。 （5）紧急情况的处理程序和措施 1）事故发生后，事故现场应急专业组人员立即开展工作，及时发出报警信号，互相帮助，积29、极组织自救；在事故现场采取紧急救援措施，特别是突发事件发生初期能采取的各种紧急措施，如紧急断电、组织撤离、救助伤员、现场保护等；及时向项目部安全领导小组报告，必要时向相邻可依托力量求教，事故现场内外人员积极参加援救。 2）事故现场由项目部安全领导小组组长任现场指挥，全面负责事故的控制、处理工作。项目部安全领导小组组长接到报警后，立即赶赴事故现场，不能及时赶赴事故现场的，必须委派一名项目部安全领导小组成员或事故现场管理人员，及时启动应急系统，控制事态发展。 3）各应急专业组人员，接受项目部安全领导小组的统一指挥，立即按照各自岗位职责采取措施，开展工作。4）事故现场抢险组，根据事故特点，采用相应的30、应急救援物资、设备开展事故现场的紧急抢险工作，抢险过程中首先注重人员的救援、事故现场内外易燃易爆等危险品的封存及转移等，其次是贵重物资设备的抢救；随时与项目部安全领导小组、保护组、救护组、通讯组保持联络。 事故现场救护组，开展事故现场的紧急救护工作，及时组织救治及护送受伤人员到医疗急救中心医治；随时与项目部安全领导小组、抢险组、救护组、通讯组保持联络。 事故现场保护组，开展保护事故现场，人员的疏散及清点工作。现场保护组人员指引无关人员撤到安全区，指定专人记录所有到达安全区的人员，并根据现场员工名单表、各宿舍人员登记表，经事发现场人员的证实，确定事发现场人员名单，并与到达安全区人员进行核对，判断31、是否有被困人员；随时与项目部安全领导小组、抢险组、救护组、通讯组保持联络。 事故现场通讯组，保证现场内与其相关单位及应急救援机构的通讯畅通；随时与项目部安全领导小组、抢险组、救护组、通讯组保持联络。 项目部安全领导小组接到报告后，立即向上级安全领导小组报告。报告内容包括发生事故的单位、时间、地点、伤者人数、姓名、性别、年龄、受伤程度、事故简要过程和发生事故的原因。不得以任何借口隐瞒不报、谎报、拖报，随时接受上级安全领导机构的指令。 项目部安全领导小组根据事故程度确定，工程施工的停运，对危险源现场实施交通管制，并提防相应事故造成的伤害；根据事故现场的报告，立即判断是否需要应急服务机构帮助，确需应32、急服务机构的帮助时，立即与应急服务机构和相邻可依托力量求教，同时在应急服务机构到来前，作好救援准备工作：如：道路疏通、现场无关人员撤离、提供必要的照明等。在应急服务机构到来后，积极作好配合工作。 事后，项目部安全领导小组，及时组织恢复受事故影响区域的正常秩序，根据有关规定及上级指令，确定是否恢复生产，同时积极配合上级安全领导小组及政府安全监督管理部门进行事故调查及处理工作。应急救援机构电话号码：匪警：110 火警：119 医疗急救：120九、文明施工与环境保护1、环保保护的目标
