项目区背景及建设的必要性1、吉木萨尔县有关情况吉木萨尔县隶属新疆昌吉回族自治州，地处天山山脉北麓，东邻奇台县，西与阜康市相毗连。与新疆首府乌鲁木齐相距159公里，有公路相通，交通十分便利。吉木萨尔县境土地面积为1.12万Km2，人口13万余人，主要有维、回、汉、哈等民族，境内自然条件优越，水源充沛，土地肥沃，牧草丰茂，物产丰富。2000年全县国内生产总45、值2.99亿元，“十五”末期规划达到6.81亿元。该县历史悠久，人文荟萃，山川秀丽，景色优美，古迹遍布，是闻名中外的古丝绸之路北道重镇，拥有丰富多彩的旅游资源。随着我国旅游业的兴起和西部大开发的实施，新疆自治区、昌吉自治州及吉木萨尔县都把发展旅游业作为本地区优先发展的产业，制定和完善了相关的优惠政策，在人力、物力、财力上予以倾斜，吉木萨尔县编制的“十五”计划远景目标规划纲要明确提出把旅游业作为重点发展的行业，给予了高度的重视和支持，这对于本项目的开发和实施提供了可靠的保障。2、温泉井开发现状吉木萨尔温泉井是新疆石油管理局1982年为探查该区石油蕴藏情况钻探的预探井（也称沙南一号井），碰巧打到高46、压持水地层，成为自喷高温矿泉井，1985年移交给吉木萨尔地方所有，同时对其在治疗方面进行了初步开发应用，在该井附近建设了简陋的浴疗设施，到目前为止已吸引了周围青河、富蕴、吉木萨尔、奇台、阜康、昌吉、米泉、乌鲁木齐等地及准东油田的游客，前往进行浴疗和洗浴，累计接待人数在万人次以上，对神经系统功能障碍、风湿性关节炎、骨折关节僵硬、肌肉瘫痪、动脉硬化、脑溢血后遗症、半身不遂、皮肤病等有显著疗效。同时对消除疲劳、增强体质、保健美容也有明显作用。由于资金不足，目前功能单一，设施简陋，远不能满足游客的要求，致使丰富质优的地热资源没有得到很好的开发和利用，新疆天山天池旅游股份有限公司经与吉木萨尔协商，决定投47、资全面开发这一旅游资源，委托新疆国际工程咨询公司编制该项目的可行性研究报告。3、项目区气候及相关情况该温泉所在区域地处准噶尔盆地东北部，受天山北麓东段与卡拉麦里山南麓相夹，属吉木萨尔县五彩湾地区，地势平缓，井位海拔高度474.57米，区域气候属大陆性中温带干旱型气候，年平均气温5，年降水量170毫米左右，年蒸发量2000毫米左右，年平均日照2900小时左右，年平均无霜期170天。该区域所在的五彩湾地区自然风景奇特，自然景观众多，因此该温泉所处的五彩湾地区也被称作神秘的“五彩城”。区域内不但有五彩城、呜沙山、化石沟等自然旅游景观，而且有国家重点保护动物普氏野马、野驴、黄羊等。随着区域内准东油田的48、大规模勘探开发和横贯该区的新216国道的开通，人们才有机会一睹其神秘的自然景观。区域内还具有丰富的自然矿产资源，主要有褐煤、土盐、丝光沸石、芒硝、钠基膨润土、珍珠岩、高岭土和金矿等。其中褐煤、珍珠岩和叶腊石尚未进行开发，其它矿产也只进行了初步开发工作。区域内除准东油田采油工业外，无其它工业。区内土壤为荒漠草甸盐碱土，植被属荒漠植被，以芨芨草和枇杷柴为主。井点方园十公里内无居民点。也无农业土地开发。其温泉水需经脱盐处理后方可饮用，目前温泉治疗院生活饮用水尚需从十公里以外拉水。其供电延用准东油田探井电网。该区域周边地区的北部和东部地区工业不发达，基本以农牧业为主，但南部地区随着准东油田的大规模勘探49、和开采，以及吐乌大高等级公路的开通，其经济和社会发展速度较快，已形成包括米泉市、阜康市、吉木萨尔县和奇台县在内的延天山经济增长带。该经济增长带内阜康是全国著名的自然风景区。中外驰名的天池旅游区距温泉约160公里。吉木萨尔县境内有唐代北庭大都护府遗址、北庭高昌回鹘佛寺壁画、车师古道及丝绸古道等古文化旅游景点。4、项目建设的必要性旅游业是一项经济效益高、低污染、高速度，可持续发展的新兴行业，具有强大的生命力和发展前景，是本世发展最快的产业之一。据有关资料报道，旅游业每增加1元收入，相关行业就可以增加4.3元收入，旅游行业每增加1名就业，相关行业就可增加5个人就业。当前及时利用国家开发西部的政策支持50、以及新疆旅游业方兴未艾的大好时机，将这一不可多得的资源优势转化为经济优势，即推动了当地的经济，拉动当地的相关产业发展，又使天山天池旅游股份有限公司获得良好的经济效益。5、开发目标及要求以保护生态为前提，合理利用并充分发挥现有资源，把本项目开发成昌吉州东三县准噶尔大漠奇观旅游网络的前沿基地，要求开发建设的项目，不仅符合自治区旅游发展总体规划的总体要求，更能成为本区在旅游资源开发和生态环境保护双方面都达到效益优良的成功范例。 旅游资源概况及评述 21 22 温泉水资源及水质评述 1、水资源评述 （1）水文地质特征温泉位于准噶尔盆地东北部，区域地质构为造帐（蓬沟）北（三台）隆起，局部地区构造位于帐北隆起中部的沙（丘河）南构造上，部位处于沙南构造的轴部。现出水地层属中石炭统（C b2）的巴塔玛依组地层，出水地层深度范围为：1858.85 -2038.92米，其持水岩层组合上部以深灰色或墨绿色玄武岩为主，夹紫红色泥质粉砂岩，其玄武岩裂缝发育，密布的微裂缝将岩石分割成碎块，裂缝面多已风化，并含有灰白色及肉红色沸石；下部为灰色或紫红色安山岩和玄武岩、碳54、质砂泥岩及灰白色凝灰岩，其凝灰质与不等粘沙岩互层，在凝灰岩中分布着许多结晶良好的黄铁矿。该地层水文地质特点是由以上岩石矿物特征与准噶尔盆地古海相沉积水在约2000米深层高温度压长时间作用下形成。根据中科院新疆化学所沙南一号井水质分析报告中氦和氩的含量，用萨费钦科法推算出该井水形成的地质年龄为7.7亿年。（2）、可开采水量从1984年4月20日准东油田下套管试压完井到1998年11月8日期间，自溢水量、流压及水温水质等参数经先后三次测试基本保持不变，流量为280m3/d，水温为75，流压为188kg/cm2。该水量可供千人以上同时洗浴，水量非常充足，足够建一座较大型的温泉疗养院。根据新疆石油管理55、局钻井处钻井地质总结报告和准东油田试油地质总结报告的结论可以证实以下三点：第一，中石炭统（C b2）上四个地层段均为高压持水地层，即该井的持水地层，且与电测结果相吻合；第二，这四个持水层段受独立统一的压力系统所控制，各层水量及压力差别属于岩层物性的变化所致；第三，由于沙南一号井位于帐北隆起中部，沙南构造的轴部，导致该井四个持水地层被沙南构造上以中石炭统为标准的圈闭所独立，不可能有工业性油气流存在，也不可能受到周围准东油田采油地层压力变化的影响。在此不受其它地层压力影响的独立构造情况下，该井持水地层厚度从1958.85到2038.92米；厚度达180米以上，其流量在280m3/d时，如不人为加大56、抽水量，估计至少使用五十年以上也不会有多大流量和压力变化。2、水质评述该温泉的物理特性为：水温75，属高热温泉；水年龄7.7亿年，属古海相沉积水；矿化度17.94g/L，属高渗透压温泉；PH值8.0,属弱碱性温泉;流量280m3/d，流压188.42kg/cm2，属高压自喷高流量温泉。以上各项物理特性均属优良。根据沙南一号井水质分析报告（中科院新疆化学所）该温泉库尔洛夫水化学特征表达式为： Cl95.94222Rn2.83Bq/L H2SO.57 Lio.99 Sr63.7 H3BO369.77 H2SiO374.5 M17.94 Ca70.12Na29.6因此按水化学特征该温泉水属富含硫化氢57、锂、锶的硼酸型、偏硅酸型、氯化钙钠型复合矿泉水。该温泉各项指标可与我国广东省著名的中山温泉和平沙温泉相比美，但沙南一号井温泉富含高医疗价值的硫化氢、锂、锶、硼三项微量活性离子成份，而中山温泉和平沙温泉不具有。根据中国医疗矿泉水的水质标准和对医疗矿泉水的定义（1981年）见表一，沙南一号井温泉水有以下两项指标同时达标：H2OsiO3 74.50Mg/L;矿化度17.94g/L,Cl-10.65g/L,Ca2+4.47g/L,Na+2.16g/L。据此该温泉水可称为硅酸型和氯化钙、钠型复合医疗矿泉水。由于其中还含有在医疗上起重要作用的如下多项较高含量的微量活性成份：H2S0.57mg、F-1.158、8mg/L、Li0.99mg/L、Sr63.7mg/L、H3BO369.77mg/L、222Rn2.83Bq/L,且具有水温高（达75）、渗透压大、水年龄非常长及流量稳定等特征，因此综合评价结果为：沙南一号井水是一种高热、高渗、自喷、水年龄古老的富含硫化氢气体、氟离子和锂、锶、硼及微量元素的硅酸型和氯化钙钠型复合优质医疗矿泉水。表一 我国早在秦汉以前，就曾利用温泉治疗疾病，如陕西骊山汤泉。在公元一世纪东汉张衡的温泉赋，公元五世纪北周羽信的温泉碑文，到明代李时珍的本草纲目中都记述了温泉治病防病的作用和方法。随着科学技术的深入发展，温泉水的医疗价值已逐渐被从事与医疗泉泉水研究相关的科学家们所提示。其医疗作用是建立在人体是由常量化学元素和微量化学元互所组成的基础上。在生命的进程中，为了维持元素在人体内的平衡，常量和微量元素必须经由各种食物和水进入人体消化系统和体表交换系统被人体吸收和排汇来维持。当某种60、元素长期摄入不足时就易引起某种疾病的产生，尤其是某些人体必需的微量元素，而温泉水含有各种矿物盐常量元素和微量元素，而且以离子状态存在易于被吸收，有着药物化学的作用。矿泉水浴疗是指当人的身体全部或部分浸入矿泉水中时，在一定的时间内，由于矿泉水中特有的常量化学成份、微量元素或气体成份的药物化学作用，以及水温、水压、浮力、电磁性等物理性质的理疗作用，或对某些适用疾病所产生的特殊治疗效果。在这里仅介绍该温泉以下二个方面的矿泉浴疗价值。物理特性的浴疗作用：该温泉具有水温高、流压大、高渗透、水年龄长和感观良好等物理特性。在进行浴疗（水下按摩、肢体关节功能训练、骨折关节僵硬恢复、神经麻痹和肌肉瘫痪理疗等）时61、，能够扩张血管，促进血液循环，增进新陈代谢、灵活肢体，促使排除病变产物，因而有利于人体各项组织机能的恢复健康。所以对神经系统功能障碍、风温性关节炎、骨折关节僵硬、肌肉瘫痪、动脉硬化、脑溢血后遗症、半身不遂等病症有显著疗效。此外，由于该温泉的高矿化度和高渗透压，在进行全身温泉浴疗时，其特有的压力和浮力作用是一般温泉所不具有的，尤其对各种运动功能障碍的患者，治疗效果非常好。该温泉的物理特性与海水相近，所不同的是水温和水龄均远大于海水。因此，该温泉具有海水浴疗所有作用，而且其浴疗效果远优于海水。主要体现在对神经系统功能性疾病和植物神经功能紊乱等代谢障碍性疾病，如肥胖病、尿酸体质病和继发性贫血等的治疗62、作用。该温泉浴疗如与其所处地区的无污染空气浴、日光浴及各种理疗方法配合起来应用，就能发挥更好的治疗作用。同时，如运用该温泉水进行水上运动活动，对人们还起消除疲劳，增强体质，锻炼身体的保健作用。化学成份的浴疗作用：人体是由化学元素组成的，通过各种化学元素的代来维持人体的生理平衡。沙南一号井温泉，由于其地下持水层温度高、作用时间长，因此，所含常量化学成份氯离子高达10.65/L、钙离子高达4.47g/L、纳离子2.16g/L，其矿化度高达17.94g/L，富含微量化学成份偏硅酸74.50mg/L、硼酸69.77mg/L、硫化氢0.57mg/L、锂0.99 mg/L、锶63.70 mg/L、氟1.163、8 mg/L、放射性气体氡2.83Bq/L。这些常量和微量化学成份在浴疗过程中通过该温泉所具有的水温、压力、渗透压、电导率等物理特性很容易穿过皮肤至人体组织内而发挥对某些疾病的治疗作用。氯化钙、钠的浴疗作用：特征为矿化度高，常量化学成份以氯离子、钙离子和钠离子为主，并含有丰富的微量化学成份锶离子、锂离子、氟离子和溴离子等。属古海相沉积水，其物理化学性质与海水十分相仿。其治疗作用与海浴相同，甚至更好，尤其对中枢神经系统功能性疾病如植物神经紊乱（失眠症）和新陈代谢障碍疾病如肥胖症及尿酸体质病等疗效很好。该温泉各项指标从所含氯化钙钠及相关成份来看与日本著名的有马沙泉和我国广东著名的中山温泉及平沙温泉64、相似，而后三座温泉早已建成为具有先进水平的温泉治疗设施、别墅式的温泉宾馆以及现代化的渡假娱乐场所为一体的温泉旅游区。硫化氢的浴疗作用：该温泉水所含有的硫化氢气体是一种最古老的民间用以治疗皮肤病的温泉水有效成份，俗称“硫磺泉”。其所含硫化氢气体虽然未达到医疗矿泉水的单项分类指标值，但由于其特有的水温高、渗透压大，水龄长和矿化度高等物理特征和富含硼酸、偏硅酸等化学成份特征共同作用，可以很明显改善皮肤血液循环及组织营养，使皮肤出现潮红，皮肤血管扩张、充血，加速血流速度，达到治疗各类皮肤病的目的。其作用原理是在上述物理特性和硫化氢、棚酸、偏硅酸等化学成份的共同刺激下皮肤所产生的一种组织胺类血管扩张成份65、，使皮肤血液循环加快，改善皮肤营养，起到促进皮肤伤口肉芽生长和上皮细胞生长的作用，达到治疗皮肤病的目的。该温泉浴疗对多种皮肤病治疗效果大多数非常明显，如慢性温疹、神经性皮炎、芥疮、牛皮癣等。此外，还可以扩张血管，舒张心脏的冠状动脉，对镇静神经、降低血压，治疗某些心血管病有很好的治疗作用。在促进人体新陈代谢，增强碳水化合物的代谢分解方面有良好作用，因此适合糖尿病患者进行治疗。特别是对改善关节软骨组织硫质的代谢，消除疼痛，恢复活动肌能的作用，在慢性风湿性关节炎的治疗上最为显著。放射性气体氡的治疗作用：该温泉水中氡2.83Bq/L，比一般地表水高，氡是镭以半哀期1590年不断哀变的产物。氡继续以半哀66、期3.8天蜕变产生一系列的子代放射性产物，这些子代放射性产物也会不断哀变并放出具有放射生物学作用的、射线。氡的治疗作用就是这些具有生物学活性的射线的电离辐射作用，尤其是粒子的强电离辐射作用所致。一般认为，氡温泉浴疗对心血管系统功能有调整改善功能，能降低高血压病人血压10毫米汞柱。对神经系统疾病，能利用氡属脂溶性气体的特性，进入体内渗透到神经组织内部，调节神经系统功能恢复平衡状态，达到镇静、催眠、镇痛的治疗作用，对神经炎、神经痛、关节炎等疾病有良好的治疗作用。氡浴疗对促进人体物质新陈代谢，特别是对嘌呤体、蛋白、糖的代谢有较好的促进作用，能加速细胞的再生和尿酸的代谢，具有刺激卵泡再生，调节妇女内分67、泌功能以及消炎、止痒等功效。因此，对糖尿病、妇女内分泌紊乱、月经不调、卵巢功能不全、痛风及某些皮肤病，如皮炎、牛皮癣、荨麻疹等均有治疗作用。第三章 客源市场分析 31 市场定位根据本项目旅游资源的特点和功能定位，主要为游客提供浴疗康复，消除疲劳，强身健体，休闲度假的服务项目，经分析主要客源为新疆本地为主，特别是昌吉州，吐鲁番地区，乌鲁木齐市及阿勒泰地区，距温泉较近，是温泉的主要客源地，其次是到天池至昌吉州东三县旅游的外地游客。 32 客源预测该温泉目前因设施简陋，规模较小，功能单一，游客较少，据调查了解，双休日最多时每天接待100人左右，平时一般每天接待50人左右。本项目实施后，在原来基础上完68、善和增加了旅游项目，提高了接待和服务档次，拓宽了旅游内容，丰富了旅游功能，游客会有明显增加。昌吉州、乌鲁木齐市、吐鲁番地区，阿勒泰地区四地州2000年人口总计428.25万人，按1.5%的人到温泉乐园为6.42万人。2000年到天池游客42万人，到吉木萨尔，奇台，木垒的游客25万人，总计为67万人。按3%的人到温泉乐园为2.01万人。到温泉乐园的游客每年为6.42万人+2.01万人=8.43万人，本项目如今年开工，2003年以前投入使用，到2005年游客达到89万人是有可能的。以此基数按年增长10%推算，预测到2010年每年游客人数见下表： 从旅游宏观市场分析，旅游业的高速发展也促成了新一批旅游开发项目向上档次、上规模、创精品品牌的方向发展，温泉旅游热推动了一批高雅、健康、开放的休闲度假项目的出现，而本区独特的天然资源有条件创造出一个比现有的温泉度假区更有国际视野的高档次旅游度假区，这样才有更远、更广的客源市场。 第四章 主要建设内容 41 建设地点及范围温泉乐园建设地点选在216国道东侧，距温泉水源约3公里，地势平坦，温泉乐园占地20公顷，土地为荒漠草甸盐碱土， 42 功能分区及主要设施的设置1、功能分区（1）中央会所及温泉宾馆接待区：作为70、准噶尔大漠景观旅游区腹地的度假中心，接待功能要有充分的前瞻性，即接待容量和接待质量要有充分的估计，这是乌鲁木齐以外，准噶尔盆地旅游区内最上档次的旅客栖息地，餐饮、娱乐、住宿、康疗、会议、文化、商业交流等功能齐备、建筑装饰设计起码按四星级要求，服务收费大多数项目按工薪阶层水平稍偏高收取，个别项目可作超星级收费。此功能包括接待入口大厅、中央会所、温泉宾馆和贵宾厅。（2）温泉休闲区：是中央接待区的主要附属服务功能，分大温泉泳池及多种多类中小温泉泡浴池，亦分公众区和贵宾区；分室外或半室内、分高温、恒温或低温；分休闲区和理疗服务区；还分为成人和儿童区；总体属于静区。（3）沙漠运动中心：凭借水和荒漠展开的71、多种新颖运动项目，如滑沙、沙地球类、沙地骑马、驾车、滑翔伞等。冬天还可开展滑雪、滑冰。（4）青少年活动基地以青少年素质培养为主要目的服务区，包括纳入世界青年旅舍体系的国际青年旅舍、野营地，紧靠运动中心。（5）知性旅游附设区：包括史前博物馆、沙漠温室植物园、人工湖景绿洲区和野生动物保护区前沿观赏站。2、项目及设施的设置经营性项目：（1）中心接待功能区：接待大厅总服务台、大堂吧、商店、信息站、旅 游项目、产品展示中心；中央会所特色餐厅、酒吧、卡拉OK舞厅、大小型 会议宴会厅、民族风情表演台、桌球室、 文娱室；温泉宾馆准四星标准房间100间，享用公众温泉浴 池；贵宾区设豪华客房、行政套房、总统级套房72、共20 间，全部配独家温泉池，并有VIP区贵宾 池区，行政套以上配独立芬兰汽浴室。（2）温泉休闲区：各类休闲式池恒温泳池冷水泳池特色温泉浴法式水中运动池 逆流水道 水中体操 高压喷射浴 旋涡池 牵引浴 泥炭浴 负氧离子浴 土尔其浴 俄罗斯浴 韩式浴 北欧式温泉浴 两极池桑拿按摩理疗服务（3）沙漠运动中心：滑沙（夏）滑雪（冬）沙地球类沙漠策骑沙漠越野车沙地滑翔伞沙地风帆沙漠探险定向运动 体能极限（4）青少年活动基地：国际青年旅舍简易床位100个国际青年营地多种野营方式（5）知识性旅游：史前博物馆收集本地区化石标本、图片半温室沙漠植物园人工湖景绿洲小气候本区域奇特景观游历野生动物观察哨所3、基础设73、施及公用工程（1）道路温泉乐园紧靠216国道旁边布置，基本上不需要修建外部道路，园内需修建内部道路及人行步道5700m2，停车场1000m2。（2）供电原准东油田钻井时供电系统已到景区，只需稍加改造即可满足要求，景区主要为照明用电，负荷量不大，准东油田有能力为景区供电。需新建35KV变电所一座，变电站容量50KVA。（3）供水景区东南方10公里为油田水源地，需铺设10公里输水管线，即可解决景区供水。根据客源预测日均接待234人，考虑不均衡因素，最高峰按350人次测算用水量如下：旅游高峰人数 350人次/日用水标准 200升/日.人游客用水量 70立方米/日公用设施用水量 35立方米/日消防用水74、量 30立方米/日不可预见用水量 27立方米/日总用水量 162立方米/日需设泵站2座和水塔1座（4）供热根据测算，景区各类建筑总采暖面积20000m2，采暖热负荷指标为90瓦/平方米，总热负荷为1800千瓦。供热锅炉和供热管网规模按2000千瓦考虑。为便于冲洗和淋浴，设热水锅炉一座。为了减少对景区的污染，建议采用燃油锅炉。为节约能源，夏季可充分利用太阳能解决洗浴用水。（5）排水本项目排水分温泉浴排水和生活排水两部分。温泉浴排水，按流量280m3/d的50%排放，每天140m3/d，因含盐碱，腐蚀性较大，为不破坏当地生态和植被，建议进行脱盐碱处理，达到灌溉标准后用于绿化。生活污水按总用水量8575、%测计算为138立方米/日，经处理后可用于绿化灌溉。 43 项目建设应把握的几项原则1、尽全力保护当地自然地貌，保证天然资源不被人工化地改变和侵蚀；2、所有建筑物均为低矮、隐蔽、防风沙、保温、外观造型尽量为生态形式的，现代技术只体现在内部装修的格调和舒适度上，人为的痕迹只表现在绿化和道路上，建筑物离开现场环境便失去存在的意义；3、高层建设只有几座作为了望台的塔楼，作为深入保护区、观赏野生动物用；4、水源是本项目第一资源要素，因此水资源要充分利用，温泉水和冷水源被设置于半地下状态建设内，保温、防蒸发，部分可参考坎儿井的做法，设计一些地下河沟，连通各浴池。最后排出的水将蓄为湖塘，为水产养殖、绿化、76、造景和局部改变小环境气候形成条件；5、温泉区最终要成为一个真正的沙漠小绿洲，尤如沙漠明珠，使游人在荒漠中有一意外的惊喜。浴池、泳池亦设计成半开放形式，使光照和保温合理结合，延长全年的开放时间，以至冬天冰天雪地里温泉仍可开放接待游客，形成国内温泉文化的另一大特色。第五章 环境保护 51 环境现状该景区位于准噶尔盆地东北部，属荒漠戈壁，基本没有植被，因远离城镇，基本处于自然状态。但近几年来，由于游客的增加，设施简陋，管理粗放，垃圾污水没有妥善处理，对景区环境已造成了严重的影响，特别是温泉排水无序就近排放，对附近地面盐碱腐蚀严重，有的已直接腐蚀建筑物和基础，对自然资源也造成了一定的破坏，本项目必须引77、起重视和提出必要的治理措施。 52 “三废”排放情况本景区的主要污染源是游客及服务设施（餐厅，卫生间，浴室等）产生，“三废”主要是生活垃圾和生活污水。1、生活垃圾主要是游客丢弃的食品袋，饮料盒，酒瓶等生活垃圾，平均每人每天丢弃1公斤，每天最大量350公斤，每年126吨。2、污水温泉洗浴后的废水，每天140m3，每年5万m3。生活污水每天138 m3，每年4.96万m3。 53 治理措施1、施工期保护措施在施工过程中合理布置施工场地及建筑材料堆场，妥善处理建筑垃圾，对施工取料场地及破坏的地貌，要进行平整、回填、覆土，严格进行植被恢复。施工完之后不得留下施工痕迹。2、生活垃圾在景区内设垃圾箱，定期78、集中收集生活垃圾，用垃圾车运往垃圾堆放场掩埋，垃圾掩埋场选址须当地环保部门同意。3、生活污水设污水处理站一个，集中进行二级处理。处理后要达到污水综合排放标准（GB89781996）二类一级，用于绿化灌溉。4、运行期环保措施加强景区环境管理，设专人负责环境保护工作，确保环保设施正常运行，加强对游客的环境保护意识，设立生态环境保护宣传牌，尽量多种花草和树木，改善和美化旅游环境，经过一段时间的努力，使本项目成为戈壁滩上的一片绿洲。环保投资约550万元，占总投资的11%。第六章 投资估算及经济效益 61 投资估算投资估算范围包括经营性项目和公用配套项目。1、估算依据及总投资依据国家、自治区工程造价及工79、程费用的有关规定，结合当地造价水平及参照类似工程项目情况，采用扩大指标进行估算，本项目总投资额4865万元，其中建设资金4820万元，铺底流动资金45万元，详见投资估算汇总表。2、资金筹措项目投资通过公司发行股票上市，向社会公开募集资金解决。投资估算汇总表 1、本项目充分利用地热资源和具有医疗保健功能的温泉，开发旅游项目，为周边地区各族人民提供休闲度假，治病健身的娱乐疗养胜地，符合自治区提出的大力发展第三产业和把旅游培育成新的经济增长点的战略思想。2、本项目周边旅游资源十分丰富，且不亦建设接待设施，本项目实施后，完全有可能成为这一地区旅游接待基地，如宣传到位，运作得力，完全有可能起到“激活一点，带动全盘”的作用。3、该项目建成后，一方面可以充分利用来自深层古海相积水，这一保贵医疗资源，另一方面又带动五彩湾地84、区的自然旅游资源的开发利用。凭借吐乌大高等级公路和新216国道的开通和沿开山北麓经济增长带的快速发展，依托著名的阜康天池风景名胜区，该项目具有良好的开发前景。4、经对建设条件、资源状况、客源市场、风险预测及经济效益分析和研究后认为，本项目建设条件具备，建设内容合理，地理位置优越，技术和经济可行。32me,
