编制依据1、湖北省政协办公楼节能及维修改造设计说明；2、建筑施工扣件式钢管脚手架安全技术规范JGJ130-2001；3、武汉市建筑施工现场安全质量标准化达标手册；4、建筑施工高处作业安全技术规范JGJ80-99；5、建筑施工安全检查标准JGJ59-2011；6、湖北省、武汉市人民政府有关建筑工程管理、市政管理、环境保护等法规及规定、JGL59-99标准；7、现场和周边环境的实地情况。2 工程概况湖北省政协办公楼建于1996年，项目位于武汉市武昌区洪山路853、号，建筑为地上8层，地下1层，建筑面积约1.8万平方米。办公楼南面为洪山路，东面为天鹅路，均为城市主干道，且位于东湖之滨，具有较好的交通景观条件。本次节能及维修改造工程涉及内容包括屋面改造（防水、保温处理）、墙体改造（增设保温层）、外窗改造、门厅改造、环境改造、立面改造、太阳能利用及中庭改造（待定）。 3 施工部署3.1脚手架选型及设计参数根据本工程图纸设计，入口处顶部网架下檐高度为32.3m，其正下方门厅大雨棚面标高为14.3m。根据整体施工部署，上部网架采用空中散装法进行施工，为满足施工质量及施工安全要求，特选用扣件式钢管满堂架辅助施工。满堂架参数：搭设高度H=32.3-14.3=18.04、m；（不含护身栏杆高度）la=lb=1.5m，h=1.8m。3.2满堂架平面布置图插图 1 施工准备4.1、材料准备钢管应为力学性能适中的Q235A级钢，钢管截面尺寸为外径48mm，壁厚3.0mm，立杆、水平杆和剪刀撑长度为46m。扣件用可锻铸铁铸造的直角扣件、旋转扣件和对接扣件。外立面采用绿色密目安全网全封闭。脚手架钢管采用黄色油漆涂刷，剪刀撑采用黄黑相间油漆涂刷。结合本工程结构特点以及所需钢管刚度好、强度高的特点，钢管脚手架，在选材方面需遵循以下原则：1、钢管（1）、钢管应为力学性能适中的Q235钢，其力学性质应符合国家现行标准碳素结构钢（GB700-89）中Q5、235A钢的规定。（2）、钢管的截面尺寸应为外径48mm，壁厚3.0mm，尺寸统一，严禁不同外径的钢管搭配使用。用于立杆、水平杆、剪刀撑和斜杆的钢管长度为46m。（3）、钢管质量的检验要求：、钢管应无裂纹，两端截面应平整，钢管不得弯曲。、钢管上严禁打孔。、钢管的外观质量检验应按下表进行：插表1 管7钢管锈蚀程度应每年检查一次管壁上锈蚀的深度，不得超过0.50mm8其它项目同新管项次3、4、5同新管3、4、52、扣件（1）、应使用与钢管管径相配合的、符合我国现行标准的可锻铸铁扣件。（2）、技术要求：、扣件应采用机械性能不低于KTH330-08的可锻铸铁制作。、铸铁不得有裂纹、气孔；不宜有缩松、砂眼或其它影响使用的铸铁缺陷；并应将影响外观质量的粘砂、披缝、毛刺、氧化皮等清除干净。、扣件与钢管的贴合面应保证扣紧时接触良好。、扣件活动部位应能灵活转动，旋转扣件的两旋转面间隙应不小于1mm。、当扣件紧夹钢管时，开口处的最小距离应不小于5mm。、扣件表面应进行防锈处理。（3）、扣件外观质量的检7、验要求插表2 栓不得滑丝旧扣件4同新扣件的项次2、33、安全网（1）、根据使用功能要求，本工程安全网立网采用密目式安全网，水平兜网采用锦纶平网。（2）、技术要求、同一张安全网上的同种构件的材料、规格和制作方法须一致，外观应平整。、水平兜网宽度不得小于1.5m，密目式安全立网高度不得小于1.2m。产品规格偏差：允许在2%以下。每张安全网重量一般不宜超过4kg。、安全网应在1m1m面积内至少存在2000个网目；、安全网所有节点必须牢固。安全网必须具有阻8、燃性。4、脚手板本工程底座封闭采用木模板，楼层间架体拟采用木脚手板，板宽200300mm，长3m。两端使用14号镀锌铁丝捆紧，不得使用腐朽的木脚手板。4.2、主要材料用量插表3 劳动力准备整个外脚手架工程涉及到搭设、维护及拆除三个阶段，根据各个阶段的不同工作内容，劳动力的需用情况不同。我司根据业主要求安排劳动力，确保施工进度满足要求。5 施工方法5.1 满9、堂脚手架5.1.1 满堂脚手架基础脚手架基础立杆下设20050木垫块。5.1.2 搭设顺序放线脚手架基础清理铺设脚手板放置纵向扫地杆逐根树立杆安装横向扫地杆第一步横杆第二步横杆（依次往上搭设）加设剪刀撑铺脚手板绑护身栏杆和挡脚板立挂安全网钢板网硬质封闭。5.1.3 立杆搭设1、立杆采用4m和6m长钢管交替搭设，除在顶层可采用搭接外，其余各接头必须采用对接扣件对接。2、对接接头扣件开口方向应向下或向内，以防雨雪进入。3、立杆上的对接扣件应交错布置，相邻立杆接头位置的错开不小于500mm。各接头与中心节点相距不应大于步距的1/3即600mm。立杆接头如下图所示。4、立杆的搭接长度不应小于1m，不少10、于两个旋转扣件固定，端部扣件盖板的边缘至杆端不应小于100mm。5.1.4 扫地杆搭设纵向扫地杆采用直角扣件固定在距底座上皮200mm处的立杆上，横向扫地杆采用直角扣件固定在紧靠纵向扫地杆下方的立杆上。5.1.5 纵向水平杆的搭设1、纵向水平杆设置于立杆的内侧，并采用直角扣件与立杆扣紧。2、纵向水平杆一般采用对接扣件连接，至边角处可采用搭接。对接、搭接应符合以下要求：对接接头应交错布置，不应设在同跨内，相邻接头水平距离不应小于500mm，与相近立杆的距离不大于立杆纵距的1/3，即500mm。搭接接头长度不应小于1m，并应等距设置3个旋转扣件固定，端部扣件盖板边缘至杆端的距离不应小于100mm。11、3、纵向水平杆的长度一般不宜小于3跨，并不大于6m。5.1.6 横向水平杆的搭设1、每一主节点处必须设置一根横向水平杆，采用直角扣件扣紧在纵向水平杆上，该杆的轴线偏离主节点的距离不应大于150mm。2、操作层非主节点处的横向水平杆根据支撑脚手板的需要设置。5.1.7 剪刀撑的搭设在架体外侧四周及内部纵、横向每隔6m由底至顶设置连续竖向剪刀撑。因本工程架体高度高达18m，需在架体底部、顶部及竖向上每隔6m分别设置连续水平剪刀撑。剪刀撑应在竖向剪刀撑斜杆相交平面内设置，宽度为6m。5.1.8 脚手扳的铺设作业层脚手板应铺满、铺稳。做到严密、牢固、铺稳、铺实、铺平，不得有50mm以上间隙。1、脚手板12、一般应设置在三根横向水平杆上。当脚手板长度小于2m时，可采用两根横向水平杆，并应将脚手板两端与其可靠固定，以防倾翻。脚手板宜采用平铺，也可采用搭接铺设，搭接构造见下图。2、脚手板四脚用1.2mm镀锌铁丝固定在小横杆上。离开墙面200mm，严禁留长度超过150mm的探头板。搭接铺设的脚手板，要求两块脚手板端头的搭接长度应不小于200mm，接头处必须在小横杆上。5.1.9 护栏和档脚板在铺脚手板的操作层上必须在外排立杆内侧距脚手板面600和1200处设一道护栏，涂红白油漆，并设200mm高木挡脚板。5.1.10 满堂架的竖向及水平防护1、满堂架外侧立面采用1.8m6m绿色密目式安全网进行封闭。用113、6#铁丝将安全网绑扎在纵向水平杆上。2、每隔三步且高度不超过5m设水平安全网，作业层下设安全网。安全网必须兜挂至建筑物结构。6 脚手架验收和使用注意事项6.1 脚手架验收6.1.1 满堂架的验收时间（1）、作业层上施加荷载前；（2）、每搭设完两层后；（3）、达到设计高度后；（4）、遇到六级大风与大雨后； （5）、停用超过一个月。6.1.2 脚手架拆除1、满堂架在拆除前应检查扣件连接、连墙件、支撑体系等是否符合构造要求，并由单位工程负责人组织进行拆除安全技术交底，清除15、脚手架上杂物及地面障碍，根据检查结果确定拆除顺序和措施，并经主管部门批准后方可实施。2、划分作业区，地面专人指挥，严禁非作业人员入内。3、高处作业人员必须戴安全帽，系安全带，穿防滑鞋。安全带应高挂低用，并应挂在建筑物结构上。 4、拆除作业必须由上而下逐层进行，严禁上下同时作业。5、各构配件严禁抛掷至地面，当天拆的钢管、扣件，当天清理归堆码放。8 安全文明施工1、搭设人员必须是经过考核合格的专业架子工，必须持证上岗，不允许患高血压、心脏病病人上岗。2、搭设满堂架的人员必须戴安全帽、系安全带、穿防滑鞋。3、施工作业层不得超载。4、六级及六级以上的大风和雾、雨、雪天气时应停止满堂架搭设与拆除作业。雨16、雪后上架作业应有防滑措施，并应及时扫除积雪，满堂架四角设避雷针，大风雨等恶劣天气过后要对脚手架进行全面检查保修。5、在脚手架使用期间，严禁拆除下列杆件：.主节点处的纵横向水平杆；.连墙杆件。6、在满堂架上进行电气焊作业时，应采用石棉布将作业点下部进行封闭，防止火花溅落至下层，同时在下层应有看火人员及灭火设备。7、搭拆满堂架时地面应设围栏和警戒标志，并派专人看守，严禁非操作人员入内。9、搭设满堂架的材料要堆放整齐，不得随地乱丢。使用完毕的材料应及时回收，该归堆的归堆，该入库的入库。10、应定期检查外脚手架，及时将脚手架上的垃圾及杂务清理干净。11、搭拆满堂架的严禁抛接钢管、扣件、扳手等材料及工17、具。12、拆除的钢管、跳板、扣件及安全网应及时转运至指定地点，禁止随地堆放。13、其它详见本工程施工组织设计和安全施工方案9 外脚手架计算书9.1 满堂脚手架计算9.1.1 计算说明满堂脚手架的承载能力按照概率极限状态设计法的要求，采用分项系数设计表达式进行计算。因本工程满堂脚手架主要为上部网架支撑架，在此只计算立杆稳定性。本工程落地式脚手架搭最大搭设高度为18m。9.1.2 立杆承载力的验算根据规范说明，立杆稳定性计算部位选择为底层立杆段。立杆的稳定性按照下式计算：式中：N：计算立杆端的轴向力设计值；：轴心受压杆件的稳定系数；A：立杆的截面面积；根据规范取5.38
