PARKVision and Action PlanThe Trent River Park is the name given to a broadly defined area along the River Trent,within and adjacent to the Nottingham City5、 conurbation.Trent River Park extends from Trent Lock in the west to Gunthorpe in the east,a distance of 21 kilometres.This Vision and Action Plan for the Trent River has been developed to co-ordinate the organisations currently undertaking work within the park boundaries and to bring forward a seri6、es of key projects to promote and enhance the Trent River Park.This Vision and Action Plan is intended to ensure that there is added value in all the proposals brought forward by partner organisations.In order to ensure this,the document also sets out a clear recommendation for the long-term managem7、ent and governance arrangements to ensure that the Trent River Park project has leadership and a strong management structure to ensure that co-ordination of activity is achieved across the Trent River Park.This leadership and management structure is intended to be the basis for committed stakeholder8、 involvement to deliver long lasting change in the Trent River Park to realise the vision and achieve the potential of the area.This draft Vision and Action Plan Report builds upon and updates a previous Vision and Action Plan for the Trent River Park prepared in 2002.EXECUTIVE SUMMARYTrent River Pa9、rkThe Trent River Park is a unique environment located within the heart of the Nottingham.It offers the potential to become a regionally significant piece of green infrastructure,which serves both the needs of Nottingham residents and the wider regional community.TRENT RIVER PARK REPORTP.5EXECUTIVE 10、SUMMARYEXECUTIVE SUMMARYSince 2002 there has been considerable activity within the Trent River Park in terms of development and regeneration,environmental improvements,enhancements to accessibility and connectivity.However,much of this activity has been relatively un-coordinated and there is a feeli11、ng among key stakeholders that current and proposed initiatives,while valuable in their own right,are not contributing as fully as possible to the overall concept of the Trent River Park as a valuable landscape for amenity,conservation and leisure purposes.In addition,there have been significant cha12、nges in the national,regional and local policy context which should be reflected in vision and objectives for the Trent River Park.In particular,there is an increasing emphasis on:Delivering housing growth and promoting?sustainable communities;Sustainable responses to the climate?change agenda;andEn13、couraging health and wellbeing and?safety and security among existing and new communities.The vision for the Trent River Park as established with key stakeholders is to achieve the following:“The Trent River Park will be a multiple-use landscape,an accessible,sustainable and popular park,part of the14、 wider regional“green environment”.It will be a responsive and productive landscape,linking Nottinghams communities to the countryside,an asset for existing and future communities.The Trent River Park will offer tranquil riverside landscape and“hubs of activity”with restored flood plain landscapes i15、ncluding wetlands and habitat corridors.Improved access will provide new opportunities for walking,cycling and enjoyment of the river and countryside and allow the Trent River Park to become part of peoples everyday lives.”In order to guide change across the Trent River Park to achieve the overall v16、ision four key themes have been identified.These are:1.A responsive and productive landscape to foster the TRP as an ecologically diverse landscape where natural systems are able to operation,but in a way which is harnessed and made productive,to contribute to economic well-being.2.An active landsca17、pe where there are numerous opportunities for active and passive outdoor recreation,sport and leisure,all managed in order to respect the unique landscape setting.3.A connected landscape where open areas,the river and activity hubs are easily accessible to all communities,particularly for walkers,cy18、clists and those using public transport.4.An Engaging Landsape:The engaging landscape seeks to use the River Trent as a learning,economic and cultural resource.The key recommendations for the Trent River Park are:Create a robust Management Structure?to co-ordinate and deliver projects throughout the19、 park.Create a post for a project co-ordinate into?monitor the delivery of key projects.Develop a branding and marketing?strategy to increase awareness of the Trent River Park.Undertake consultation with the public to?seek vision buy in and support of the Trent River Park concept.Identify a Trent Ri20、ver Park champion to?help deliver the Trent River Park Vision.Create a series of co-ordinated?destination points along the river,which would provide a focus of uses,activities and destinations.Support projects,which encourage the?creation of a distinctive landscape with a mosaic of green spaces,wood21、land,wetland,river and standing water.Create a well connected,easily accessible?park which forms an integral part of the local communities day to day lives.Seek to deliver key projects contained?within the Action Plan(section 6).P.7INTRODUCTIONTRENT RIVER PARK REPORTINTRODUCTION1TRENT RIVER PARKBrie22、f historyThe River Trent is the third longest river in England,after the Thames and the Severn,covering 270 kilometres from its source in North Staffordshire to the Humber Estuary at Trent Falls south of Hull.Its journey takes it through the counties of Staffordshire,Derbyshire,Nottinghamshire,Leice23、stershire and Lincolnshire.TRENT RIVER PARK REPORTP.9INTRODUCTIONThe Trent historically marks the boundary between Northern and Southern England.The river has been a focus for human activity for thousands of years.From farming to industry,invasions to angling,all have influenced and shaped the area 24、and the nature of the river itself.The River Trent takes its name from trespass which reflects the historic significance of the river flooding and trespassing over human activity and property.The river and its tributaries flow through some of the most urbanised parts of the East Midlands,and during 25、the 18th and 19th centuries the River Trent played a major role in the industrial development of the area.With populations now reaching over one million in the cities along the River Trent,together with the influences of industrial and agricultural development,including mineral extraction,drainage a26、nd built development,the rivers ecological resources have suffered a major decline during the last century,although there have been major improvements in recent decades.The River Trent has largely been tamed where it passes through Greater Nottingham conurbation,although this has sometimes been to t27、he detriment of natural systems.TRENT RIVER PARKThe Trent River Park is the name given to a broadly defined area along the River Trent,within and adjacent to the Nottingham City conurbation.Trent River Park extends from Trent Lock in the west to Gunthorpe in the east,a distance of 21 kilometres.Prec28、ise boundaries have not been defined for the Trent River Park,and the Park does not have any formal statutory designation,although it is referred to in the emerging East Midlands Regional Spatial Strategy.The Trent River Park is located within the following Local Authority areas:Nottinghamshire Coun29、ty Council?Broxtowe Borough Council?Erewash District Counci?Gedling Borough Council?Newark and Sherwood District Council?Nottingham City Council?Rushcliffe Borough Council?TRENT RIVER PARK VISIONAND ACTION PLANThis Vision and Action Plan Report builds upon and updates a previous Vision and Action Pl30、an for the Trent River Park prepared in 2002.The 2002 study,prepared by EDAW was intended as a“Sub Regional Strategy”to provide the wider context for a masterplanning study of the Waterside Regeneration Area in Nottingham.The study area extended from Barton-in-Fabis in the west to Gunthorpe in the e31、ast.As noted above the study area has now been extended to include Trent Lock to the west.The sub-regional study led to a Vision and Action Plan for this stretch of the River Trent,which was developed in partnership with a wider range of stakeholders.The Vision and Action Plan set out a strategic vi32、sion to guide change along the river,identified key issues to be addressed and included an action plan of key projects and activities for stakeholder organisations to bring forward specific projects within the area in order to achieve the vision.Since 2002 there has been considerable activity within33、 the Trent River Park in terms of development and regeneration,environmental improvements,enhancements to accessibility and connectivity.However,much of this activity has been relatively un-coordinated and there is a feeling among key stakeholders that current and proposed initiatives,while valuable34、 in their own right,are not contributing as fully as possible to the overall concept of the Trent River Park as a valuable landscape for amenity,conservation and leisure purposes.In addition,there have been significant changes in the national,regional and local policy context which should be reflect35、ed in vision and objectives for the Trent River Park.In particular,there is an increasing emphasis on:Delivering housing growth and?promoting sustainable communitiesSustainable responses to the climate?change agendaEncouraging health and wellbeing and?safety and security among existing and new commu36、nities.These issues are considered in more detail in the next section,and the study has considered how these agendas can be fully reflected in this Vision and Action Plan to ensure that the Trent River Park can be promoted as a unique asset and a focus of opportunity to improve peoples quality of li37、fe within the context of twin challenges of the growth agenda and responding to climate change.In response to these issues,Nottingham Development Enterprise(NDE),Nottingham City Council(the Council)and the East Midlands Development Agency(EMDA)have commissioned a multi-disciplinary team led by regen38、eration,masterplanning and landscape design consultants EDAW to work with key stakeholders to prepare a revised Vision and Action Plan for the Trent River Park.STUDY PROCESSThe study to refresh the 2002 Vision and Action Plan began in March 2008.The first task was to establish a baseline position of39、 information with respect to:Existing and proposed projects,to?understand the status of individual projects being brought forward within the Trent River Park area;andUnderstanding the objectives and?aspirations of key stakeholders,together with an appreciation of the key issues to be addressed,and p40、otential priorities.The first step in the study was to review existing work undertaken since 2002,and background information relating to proposed projects.A list of background information reviewed at this stage of the study is included in Appendix A.Following review of existing information,a first s41、takeholder consultation event was held on 2nd April 2008 to review existing projects and discuss aspirations and key issues.A list of attendees and summary of key discussion points is included in Appendix C.A summary of the baseline position is set out in the Baseline Plans,which are included as App42、endix B to this report.Based on the comments received from stakeholders,the consultant team prepared a draft Vision and identified key themes to inform the preparation of an action plan of priority projects.These were discussed with key stakeholders at a second consultation workshop held on 12th Jun43、e 2008.A list of attendees and summary of key discussion points from this workshop is included in Appendix C.Following feedback on the draft vision,priority themes and emerging action plan,the consultant team has prepared this draft Vision and Action Plan.This draft report is presented for comment a44、nd review by key stakeholders.It is critically important that stakeholders are able to shape the Vision and Action Plan for the Trent River Park.Many of the projects which will contribute to the vision will be brought forward by a wide range of organisations operating within the area.Without a share45、d ownership of the vision for the Trent River Park it is unlikely that individual projects will be shaped and potentially refined to add maximum value and to enhance the linkages and commonality between the projects.This Vision and Action Plan is intended to ensure that there is added value in all t46、he proposals brought forward by partner organisations.In order to ensure this,the document also sets out a clear recommendation for the long-term management and governance arrangements to ensure that the Trent River Park project has leadership and a strong management structure to ensure that co-ordi47、nation of activity is achieved across the Trent River Park.This leadership and management structure is intended to be the basis for committed stakeholder involvement to deliver long lasting change in the Trent River Park to realise the vision and realise the potential of the area.TRENT RIVER PARK RE48、PORTINTRODUCTIONP.11TRENT RIVER PARK REPORTP.13CONTEXT2CONTEXTKEY ISSUES WITHINTHE TRENT RIVER PARKTrent River Park will form an important part of the green infrastructure of parks,green spaces,playing fields,woodlands,rivers and lakes for the Greater Nottingham area and the wider East Midlands regi49、on.Careful planning of green infrastructure as part of the wider spatial planning of existing and new communities has an important part to play in creating more sustainable communities.In general,green infrastructure should be planned so that they:Contribute to the management,conservation and improv50、ement?of the local landscape;Take account of,and integrate with,natural processes and?systems,responding to climate change and reducing the risk of flooding;Maintain and enhance biodiversity;?Create new recreational facilities,particularly those that?provide opportunities to link urban and countrysi51、de areas;Contribute to the protection,conservation and management?of historic landscapes,archaeological and built heritage assets;Provide focus for social inclusion,community development,?lifelong learning and healthy and active lifestyles;Incorporate sustainable design and be designed to high quali52、ty?standards;andAre managed and funded to accommodate nature,wildlife?and historic and cultural assets,and provision for sport and recreation.TRENT RIVER PARK REPORTP.15CONTEXTLANDSCAPELandscape quality within Trent River Park is generally good,with exceptional quality in many places,particularly to53、 the east and west.However,there are locations in the urban areas which would benefit from environmental improvements.BIODIVERSITYImprovements in water quality within the River Trent and its tributaries over recent decades have greatly improved species diversity within the area.The development of At54、tenborough Nature Reserve has enhanced nature conservation assets and transformed the profile of the area for conservation.However,there is no co-ordinated approach to nature conservation management within the river corridor.Stretches of the river within urban areas have relatively little nature con55、servation value,although even in urban areas water voles have good populations.Changes to farming practices,mining operations and flood mitigation measures,particularly at the eastern end of the Trent River Park,provide great potential for further enhancement of biodiversity.SUSTAINABLE LANDSCAPEMuc56、h of Trent River Park comprises floodplain and there has been considerable investment in flood defences,particularly within and close to the urban areas.This essential investment has created a separation of the river from its natural floodplain.There is now potential for sensitive approaches to sust57、ainable drainage and flood management in some locations to re-connect the river to the floodplain,to allow opportunities for new economic uses in the floodplain.COMMUNITY REGENERATIONTo realise its potential and fulfil the aims outlined above,it is essential that Trent River Park contributes to the 58、daily life of local communities,both existing and proposed.In particular,residents of the Meadows,Netherfields,Sneinton,Beeston Rylands,Clifton,Radcliffe on Trent and West Bridgford must be fully engaged in the evolution of Trent River Park.Residents of these communities,as well as the residents of 59、any future sustainable urban extensions,must see Trent River Park as their parkland,with strong accessible links,facilities,open spaces,environments and activities which enhance their daily quality of life,and which promote healthy and active lifestyles.ACCESSIBILITYThere is generally good pedestria60、n and cycle access to and within Trent River Park from adjoining communities,and these have been enhanced through recent investment,notably the Big Track project.However,there are key areas,such as at Nottingham Waterside,and between Holme Pierrepoint and Colwick Park,where important connections are61、 missing.There is considerable potential to increase use of the river for transport,for recreational and leisure use and movement of freight.RECREATIONTrent River Park includes a number of major recreational facilities including Trent Lock,Attenborough Nature Reserve,Victoria Embankment,Trent Bridge62、 and Nottingham Forest,Colwick Park,the Watersports Centre at Holme Pierrepont and the countryside around Gunthorpe.However,each of these areas has potential for enhancement to create a complementary range of attractions which will transform Trent River Park into a major focus for the recreational a63、nd leisure life of residents in the sub-region.Colwick Country Park Nature ReserveVariety of landscapes along the Trent RiverTRENT RIVER PARKKey issuesWithin the context of these general aims,a number of key issues have been identified within Trent River Park which need to be addressed in order to a64、chieve these objectives.POLICY CONTEXTThe River Trent is identified as being an important strategic river corridor at both a regional and local level.The planning policy context for the Trent River Park project is provided by the emerging Regional Spatial Strategy 2005 for the East Midlands and the 65、planning policies of Nottingham City,Rushcliffe,Erewash,Newark Sherwood,Broxtowe and Gedling Councils.The following provides a brief summary of the current and emerging policy position as it relates specifically to the Trent River Park.This is not intended to be a comprehensive review of policies wh66、ich would apply to development within the area.Regional Spatial Strategy for the East Midlands(RSS8)2005The Regional Spatial Strategy sets out five agreed priorities for the Region.These are to:Reduce inequalities in the region;?Conserve and enhance the natural?environment;Create sustainable and hea67、lthy?communities;Improve economic performance and?competitiveness,andUse natural resources more efficiently?and reduce the impacts on climate change.The RSS for the East Midlands identifies the importance of the River Trent as a cultural and natural resource,which needs to be protected and enhanced.68、Policy 34 as described below,directly refers to the need for agencies and other bodies including those of adjoining regions should be co-ordinated to maintain and enhance the multi-functional importance of strategic river corridors.A key outcome of the Trent River Park Plan is to promote multi-organ69、isational partnerships,whos responsibility will be for enhancing and coordinating development along the Trent River within the Nottingham City Conurbation.Policy 34 Regional Priorities for Strategic River Corridors states that:Development Plans,future Local Development Frameworks,and other strategie70、s of local authorities and other agencies should seek to protect and enhance the natural and cultural environment of the regions strategic river corridors of the Nene,Trent,Soar,Welland,Witham,Derwent and Dove,along with their tributaries,and rivers which contribute to river corridors of a strategic71、 nature in adjoining regions.Actions of agencies and other bodies including those of adjoining regions should be co-ordinated to maintain and enhance the multi-functional importance of strategic river corridors for wildlife,landscape and townscape,regeneration and economic diversification,education,72、recreation,the historic environment,including archaeology,and managing flood risk.The Regional Spatial Strategy is currently under review and rolls forward the period covered by the RSS up to 2026.Consultation is currently underway on the Secretary of States proposed changes to the RSS.Strategic Riv73、er Corridors Vision Statement 2003The East Midlands Regional Assembly identifies the River Trent and its tributaries(including the Idle,Leen,Maun and Meden)in its Strategic River Corridors Vision Statement published in October 2003.The Statement focuses on flood management and biodiversity improveme74、nt within an integrated management approach.Apart from the biodiversity benefits,the project can be expected to provide improvements to water quality,river flows,landscape character and encourage a more sensitive approach towards management.3 Cities and 3 Counties New Growth PointIn order to help de75、liver the scale of development envisaged in the Draft Regional Spatial Strategy,the 3 Cities and 3 Counties Partnership for Growth(6Cs),comprising the cities of Nottingham,Derby and Leicester and counties of Nottinghamshire,Derbyshire and Leicestershire bid for and secured status as a New Growth Poi76、nt.At a local level,the Nottingham Housing Market Area partners are collaborating to align their strategic planning policy documents and to ensure that the growth point programme is delivered in the most sustainable way.The key focus of the Growth Point is shown on the following page.TRENT RIVER PAR77、K REPORTCONTEXTP.17Attenborough Nature ReserveNEW GROWTH POINTFocused on:The partners early priorities are focussed on:Accelerating housing delivery on previously used land and allocated sites;Supporting neighbourhood transformation;Focussing new development on land within and adjacent to the princi78、pal urban area;Ensuring that host communities are enhanced with improvements to community facilities,town centres and supporting infrastructure;Providing high quality public open spaceand public realmEnsuring new housing is of the highest standards of design and is well connected to employment and r79、ecreation opportunities.Nottingham Growth Proposals are overseen by a Greater Nottingham Joint Planning Advisory Board which reports to an overarching 6 Cs Growth Point Project Management Board(PMB).A separate Green Infrastructure Board oversees strategic green infrastructure projects and reports di80、rectly to the PMB.NOTTINGHAMSHIRECounty CouncilJoint Structure Plan(JSP)2006The Joint Structure Plan identifies the role of the River Trent as a focus for regeneration and directly refers to the Trent River Park Partnership,which has been formed to ensure a coherent and coordinated approach to maxim81、ise the regeneration potential of the river.The following policies are of particular relevance:Policy 2/13 River Corridors-Local planning authorities will seek to maintain and enhance the multi-functional importance of the River Trent and its tributaries(including the Idle,Leen,Maun and Meden).The T82、rent River is designated as commercial waterway and it should be ensured that waterside development does not compromise the opportunities for freight transport.Policy 5/6 The Movement Of Freight refers directly to the work required to progress freight investment priorities at the Inland River Trent 83、Port in Nottingham.Policy 2/15 Renewable Energy Developments states that Local plans/development plan documents will make provision for renewable energy generation in accordance with the indicative targets for the Plan Area in the Regional Spatial Strategy(RSS8),This is particularly relevant to rela84、tion to safeguarding preferred sites for small-scale hydro schemes at weirs along the River Trent;LOCAL PLANNING POLICYOutlined below are the key points from the Borough s Local Plans relating to the Trent River Park.The Trent River Park Area is located within four local authority areas,the boroughs85、 of Broxtowe,Rushcliffe,Gedling Borough and the City of Nottingham.TRENT RIVER PARK REPORTP.19CONTEXTEREWASH DISTRICTLocal Plan Saved Policies July 2008The saved policies relate to the need for creative conservation principles to be followed to create new wildlife habitats and retain or enhance exis86、ting wildlife sites and the enhancement and promotion of canals for recreational and environmental use.BROXTOWELocal Plan 2004Broxtowe Local Plan 2004,promotes walking and cycling opportunities along the River Trent.Where possible routes will be designed to enable use by horse riders and cyclistsGED87、LING BOROUGHReplacement local Plan 2005The Gedling Local Plan states the following:“The River Trent is one of the most important natural resources for leisure and recreation for the Nottingham conurbation“(Chapter 7 Recreation section 7.42)In addition the local plan refers to a number of policies re88、garding the protection and enhancement of the River Trent.?north bank of the River Trent.?environmental assets of the Trent River.?value and recreational opportunities.NEWARK SHERWOODDistrict Council Local Plan Adopted 1999(Saved Policies)Identifies the River Trent(and its banks)as an extremely valu89、able resource which is used for a variety of recreational pursuits,as well as economic activities,including its potential for freight transfer via the waterways.The River also has considerable value for wildlife.The District Council believes that the future planning of the River should be centred on90、 protecting and encouraging these various interests and resolving conflicts through careful assessment and management.Policy T23-Use of the River Trent states that planning permission will be granted for appropriate freight facilities on the River Trent,where they will reduce environmental or conges91、tion problems on the road network and will not have an adverse impact on the environment.Policy R33-Recreational Value of the River Trent states that Planning permission will not be granted for development which would inhibit the recreational value of the River Trent and the Riverside.TRENT RIVER PA92、RK REPORTP.21CONTEXTRUSHCLIFFENon Statutory Replacement Local Plan 2006Rushcliffe Borough Council refers to the River Trent as an asset offering tourist and recreational opportunities.The Rushcliffe non-statutory plan 2006 emphasises the importance of controlling development in areas to avoid advers93、e effects to the environment.The council believes that the dual role of the river(for freight and recreation)needs to be recognised and encouraged.All of the local plans identified above will be superseded in due course by the Councils Local Development Frameworks.These are currently at various stag94、es of preparation,but all should take account of the Trent River Park as a key element of green infrastructure,in accordance with the Regional Spatial Strategy.NOTTINGHAMLocal Plan 2005Improvements to the River Trent Corridor to create a regional country park is identified as a key strategic plannin95、g priority for Nottingham(Chapter 6,section 6.17).The City Council identifies the waterside alongside the River Trent between Trent Bridge and the racecourse as a major regeneration area to become a focus of a new strategic quarter.Within the Nottingham Local Plan 2005 Policies MU6 and MU7 promotes 96、mixed use development within this riverside quarter.Policy R4 refers to the importance of enhancing access,recreational amenities and wildlife habitats.TRENT RIVER PARK ach105、ieved.Objective RPL 1:Strengthen the ecological value of Trent River corridor.Enhance and promote new ecological?corridors to the north and south of the Trent River corridor.Key locations for these include:Land between Clifton and Ruddington,Land between Barton in Fabis and Thrumptoningthon and Land106、 adjacent to Holme Pierrepont Country Park and Gamston Lings Bar Road.Enhance existing nature reserves?located along the river corridor(Attenborough Nature Reserve,Colwick Nature Reserve,Netherfields Lagoons).Promote new nature reserves along?the river,which both promote the conservation of species 107、and provide areas for people to interact with nature(area around Gunthorpe Lagoons,area within Holme Pierrepont Country Park and extension to Attenborough Nature co-ordinated management?strategy to guide appropriate in-channel and bankside ecological enhancements along the Trent River.Develop a TRP wide ecological?management plan,to coordinate nature strategies and initiatives to reconnect the River Trent to its floodplain.Realise opportunities to restore natural?floodplains in lowland areas between Burton Joyce a110、nd Gunthorpe.Realise opportunities to restore wet?woodland habitat along the banks of the Trent River particularly in the area between Burton Joyce and Gunthorpe.Objective RPL 3:Promoting sustainable drainage.Proposals for large scale SUDS(“Super?SUDS”)should be catchment wide and incorporated into 111、all new Sustainable Urban Extensions to the built up areas of Nottingham that may come forward.Where appropriate encourage movement along the length of the park.Objective ACT 1:Promote Activity Hub 1at Trent LockThe Trent Lock is a very important waterway junction at the meeting of three counties where the River Soar flows into the Trent from Leicestershire opposite the Erewash Canal and the Trent&Mersey cana126、l cuts westward towards Wales.Of the navigation network that included the Derby,Nutbrook,Cromford and Nottingham canals the only one left is the Erewash,with Trent Lock at its mouth.The lock provides a colourful collection of canal cottages,houseboats boatyards and is very popular with dinghy-sailor127、s and is well visited in the summertime.The focus on Trent Lock should be to promote and build upon existing family-friendly activities,as set out in the following projects and principles.Promote and enhance the existing?Trent Lock Scout Water Activity Centre campsite.Promote and enhance footpaths a128、nd?cycle paths(i.e.,Trent Lock to Sandiacre etc).Promote and enhance places to eat?and drink at Trent Lock and provide a platform for additional uses to establish in the area.Protect and enhance local nature?reserves,including:Forbes Hole:Situated in Long Eaton,?a small,yet diverse site with wetland129、,meadows,carr woodland and hard woodland habitats.Stoney Clouds:Large outcropping of?bunter sandstone,allowing excellent views around the area.Fox Covert:An area of wet woodland?on the fringe of Long Eatons West Park.At one time this was brickworks,but it was eventually planted over during the 19th 130、century to provide cover for foxes.Nutbrook Junction&Trowell Marsh:A?complex of nature reserve areas along the side of the Erewash Canal,including semi-natural broad-leaved woodland,scrub,grassland and swamp.Objective ACT 2:Promote family-friendly activities and facilities at Activity Hub 2:The Vict131、oria Embankment.Nottingham was declared a city in 1897 by Queen Victoria whose statue can be seen at the Victoria Embankment on the north bank of the River Trent.The Embankment includes a well established promenade,seating that overlooks the river,an area of formal gardens and an avenue of mature tr132、ees.The promenade area is backed by a large area of open space,most commonly used as playing fields.The Embankment is also located in close proximity to the Trent Bridge Cricket Ground,the Nottingham Forest City Football Ground and the Nottingham County Meadow Lane Football Club.These three venues a133、ttract thousands of sport visitors to the area every year.Victoria Embankment offers an ideally located,centralised hub where these three venues can be celebrated and promoted(i.e.,big screens promoting games etc).The Embankment is currently best known as the venue for the Riverside Festival,which i134、s held on a weekend at the start of August each year.The Festival features live music,markets,fairs and a fireworks display.It will be important to build upon this and promote the areas as an equally important area where the people of Nottinghamshire and beyond can come together to celebrate the reg135、ions,rich sporting heritage.The objectives for the Embankment should be to promote it as an urban family destination,aiding the continued regeneration of the Meadows area and providing a range of facilities and activities and attractions,which acts as a gateway to the wider TRP.Establish programme o136、f public events?occurring in and around Victoria embankment(i.e.,big screen to televise cricket events occurring at Trent Bridge Cricket Ground etc).Create fitness/exercise trail around?Victoria Embankment and football fields.Investigate possibility of extending this trail over the Wilford Suspensio137、n Bridge and along southern edge of River back over the Wilford Toll Bridge.Ensure the proposed Left Bank Flood?Defence Works contribute to the overall regeneration of Victoria Embankment.Improve existing paddling pool provision.?Provide new high quality childrens play?facility.Improve football pavi138、lion and changing?facilities.Investigate feasibility and create beach?adjacent to existing paddling pool and Wilford Grove.Provide infrastructure for essential?services for large scale events,i.e.,public toilets,electricity/water connections etc.Promote and enhance connections and?synergies with sur139、rounding sporting venues(i.e.,Trent Bridge Cricket Ground,City Football Ground and Meadow Lane Football Ground).Objective ACT 3:Promote water use and outdoor activities at Activity Hub 3-Colwick Park and Watersports Centre.Colwick Park is located between Nottingham Racecourse and the River Trent to 140、the south of Nottingham City Centre.It comprises of three very large gravel pits,which have been transformed into separate lakes and a marina located off the River Trent.Adjacent to Colwick Park and the River Trent is the Water Sports Centre,which is located in 270 acres of additional Country Park,w141、hich includes a large camping ground.On site facilities include;2000m Regatta lake,700m Slalom Course,270 acre country park,full Conference facilities,White Water Rafting,Canoeing and Kayaking.The objective at the Colwick Park and Water sports Centre is to promote the area as a community water sport142、 and recreation facility while enhancing and sensitively managing impacts on nature conservation.This objective will be achieved through the following projects and principles:Produce a masterplan to co-ordinate?future activities at Colwick Country Park and the Water Sports Centre in order to ensure 143、a co-ordinated complementary approach to future development.Promote the Water Sports Centre as?a focus for local communities to enjoy water-based activities of both local and regional significance.Promote active water sports,e.g.?wake boarding provide skiing tow.Promote the area as a water based?rec144、reational area.Promote and encourage development of?existing camping ground and associated facilities to provide area for large walks and includes the Gunthorpe Lock and several popular pubs and restaurants.The objective at Gunthorpe is to promote the area as a high recreational,amenity destination to be used by 147、people seeking relaxed leisure activities(i.e.,walking,cycling,nature watching etc).This objective will be achieved through the following projects and principles:Promote and encourage existing and new?accommodation and food and beverage provision.Improved Signage and Wayfinding?Strategy along the ri148、ver.Improving and enhancing surrounding?natural attractions(including Netherfield Pits and Vision for the Tre223、nt River Park will require:Strong political leadership,in order to?secure and maintain the impetus to ensure delivery of the vision on the ground in the face of many competing demands for attention and funding;Effective co-ordination of the work of?many stakeholder organisations,to ensure that linka224、ges between projects are realised and that each project contributes towards the overall vision;andDedicated delivery of projects,with?focused delivery teams bringing together relevant stakeholders to deliver projects on the ground.These key requirements have guided the proposed leadership and manage225、ment structure,which comprises four components:A Project Board;?Steering Group;?Project Co-ordinator;and?Project Specific Delivery Groups.?The relationship between these organisations,and their suggested composition,is shown in Figure 4.1 TRENT RIVER PARKPROJECT BOARDOptions for effective governance226、 of Trent River Park need to be considered carefully as ultimately this will be important in securing high level championing of the strategy and project delivery.Due to the geography and content of the Trent River Park Strategy,existing governance/partnership structures do not provide a perfect fit 227、in representing all the TRP stakeholders or issues covered in the strategy.A number of options however are set out for further consideration.Establishment of a new Trent River Park Board.Whilst this would achieve full representation of all the key stakeholders it would require establishment of an en228、tirely new structure.Governance via the Greater Nottingham Joint Planning Advisory Board(JPAB see appendix X for details)which has been established to lead on policy alignment and growth point delivery across the Nottingham Housing Market Area.Whilst this option would build on an existing partnershi229、p,this would not fully represent all stakeholders or the geography of Trent River Park and would require consideration and approval by the JPAB as to fit with its overarching agenda.Governance via a new Trent River Park Project Board drawing representatives from all stakeholders but with close align230、ment with the 6 Cs Growth Point Strategic Infrastructure Board and the Greater Nottingham Joint Planning Advisory Board.A new structure would need to be established but this would also link organisations,particularly those responsible for major policy issues,such as flood risk and ecology,as well as major landowners who will be important delivery partners.Officers from would meet around six times a year.PROJECTSPECIFIC DELIVERY GROUPSAlthough the Steering Group would be responsible for co-ordinating the direction for Trent River Park,individual projects would be brough239、t forward by individual organisations,or groups of organisations working in partnership.A key aim of the Trent River Park concept is to ensure that all stakeholder organisations are aware of the aspirations for Trent River Park as a whole,and take account of these in devising and delivering projects240、.The intention is that the majority of projects would be brought forward through partnership working between organisations.For example,flood mitigation measures,principally the responsibility of the Environment Agency,would be devised and designed in consultation with nature conservation groups,acce241、ss officers and so on.The Action Plan included as Section 5,be identifies the range of organisations which should be involved in the development and delivery of the key projects identified to date.It will be necessary to keep the Project Specific Delivery Teams as focused as possible,in order to pre242、vent delay,while maintaining the breadth of input to ensure that the projects are designed to deliver the best possible outcomes.The Project Steering Group would have a role in co-ordinating the range of organisations to be involved in delivery of projects.It is important that each Project Delivery 243、Team has a clearly defined Project Lead,which would normally be the principal project funder.PROJECTCOORDINATORIn order to ensure that the momentum of the Trent River Park is maintained,and to ensure effective co-ordination between the structures outlined above,and between individual projects,the pr244、oposals is to establish a Project Coordinator(or project manager)post.This post could be based within the following organisations:The Project Coordinators principal role is to ensure effective communication between the Project Board,the Steering Group and the individual Project Delivery Team.The Pro245、ject Coordinator would provide secretariat support to the Project Board and the Steering Group.He or she would also monitor overall progress in the delivery of projects,would be responsible for the day-to-day co-ordination of bids for funding and would take the lead in wider stakeholder and public c246、onsultation with those organisations
