Plan认识连云港连云港地处我国沿海中部,江苏省东北端,新亚欧大陆桥的东方桥头堡,现辖赣榆、东海、灌云、灌南四县和新浦、3、连云、海州三区,拥有一个国家级开发区,总面积7444平方公里,人口465万,其中市区面积880平方公里,建成区面积52平方公里,人口70万。新浦区为市政府所在地,拥有一个国家级经济技术开发区、一个国家级出口加工区和两个省级开发区。City ProfileLian Yun Gang is located in the middle of east costal area,northeast of Jiangsu,and the first stop of New Asia-Europe Bridge to the east.It includes four towns:Ganyu,Donghai4、,Guanyun and Guannan,three districts:Xinpu,Lianyun and haizhou,and one national development zone.The city area totals to 7,444km2 with 4,650,000 populations,including 880km2 downtown,52km2 developed area with 700,000 populations.The municipal government is located in Xinpu District,including one nat5、ional economic/technical development zone,one national export processing zone and two provincial development Plan中国东部沿海地区是中国经济最发达、最有活力的城市连绵区,在沿海线上已经形成了京津唐、长三角、珠三角等多个城市经济圈。现在连云港所在的徐连经济带还没有成为一个能够与其他经济圈竞争的实力,很大程度上是由于长期以来没有跳出原有的地域。不过亚欧大陆桥国家战略的贯6、彻为连云港的发展带来契机。而连云港本身也在为腾飞而努力。The east coastal is the most dynamic and sophisticated urban area in China.A few metropolis circles,such as Beijing-Tianjin-Tangshan,Yangtze Delta,Zhu Jiang Delta have been formed.Due to the regional constraint,the circle of Xuzhou-Lian Yun Gang is not competitive with ot7、her circles for the time being.The implementation of national strategy-“Asia-Europe Bridge”-provides opportunity for the future development of Lian Yun Gang.And Plan就江苏层面看,江苏区域经济发展差异列全国最大地区之一,虽然苏南的8、高速发展提高了江苏省的平均水平,但是在新的发展时期,江苏省认识到苏北是江苏发展真正而可靠的腹地,于是提出“振兴苏北”战略,将对江苏的长远发展产生深远影响。连云港作为苏北最重要城市之一,应当成为“振兴苏北”的先行者。在连云港总体规划(2003-2020)中,将连云港的城市性质确定为新亚欧大陆桥东桥头堡和国际性海港城市,全国重点旅游城市,江苏省海洋开发基地。在西小山项目规划之前,我们先对其所处的城市的发展背景和未来展望进行深入地了解,在此基础上得以思考连云港到底需要怎样发展,而我们的项目又在其中起什么作用。In the context of province,the regional differ9、ence in Jiangsu is biggest in China.The sharply development of Sunan increases the average level of Jiangsu,but Subei is deemed to be the reliable backbone of Jiangsu during the new development period.Therefore,the implementation of the strategy development of Subei will greatly influence the future10、 development of Jiangsu.As one of the most important cities in Subei,Lian Yun Gang will become the pioneer of“development of Subei”.In the master planning of Lian Yun Gang(2003-2020),Lian Yun Gang is defined as the first stop of New Asia-Europe Bridge to the east,the international harbor city,nation11、al tourism city and marine development base of Jiangsu.We perform the LYG Hill planning on the base of the understanding of the context and development vision.What is the future of Lian Yun Gang,and what is our role in the future development will be finalized.21港城国际购物公园规划案 Lianyungang International 12、Shopping Park Plan城市组团由于地形的限制以及历史的原因,连云港长期以来形成了一种分散多组团的发展模式,多组团的布局形成了多中心的空间结构体系。这一在过去不利的城市形态,在交通发达和信息交流加强的今天反而对城市可持续发展有利。应当认识到这是一种现代城市空间结构。根据城市总体规划连云港将加强组团城市这一结构形态,规划中确定连云港城市由新海城区和连云城区组成组团式城市形态。其中新海城区是城市的行政、文化体育、商业商务中心,科研教育和创新研发基地。新海城区包括城市主中心。未来主要向东北方向发展,适度向东南方向发展。连云城区是城市对外交流的窗口,是区域性国际商务中心、国际海港、经济技术13、开发区、保税加工区、临海产业区和海滨旅游基地。连云城区包括城市副中心。未来主要向西南方向发展。连云城区一般被称为东部城区,我们的基地即在其中部。Urban ClusterDue to the regional and historic constraints,the development clusters independently scatter in Lian Yun Gang.This framework forms the urban structure with multi-center,which used to be unfavorable for the urban deve14、lopment,but desirable in present because of the convenient transportation and information communication.It should be realized to be a modern urban structure.According to the master planning,Lian Yun Gang will enhance the above mentioned structure.In the planning,Lian Yun Gang is consisted of Xin hai15、 District and Lianyun District.Xinhai District is the administrative,cultural,sport,commercial and business center as well as educational and innovative base.Xinhai District includes the primary urban center.In the future,it will develop to the northeast as well as the southeast.Lianyun District is 16、the showcase of urban profile as well as international business center,international harbor,economic/technical development zone,free trade processing zone,coastal industrial zone and coastal tourism.Lianyun District includes the sub-center.In the future,it will develop to the southwest.Lianyun Distr17、ict is called East District,of which our site includes central commercial,tourism reception,educational center,administrative center and residential center.The industrial is located on the north of Xinhai.Encompassing each center,the residential will be developed to accommodate 680,000 populations.Lianyun District includes busines19、s center,harbor area and harbor industry.LYG Hill is located on the southwest of business center.Two Plan交通联系连云港处在亚欧大陆桥桥头,对外交通联系便利,海上有港口。陇海线从港区开始,20、穿过东部城区和新海城区伸向西部腹地和欧洲大陆。这里也是连霍高速公路的起始点。同三国道从南北向通过连云港西部(同三国道苏北段一般称为连盐通高速公路)。同时,沿海铁路(连云港至盐城,南接新长铁路)的建设也在计划之中。空运方面,白塔埠机场也将进行二期工程扩建。西小山东侧的中山西路(新港大道)是西小山最重要的对外交通联系,向北可以到达港口,向南联系新海城区和连霍高速公路。Traffic LinkageAs the first stop of Asia-Europe Bridge to the east,Lian Yun Gang enjoys favorable transportation.It h21、as the harbor area.Long-hai Railway starts from the harbor and further to the west and Europe through east district and Xinhai District.It is the beginning of Lian-Huo Expressway.Tongsan National Highway passes through the west of Lian Yun Gang from south to north(Subei part of Tongsan National High22、way is called Lian-Yan-Tong Highway).And the coastal railway(Lian Yun Gang to Yancheng,and to Xinchang Railway on the south)is under construction as well as the expansion of Bai Ta Bu Airport Phase II.The West Zhongshan Road(Xingang Street)on the east of LYG Hill is the the most critical access to t23、he surrounding area,which links to the harbor area to the north,and Xinhai Development”,actively promote the intensive d24、evelopment.At present,the tourism form is transforming from sightseeing to resort.Fully use the unique mountain and sea landscape,profound history/cultural background,properly develop the coastal,mountain and hot spring,improve the tourism environment,create new urban image,enlarge the tourism indus25、try scale,enhance the identity of“dynamic harbor,resort destination”,and provide an international tourism destination of recreation,sightseeing,resort,education and culture.It is obvious that“city of mountain and sea”is the primary feature of Lian Yun Gang.She envisions a resort center on east coast26、al on the base of this feature.The critical tourism routes in Lian Yun Gang are mountain and river,golden beach,cultural relics and resort.Among three tourism districts of Lian Yun Gang,LYG Hill is located in the coastal area.Different from other tourism attractions,LYG Hill indirectly connects to t27、he sea.Due to the unique location,the total coastal area is visible from LYG Hill.And LYG Hill is the gateway to the coastal area,the movement of the tourists provides opportunity for the future Lianyungang International Shopping Park PlanSite PositioningAccording to the master planning of Lian Yun Gang,the mountain,sea,harbor and city will be integrally developed.The east coastal will be the key area for short-term development of Lian Yun Gang.At pre30、sent,the competition of east coastal area planning is holding by Lian Yun Gang Government,which strengthens the influence of the future development.LYG Hill is located in the center of east coastal area,which provides access to the east district as well as linkage between two natural districts.Two p31、rimary urban roads pass through west and east of the mountain.The existing commercial and residential mainly concentrates on the north and south of the mountain.The unique geographic location provides opportunity for the site to play critical role in the future.LYG Hill is the barrier as well as lin32、kage of two urban district separated by LYG Hill.The success of LYG Hill will efficiently connect the south district and the east distrcit.It will strongly provide support to the development of east district to the southwest.Regarding the overall east coastal area,LYG Hill further improve the urban 33、image of east urban area.It will be one of three commercial systems with CBD in East Bay and Haitang Commercial Center in Zhonghua Road.It is place for gathering,and it provides strong daily and cultural support to the urban ecvvonomic influence.The location of LYG Hill allows it to be the“Urban Eye34、”to the city.Regarding Lian Yun Gang,the site is the gateway to the east district.We believe that the developed LYG Hill will address the“Urban Landmark”of east district of Lian Yun Gang.基地在东部城区的地位根据连云港“山、海、港、城”一体发展的城市规划,东部滨海地区将是连云港近期发展的重点。现在连云港规划管理部门正展开东部滨海地区的规划竞赛,为后继的发展扩大影响和积累思路。西小山即位于东部滨海城区城市中部,既35、是进入东部城区的门户,又是东部城区现已形成的两大自然区域的联接地带,城市两条主要道路分别从山的东西两侧经过,现存的城市主要商业区及主要居民区云集山的南北两面,特殊的地理位置条件,决定了这一区域在未来城市中所担负的特殊使命。对于被西小山分隔的两个城市片区,西小山即是障碍、又是纽带。现在西小山周边住宅云集,已形成新旧两个最大的住宅小区,西小山的成功发展可以有效地将整个东部城区联系起来,同时对于东部城区主要向西南发展的总体战略进行有力支持。对于整个连云港,远近适度的交通环境,是商圈开发的重要条件,她是东部城区的门户,我们相信发展后的西小山会成为连云港的城市名片和城市客厅。26港城国际购物公园规划案 36、Lianyungang International Shopping Park Plan基地周边功能现状东部城区被后云台山分成两个部分,属于后云台山余脉的西小山两侧是两部分城市片区沟通的重要通道。相比之下,北片由于毗邻港口现在已经具有相当规模,沿西小山东侧的中山西路向东北不远即为城市中心所在。而南片建成规模较小。基地东侧不远为后云台山,西面曾是盐田,陇海铁路在基地和盐田之间穿过,通向港区。根据连云港总体规划,东部城区将有较大的发展。基地南北两个居住片区将发展扩大,东北侧将形成商务办公中心,基地西部跨陇海线形成临港工业区和物流仓储区域。西小山将不再是东部城区边缘的附属地形,而是城市中心的黄金活动37、区。Existing ContextAccording to the master planning,the east district will be greatly developed.Both north and south residential will be enlarged;the business center will be located on the northeast;and the coastal industry and logistics will be located on the west.LYG Hill will be the critical area 38、of urban center instead of edge of east district.The east district is divided by the Hou Yun Tai Mountain.LYG Hill belongs to Hou Yun Tai Mountain,on each side of which is the key connection between two urban districts.Adjacent to the harbor,the north district is comparatively large-scaled.The urban39、 center is located on the northeast of West Zhongshan Road,east of LYG Hill.The south district is smaller in scale.Hou Yun Tai Mountain is on east of the site,and the west area used to be the salt pan.Longhai Railway is located between the site and the salt pan.27港城国际购物公园规划案 Lianyungang Internationa40、l Shopping Park Plan土地利用本案用地总面积54.4公顷,其中山体绿地面积19.9公顷,占用地总面积的36.6%。现状山体没有利用,保持自然绿地特点。在山体东侧和南侧,已建有一定规模的居住和商业、办公等民用建筑。在山体西南侧为仓储用地,东南侧为一变电站,西北侧为住宅。根据连云港东部滨海商务核心区控制性详细规划,本案规划范围内用地性质包括商业金融、文化娱乐、二类居住、广场、公共绿地和林地。Land UseThe total area of the project is 54.4hec,including 19.9hec.mountain,which is 36.6%of the41、 total area.The existing mountain will be reserved as natural green.There are sophisticated residential,commercial and office on the east and south of the mountain.The warehousing is on the southwest of the mountain,the transformer substation on southeast,and the fields on northwest.According to the42、 regulatory plan of business center in east coastal area of Lian Yun Gang,the site is defined as commercial,financial,culture,recreation,residential of Class II,plaza,public green and forest.28港城国际购物公园规划案 Lianyungang International Shopping Park Plan现状交通本案用地东侧的中山西路和南侧的规划道路是城市主要交通联系道路,其中中山西路是联系连云港城市组团43、的关键道路。基地西侧的规划道路和北侧的文教路为城市次干道。基地东北侧的西园路为城市支路。此外,在基地内部现状有一条道路作为内部各地块的对外通道。在规划中,我们根据外部道路特点,对基地内道路进行设计。Existing TrafficThe West Zhongshan Road on the east and proposed road on the south is the primary linkage.West Zhongshan Road is the key road linking each cluster in Lian Yun Gang together.The proposed44、 road on west and Wenjiao Road on north are the secondary roads.Xiyuan Road on northeast is the urban collector.In addition,there is one access to the surrounding area.In the planning,we will perform traffic design to each road according to the outside roads.29港城国际购物公园规划案 Lianyungang International S45、hopping Park Plan开发限制本案的开发限制来自于三方面:山体:西小山高100米左右,南面坡度相对较缓,已经达到30%,大规模建设困难,而山体北部几乎为绝壁,是开山挖石所致,现在已成为西小山的一个特点。电力线:在山体南部有平山变电所,向东北、西北和西南出35kV高压线,对基地有一定程度切割。不过随着变电所的迁移,这些作为发展障碍的电力线将不再存在。特殊用地:山体东北地块现状为特殊用地,动迁难度较大,在工作中,我们考虑了动迁的可能方案,但在最终方案中对其保留。Development ConstraintsThree development constraints of this pr46、oject:Mountain:LYG Hill is 100m high.The gradual slope on south reaches to 30%,which is not desirable for large scale development.The cliff on north is resulted from the excavation,which is the most important feature of LYG Hill.Power line:Pinshan transformer substation is located on the south of th47、e mountain,from which 35kV power line extends to northeast,northwest and southwest.They separate the site into pieces.As the relocation of the substation,these power lines will be removed from the site.Special land:northeast of the mountain will be reserved for special purpose.We provide option of r48、elocation,but preserve it in the final design.30港城国际购物公园规划案 Lianyungang International Shopping Park PlanLandform AnalysisThe main area of the project is LYG Hill.The gradual slope on south reaches to 30%.The average gradient of cliff on north is 50%.And the gradient of slope on east and southwest is49、 15%,which is desirable for development.The gradient of LYG Hill is the problem for development.The mountain is 100m high,which is suitable for climbing and public activity.In addition,there is no big ditch on the mountain.地形分析本案规划范围以西小山为主体。山体南面相对较缓,平均坡度约为30%,而北面为断崖构造,平均坡度达到50%。山体东麓和西南麓地形较为平缓,平均坡度分别50、为15%左右,属于便于建设的用地,现状已有一定发展。西小山的坡度对建设是一定障碍,但山体最高高度约100米,非常适合市民登高,供城市公共活动所使用。此外西小山山体面较为规整,没有明显沟壑。31港城国际购物公园规划案 Lianyungang International Shopping Park Plan根据这样的地形特点,我们认为西小山的山体不应进行大规模的建设,应当顺应其特点,保持大面积绿化山坡,其中可以适当点缀小型建筑,起到画龙点睛的作用。而对于山顶部分,为了增加市民活动的趣味性,增强场所精神,应设置公共建筑集聚人气,在建筑设计上应富有特色,使其成为城市一大亮点。According to 51、these features,we believe that the large scale development should not be implemented on the mountain.The large green slope should be reserved with supplement of minor structure.On the mountain top,the International Shopping Park Plan现状建筑分析现状西小山周围均有建筑。山麓附近居住多为低层住宅,基地南部为低层仓储建筑,这些建筑形式简陋、损坏严重,以一二层的砖木结构为主。基地东北角和中山西路沿街部分建筑为多层到小高层建筑,建于1990年以后,结构质量较好。Existing BuildingThere are existing buildings on each side of th53、e mountain.On the mountain foot,most of the residential are low-rise.The low-rise warehousing is located on the south.They are 1-2 storey masonry-timber structure in simply form and badly damaged.Part of the multi-storey and middle-rise are located on northeast and along West Zhongshan Road,which is54、 built after 1990 and well protected.33港城国际购物公园规划案 Lianyungang International Shopping Park Plan对于基地内大部分质量较差的低层建筑,其使用功能与城市发展不相协调,拆除难度不大。而基地东北角部分较新的建筑,一方面质量较好,其中有些现在为商业功能,与发展趋势没有大的冲突;另一方面,特殊用地的迁移难度较大。规划对这些建筑进行保留。For most of the low-rise with bad quality,their functions are not harmonious with the urba55、n development,which may be easily demolished.Some new buildings with better quality on the northeast now is for commercial use,which cater to the present development;on other side,the
