Since late 1980s, the surge of new technologies, movement of industrial zones, enhancements in transportation and other factors have caused decay to old docklands and cities water edges. At the same t3、ime, the new global economy requires that cities not only compete for financial investment, but also attract new skilled, talented and knowledge-based workforce, which requires that cities become more livable, attractive, distinct and of world class.The earlier successful redevelopments in cities like Barcelona have trigged a great deal of interest and new recognition of significance of waterfront
