顺义新城(马坡组团)景观规划指导原则在顺义新城综合发展策略中充分考虑水资源和生态敏感性问题。达到人类环境和自然、生物进程之间的平衡，对于开发区文化、当地及区域性环境质量都大有益处。易道的首要环境策略是创造绿色连接、城市公园和开放空间，提供包括雨水管理、改进水质、回收市政污水、创造生境、改进空气质量、开发交通和休闲机遇等各项社区服务。在总体规划框架之内，首要的环境目标是利用科学原则和经济激励机制等合理策略，把自然资源的利益和可持续性最大化。现状气候北京夏季温暖、相对潮湿，冬61、季寒冷且非常干燥，属“大陆季风”气候。年平均降雨量约为634毫米，其中60降雨分布在7、8月。年平均蒸发量约为2030毫米，大大超过降雨量。最寒冷的1月平均气温为零下4.60度，最热的7月平均温度为26.10度。春天为西北方向沙尘暴的多发季节。地形基地上微地形丰富，最高点（47米）位于基地上南北主干道的最北端。地形从这个小山脊开始向东逐渐下降，接近潮白河时到达一个低点（32米）；向西到基地边界时高度为37米。山脊到基地南部的区域地势基本平坦，只有微小的地形变化。基地的最低点（29米）位于南部公园中。土壤基地土壤为沙质，含有少量有机物和水分。表层土贫瘠，只有少量植被。河床附近肥沃土壤和湿地土壤的62、流失由来已久，这是由于地下水位的下降和地表水的分流引起的。水资源地下水地下水是基地最重要的饮用水来源。长久以来，由于过度提取，地下水位持续下降，直到近年来趋向稳定。但是，未来的发展可能会导致蓄水层的进一步枯竭。56oC的温泉将提供给当地高级住宅的住户使用，或作为非消耗性供热。现有的水处理设施容量为34，000立方米/天，这些水是从水井中抽取，经处理后输送到基地的北部和东部。私人水井取水量占年使用量的90，不过这些水井将被逐步废除。建成后的地下水用量预计为50，000立方米/天。地表水规划区域附近有两条主要河流。沿基地东部边界朝南流的潮白河是一条大型的干枯河床，由于上游的分流和堰塞，过去10年中63、都未曾经历过洪水。减河是潮白河的一条中型的支流，沿基地南边界流动直至与大河汇合。两条河的表层水质差，一般不超过国家地表水水质四级标准。农田径流是最主要的污染源，同时还存在其他一些少量商业和工业污水。现有的雨水管理方案利用传统的工程方法把基地上的水导入大型蓄水池。基地南部65公顷土地是为洪水控制预留的，可以储存11.2亿立方米或12小时26立方米/秒的径流。规划核心区的大片开发水域目前被规划成一个结合景观特色的蓄水池，面积9.8公顷，可容纳4小时15立方米/秒的径流。洪水将使蓄水池的水位提高2.2米。废水基地内的总废水量或处理过的市政废水量为36，000立方米/天，可供循环利用。现有的啤酒厂每天64、产生4，000立方米废水；居民入住后，位于基地外的市政污水处理厂每天将产生32，000立方米废水。基地内废水的循环利用已在规划之中。下表估算出基地废水的最终用途和每日需要的废水量。废水资源和使用之间的平衡为17，500立方米/天，这将使基地上水资源在其他方面的循环利用成为可能。废水产量来源速率(立方米/天)废水处理厂32,000啤酒厂4,000总来源36,000计划废水使用量 地震规划区域中包括几块较小的活性断层，比大型区域性断层潜在的威胁更小。预计67、未来很少会发生较强的区域性地震。空气质量目前顺义当地空气污染有四大来源：-工厂和商业较集中的煤炭锅炉-家用煤炉和供暖-机动车尾气-干枯河床（潮白河）的粉尘基地开发建设之后，其中一些污染源将不复存在。该地区中的大多数工厂将被迁移到别处，这将大大减少煤炭的燃烧，进而减少SO2、NO2 和CO2的排放。天然气将取代煤炭作为最主要的能源，大大减少主要污染物质的排放量：硝化物（NOx）减少34.6，CO减少47.7，微粒减少50.9，SO2减少82.9。现仅有少量数据可用来评估空气质量。下表列出2000年、2001年和2004年8月17至21日中SO2、NO2 6.表面流延辗机表2说明了开发核心区基本的雨水管理方法。注意：绿色大箭头代表基地内的主要排水渠道，红色箭头代表传统的浅地表排水，蓝色小箭头代表绿色街道的地表排水渠。每个橙色节点代表每个社区的蓄水设施。为了保持中央水池中水体相对洁净且尽量减少维护需求，利用沉淀池（褐色节点）来沉降雨水中的大颗粒。表1目标与策略在对现状和问题进行评估的基础上，根据环境指导原则对水资源、生物资源和空气质量等环境因素提出具体的目标和策略。4.4表2顺义新城(马坡组团)景观规划 顺义新城(马坡组团)景观规划分水岭表3说明了几个重要的分水岭区域及水流方向。基地南半部沿着绿色街道和走廊朝南流向减河，在汇入减河之前流经南部公园的两个大型蓄水设施。基地东北角的水向潮白河流。城市区域中大部分水先流入核心区域的中央水体，然后经由水渠流向滨水公园和潮白河。规划区域西北角的水流向基地西边界公路附近的大型表面流沼泽系统，然后向南流入减河。废水利用如前所述，两大废水来源每天的废水量为17，500立方72、米。废水管理计划建议在三个潜流人工湿地中处理所有废水，为基地上的水景和自然区域供水。表4概括了这一计划。啤酒厂每天产生4000立方米废水，将由管道输送到赛马场中心3.3公顷的潜流人工湿地。潜流湿地处理过的水将被直接导入位于核心区的中央蓄水池，作为全年候的清洁用水。废水处理设施每天将提供13，500立方米废水，加上原计划循环利用的每天18，000立方米，供社区灌溉、厕所清洁用水、街道清洁用水及水景。两个潜流人工湿地每天处理13，500立方米废水，其中一个湿地位于南部公园，另一个是北公园中原来的水产养殖池。每个湿地面积约为5.8公顷，经处理过排放到地表的水才能达到三级水质标准。潜流湿地处理过的水大73、多数元素都能达到三级水质标准，但是总氮（TN）和总磷（TP）只能达到四级标准。根据实际的出水水质，每个处理系统的日处理量为6750立方米北部公园湿地出水将为朝南蜿蜒的人工河流提供全年的清洁水源，达到潮白河百年洪泛水位。南部公园的湿地出水则用来创造水景和野生动物栖息地的表面流湿地系统。表34.5传统地下排水装置 顺义新城(马坡组团)景观规划生物资源目标1.增强生物多样性2.为野生动物活动创造连接3.为居民创造与野生动物玩乐的机会策略1.创造适合于自然和人工生境的多种植物群落a)温带落叶树与针叶林是顶极植物群落，可选用存活率高、能维持野生动物生存的当地耐干旱品种。植被包括树木、灌木和草地，以最大化生物多样性，创造天然的植物群落。南北部公园里都将保留温带落叶树和针叶林。b)草地是南北部公园里的主要景观，也是目前基地上田鼠、鸟类和爬行动物的重要栖息地。在植物品种选择中要着重考虑耐干旱品种。将在蓄水设施和潮白河盆地种植草地，并在南北部公园中点缀其他植物群落。c)潜流处理湿地将设置在南北部公园、赛场设施的中75、央区域。该系统更像是一片草地，而不是自然湿地；将种植各种不同的湿地植物品种，包括一些可食用的草本植物作为野生动物的草料，吸引雀形目鸟和鸣噙来此筑巢。d)野生动物湿地将长期使用处理湿地出水。对于因为潮白河水流管理不善而消失的湿地，这是一个很好的重建机遇。野生动物湿地表面水流上密植的芦苇丛和独立的噙鸟栖息岛屿为水鸟、滨水鸟类和雀形目鸟等提供栖息地。岛屿由沙砾层和低矮植被组成。还可以在开放水域开创渔业供居民使用。e)城市园区将比上述生境更加精致美观。核心区域的中央绿地、滨河绿地和邻里绿地散布在基地中，为开发区提供了宝贵的绿色空间、减轻了城市的热岛效应和空气污染、促进地下水的回填，并为一些野生动物（尤76、其是能耐受干扰的鸟类）提供栖息地。2.在基地的绿色空间、区域性开放空间框架之间建立绿色走廊。绿色走廊横贯整个场地，包括各种树木品种和草地，连接北部、南部、中央和邻里等各个绿地及滨河区域。这些绿色走廊作为主干道的绿色隔离带，也是条状绿地、庭院空间的连接系统，即核心区大型城市街区的内部装饰。两种类型的绿色走廊都可以用作雨水的保持、渗透和排水设施。绿色走廊还可以作为建筑、人行道与繁忙的马路、空气中悬浮颗粒之间的屏障，增强该区域地下水的回填能力，在城区中提供潜在的野生动物栖息地。绿色走廊用来抵御外部干扰，被道路分隔开，而且还受人类过度使用的影响，因此只允许鸟类和能耐受干扰的小动物在绿色走廊中存在。绿色77、区域还与区域性的绿色空间系统相连，尤其是沿潮白河干枯河床的潮白河森林公园。主要的连接是南北部公园的东边界，区域森林公园中植物茂密的区域将在北部公园丘陵林地和南部公园的野生动物湿地相接。森林高地 顺义新城(马坡组团)景观规划空气质量目标1.减少传统的燃料消耗2.减轻重要污染3.减少短时粉尘排放策略1.减少传统的燃料消耗a)利用太阳能来发热和发电，供公共建筑和市政设施使用。b)利用地热能来提供热水、为南部公园温室提供热能。c)运用绿色建筑技术来增强自然通风、适应日照方向以及增强墙壁的绝缘性能。2.减少机动车尾气排放及其影响a)启用一个机动车尾气排放监测程序，建立机动车尾气排放规定。b)30至40米绿色隔离带设置在主干道周围，有助于吸收污染物质、减少颗粒物质对周边社区的影响。二级街道周围种79、植行道树。3.控制其他污染排放源a)保证餐馆厨房的排放物事先经过处理b)工厂搬迁、使用天然气代替原来的煤炭将大大改进空气质量4.减少短时粉尘排放增加周边的植被覆盖率，改善林区的健康状况，在重要位置（尤其是沙质区域）种植隔离带将能改善粉尘排放的情况。干枯的潮白河是沙砾粉尘的主要来源。在河床周围遍植本土草种和灌木品种，恢复500至800米长的沙河上的植被。此外要立刻停止从河床中提取沙子和砂砾，沉淀层没有沙砾层的覆盖直接暴露于表面易受腐蚀。计划在西边界干枯河床边种植100米长的林带，为新城中心和潮白河之间建立起隔离带。湿地与气候从热带到北亚极区，全球各地都有湿地存在。湿地的生产率随着温度的升高或向赤80、道靠近而提高；北到加拿大育空，人工湿地处理二级废水效率都很高。北京夏季平均气温为24oC左右，能够达到较高的新陈代谢速率，提高表面流和潜流处理湿地的污染物去处率。但是在干燥的冬季，气温下降至零度，这将使新陈代谢速率降低，影响到湿地改进水质的效率。此外，严寒还会引起自由表面流湿地运行和水文等方面的问题。基于以上考虑，基地上的废水处理系统要采用潜流湿地。冬季循环利用的废水温度大约为10-15oC，周围环境平均温度为零下4oC。较高的温度能改善冬季水处理能力，且防止冰冻。此外，处理湿地单元能让潜流与周围环境绝缘，降低低温对其的影响。可对湿地表面进行覆盖以增强其绝缘效果。St.Croix场地案例很好地81、说明了在严寒气候下潜流湿地如何有效地工作。4.7顺义新城(马坡组团)景观规划 顺义新城(马坡组团)景观规划奥运大道奥运大道是顺义新城的生活性干道，同时承担着08年奥运会通向奥运水上公园的主要交通任务，远期将作为连接外部的主要交通干道，景观设计的目标是将其设计成为顺义新城的154、礼仪大道、庆典大道，突出欢快、热烈的气氛。总体的尺度以宏大、开阔为主，以统一的行道树、分隔带绿篱、特色的灯柱等景观元素塑造出景观的整体感。同时根据奥运大道两侧的用地性质的不同，将其分为不同的区域，利用其30米绿化隔离带布置适合周边土地利用的景观。奥运大道连接了区域内三个重要的节点，分别是西入口门户节点，新镇中心门户节点和东侧靠近奥运赛场的节点。通过对道路和节点的设计使整条道路的景观具有强烈的节奏感，激发使用者的心理体验。Olympic node位于奥运大道西侧的节点是整个顺义新城的门户，是从外部进入到新城所要经过的首要位置。铁路立交正好提供了一个良好的能给人深刻印象的机会。利用这一特别的要素，充分展示城市的风貌和道路的个性。铁路立交东西侧下穿道路的挡土墙被设计成为波浪的形式，以此来暗喻顺义的水文化传统。在立交桥东设计265、了具有展示性的大型景观灯柱序列，其形式创造出类似斜拉索桥的视觉感受，具有强烈的视觉冲击力，无论是从铁路还是奥运大道经过这一路段，均能感受到这一门户区域的特别之处。在铁路桥和花园西路桥的中间路段，设计了结构轻巧的阳光天棚，其穿插变化的构架结合半透明的阳光板，在阳光的照射下打破了桥下原本阴暗枯燥的空间感受。West gate node is the entrance point of Shunyi New Town which is the inevitable place to arrive new town.Railway cloverleaf in west node just could 266、provide an opportunity to im-press people.So the retaining wall under the railway cloverleaf will be designed as a wave shape that implies the water culture at Shunyi.A serial of landscape banners will be put at east side of cloverleaf junction which could give a strong optical impress for visitor b267、y cable structures.So the special feeling will raised.The light-structure sunlight shelter will be located at middle of Railway bridge and
